RESOLUTION NO. 2025- R-25-31
A RESOLUTION WAIVING COMPETITIVE BIDDING AND APPROVING
AN AGREEMENT WITH NORTH SHORE BORING OF HIGHLAND PARK,
ILLINOIS FOR WATER SYSTEM IMPROVEMENT SERVICES
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village desires to retain a firm to provide installation services for
water system improvements ("Services'); and
WHEREAS, the Village received a proposal from North Shore Boring, Inc. of
Highland Park, Illinois ("Consultant') to provide the Services; and
WHEREAS, the Village and Consultant desire to enter into an agreement for the
provision of the Services by Consultant ("Agreement'); and
WHEREAS, the Mayor and Board of Trustees have determined that waiving
competitive bidding and entering into the Agreement with Consultant will serve and be in
the best interest of the Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals
as its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to its home rule
authority, the Village Board hereby waives the advertising and bidding requirements for
the approval of Services.
SECTION 3: APPROVAL OF AGREEMENT. Pursuant to the Village's home
rule authority, the Agreement by and between the Village and Consultant is hereby
approved in substantially the form attached to this Resolution as Exhibit A, and in a final
form and substance acceptable to the Village Manager and the Village Attorney.
SECTION 4: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final Agreement upon receipt by the Village Clerk of at least one original copy
of the final Agreement executed by Consultant; provided, however, that if the executed copy
of the final Agreement is not received by the Village Clerk within 60 days after the effective
date of this Resolution, then this authority to execute and attest will, at the option of the
Mayor and Board of Trustees, be null and void.

SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

Thank you for allowing us to provide you with the following proposal.
This proposal is for the installation of a new water main.

This proposal is for directionally drilling a new 6" HDPE water main under the west fork
creek from Indian Trail to Cherry. This will be approximately 350' long total and will
bring the pipe close to the intersection of Hazel and Indian Trail and terminate
approximately 100' north of the centerline of creek onto Cherry.
This proposal is for 5 working days with a crew of 6 techs. Materials and excavation are
to be supplied by the village of Deerfield. We will have equipment on site and will
assist with all work as usual.
Alternate Below: $5140.00 - not in contract price (yes) (no)
We will directionally bore a second 6"HDPE or C900 Certalok from nearby the intersection
of hazel and Indian trail to replace the existing hydrant lateral and service piping near
the west fork. This distance is approximately 160' and will be completed in one day from
the same entry pit.
We will contact JULIE who will locate all public utilities. Private pipes and wires are
to be clearly identified by their owner prior to construction. Any private pipes and
wires that are not disclosed to us and are damaged will be repaired on a time and
material basis.
We will take care to minimize the damage to landscape and hardscape during construction.
It is possible that some landscape repair may be necessary upon completion. This is to be
done by others and is not included in this proposal.
Permit and village fees will be billed upon completion.

All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices.
Any alteration or deviation from above specifications involving extra costs will be executed only upon written orders, and will
become an extra charge over and above the estimate.
All agreements contingent upon strikes, accidents or delays that are beyond our control. Owner to carry homeowners insurance. We
are fully covered by liabilty insurance and workmans compensation insurance.
