Spring is a season that reminds us all of the promise of new beginnings and of the power that comes from working together as a community. Deerfield is a village that is thriving. Our retail sector — one of the cornerstones of our economy — has one of the lowest vacancies in the region. That’s a testament to the strength of our community, and it’s something we should all be proud of. Small businesses, entrepreneurs and hardworking families breathe life into this village every single day. We continue to welcome new businesses to Deerfield, like a new restaurant that will soon open its doors downtown, a symbol of how our community continues to grow, and how we make sure that Deerfield remains a vibrant, welcoming place to live and work. But it’s not just about businesses, it’s about families, too. Over the next few years, we will see the development of over 700 new residential units. That’s 700 new homes — 700 new opportunities for families to put down roots, to raise children and, for many, to age in place. In doing so, we are ensuring that Deerfield remains a community for everyone — young families, empty nesters, seniors and all of those who call this great village home. In addition to the development of these new residential areas, we’re also seeing reinvestment in our corporate campuses resulting in more than 600 new jobs to Deerfield in the next few years. This will help to strengthen our economy and fuel the growth and success of our community. This spring, we also took part in one of the cornerstones of our democracy — local elections. I am honored to have been reelected to a four-year term alongside Trustee Mary Oppenheim. Trustee Bob Benton was also reelected, earning a two-year term. Trustee Jennifer Goldstone won her first election to a four-year term after previously being appointed to the Board, and Jesse Greenberg was elected to a four-year term as well. I look forward to working with each of them to continue building on Deerfield’s strong foundation. I also want to recognize the outstanding contributions of our Village staff. Village Manager Kent Street was recently honored with the Distinguished Mentor Award by the Illinois Association of Municipal Management Assistants, a well-deserved recognition of his leadership and commitment. Management Analyst Jessica Sciarretta received the Future Leader Award, a reflection of her passion for public service. This spring, as the flowers bloom and the days get longer, let’s embrace all that is possible in Deerfield. We are a community that knows how to come together, and how to face our challenges head on and our future with optimism. Let’s celebrate this season of renewal, and let’s continue to build on the foundation of hope, progress and community that makes Deerfield the great village that it is. Thank you, Mayor Daniel C. Shapiro 4 Hazel Avenue Reconstruction Project The 2025 Hazel Avenue Reconstruction Project includes the full water main replacement, roadway reconstruction and sidewalk improvements between Waukegan Road and Wilmot Road. This project was designed to meet federal funding standards and in 2023, was selected to receive nearly $5M in federal funding. The contractor began work between Chestnut Street and Waukegan Road in April, which required a full closure and detour for motorists. The contractor anticipates completing the project by November 2025. Motorists are encouraged to seek alternate routes during construction when possible. Residents can sign up to receive email and/or text message updates on the project at www.deerfeld.il.us under “Notify Me.” Public Works Update Flood Information Flood Hazard Areas Special Flood Hazard Areas (100-year floodplain) in the Village of Deerfield are located near the Middle Fork and West Fork of the North Branch of the Chicago River. The eastern portion of Deerfield is in the Middle Fork watershed, while the western part of town is in the West Fork watershed. Flood Recommendations The following common- sense guidelines can help protect you from the dangers of flooding: • Stay away from power lines and electrical wires. If your house is about to be flooded, turn off the power at the service box. Electrical current can travel through water. Electrocution is the second leading cause of death during floods. • Be alert for gas leaks. Turn off the gas to your house before it floods. If you smell gas, report it to a Village official or your gas company. Do not use candles, lanterns or open flames if you smell gas or are unsure if your gas has been shut off. • Keep children away from the flood waters, ditches, culverts and storm drains. Flood waters can carry items that have dislodged themselves. • Clean everything that has gotten wet. Flood water will be contaminated with sewage and other chemicals that pose severe health threats. • Look out for animals, especially snakes. Small animals flooded out of their homes may seek shelter in yours. • Do not use gas engines, such as generators, or charcoal fires indoors during power outages. Carbon monoxide exhaust can pose serious health hazards. Additional Information The Village of Deerfield Engineering Department also provides assistance with flooding or drainage concerns. Village staff can visit your property, if required, and help to assess the problem and may be able to offer solutions. The localized flood protection service is provided by the Engineering Department. For more information, contact the Public Works Department at 847.317.7245. Lawn Sprinkling RPZ Regulations From May 15 through September 15, lawn sprinkling regulations will be in place. Even numbered addresses may water on even numbered dates from midnight to noon and/or from 6 p.m. to midnight. Odd numbered addresses may water on odd numbered dates from midnight to noon and/or from 6 p.m. to midnight. This applies only to lawn sprinkling. All irrigation systems are required to have a backflow prevention device called a Reduced Pressure Zone Backflow Preventer (RPZ) that is certified annually by a licensed inspector. This testing must be completed every year. The deadline for residential RPZs is June 30. The Village has contracted with Backflow Solutions, Inc. (BSI) to administer the backflow prevention tracking program. The annual backflow assembly test report must be submitted electronically by your inspector via the BSI Online system at www.BSIOnline. com. For more information, contact the Community Department at 847.719.7484. Memorial Patch Fundraiser During the month of May, Deerfield Police Officers will wear memorial patches on their uniforms in honor of National Police Week, May 11-17, 2025. Established by a joint resolution of Congress in 1962, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. Patches are available to the public for a minimum donation of $10. All donations will support the 100 Club of Illinois, which provides resources, financial support, access to training and moral support to both the families of first responders killed in the line of duty and active duty first responders throughout Illinois. Patches may be purchased with cash or with proof of a donation made to the 100 Club of Illinois via their website. For more information, contact Police Analyst Valerie Moll at vmoll@deerfield.il.us. 2025 Cop on a Rooftop May 17 The Special Olympics Illinois Cop on a Rooftop is Friday, May 16, from 5 a.m. to noon at Dunkin’ 499 Lake Cook Road. Deerfield Police volunteers will be on site collecting donations to benefit the Illinois Law Enforcement Torch Run for Special Olympics. Last year they raised approximately $4,100 for this great cause and now have a fundraising goal this year of $5,000. Dunkin’ coupons, Special Olympics merch and DPD swag will be available. E-Bike Safety Guidelines Electric bicycles (e-bikes) have electric motors that in combination with pedaling makes them faster than traditional bicycles. In the interest of safety for e-bike riders, motor vehicle drivers and pedestrians, e-bike riders should be smart and cautious while operating their bikes. Riders can ensure a safer riding experience by following these guidelines: • Follow Illinois Traffic Laws – All motorized vehicles and bikes are treated as vehicles and must follow Illinois Vehicle Code and Village of Deerfield Municipal Code. This includes stopping at traffic signs and yielding the right- of-way. Driving on the sidewalk is not allowed. • Protect Yourself – Always wear a helmet to maintain safety. Know what kind of helmets support the specific speeds of your or for public safety. • See and Be Seen – Be aware of vehicle traffic and drive predictably. Don’t weave in and out of traffic and be courteous to pedestrians. Remember you are not as visible to drivers as they are to you. If your bike doesn’t have built- in signals, use appropriate hand signals. Police Civilian Personnel Appreciation Week The Illinois Association of Chiefs of Police designates the first full week of June as Law Enforcement Civilian Personnel Appreciation Week, a time dedicated to recognizing and honoring the hard work and commitment of the civilian personnel who play a crucial role in supporting law enforcement agencies. At the Deerfield Police Department, civilian personnel include a diverse range of individuals, such as Telecommunicators, Records Specialists, Social Workers, a Community Service Officer and a Management Analyst. These dedicated professionals contribute significantly to the department’s daily operations and overall success. Their responsibilities range from providing administrative support to offering specialized expertise and services, all of which support officers and ensure an efficient, effective law enforcement environment. Mayor Dan Shapiro and Trustee Mary Oppenheim were reelected to four-year terms, continuing their service to the Deerfield community. Trustee Bob Benton was also reelected, earning a two-year term. Trustee Jennifer Goldstone won her first election to a four-year term after previously being appointed to fill a vacancy on the Board. Joining them is Jesse Greenberg, who was elected to a four-year term as Trustee. The Village thanks outgoing Trustee Rebekah Metts-Childers for her four years of service to the community. EPA Water Monitoring Results The Village water system first began sampling for the EPA mandated fifth Uncontrolled Contaminant Monitoring Rule (UCMR 5) in early 2024. These unregulated contaminates are those that don’t yet have a drinking water standard set by the EPA. The purpose of monitoring for these contaminates is to help the EPA to decide whether the contaminates should have a standard. The Village’s first round of samples of our water system were all undetectable for these contaminates. The full UCMR 5 testing results will be presented within July’s annual water Consumer Confidence Report. For questions, please contact Public Works Water Division at 847.317.7245.
