A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING
AND APPROVING AN AGREEMENT WITH ALAMP CONCRETE
CONTRACTORS, INC., OF SCHAUMBURG, ILLINOIS,
FOR THE 2025 STREET REHABILITATION PROJECT
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village desires to retain a firm to provide construction services for
the 2025 Street Rehabilitation Project ("Services'); and
WHEREAS, the Village received a proposal from ALamp Concrete Contractors, Inc.
of Schaumburg, Illinois ("Contractor') to provide the Services; and
WHEREAS, the Village and Contractor desire to enter into an agreement for the
provision of the Services by Contractor ("Agreement'); and
WHEREAS, the Mayor and Board of Trustees have determined that waiving
competitive bidding and entering into the Agreement with Contractor will serve and be in
the best interest of the Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals
as its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the Services.
SECTION 3: APPROVAL OF AGREEMENT. The Agreement by and between
the Village and Contractor is hereby approved in substantially the form attached to this
Resolution as Exhibit A, and in a final form and substance acceptable to the Village
Manager and the Village Attorney.
SECTION 4: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the Agreement upon receipt by the Village Clerk of at least one original copy of the
Agreement executed by Contractor; provided, however, that if the executed copy of the
Agreement is not received by the Village Clerk within 60 days after the effective date of this
Resolution, then this authority to execute and attest will, at the option of the Mayor and
Board of Trustees, be null and void.

SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

complete the work in accordance with the plans and specifications hereinafter described, and in full compliance with all of the terms of
this contract.
3. It is also understood and agreed that the LPA Formal Contract Proposal, Special Provisions, Affidavit of Illinois Business Office,
Apprenticeship or Training Program Certification, and Contract Bond hereto attached, and the Plans for Section Village Funded

• Pricing is based on Plan Sheet 7, dated 4/3/24, and correspondence from the Village of Deerfield dated 12/24/24, 4/24/25 & 5/14/25.

• Final billing to be based on field measured quantities, including items not included in this proposal (if needed) using unit prices from the IDOT -
Hazel Av. project.
• 24" Storm Sewer Point Repair item includes CA-6 TBF(O.D.+3') and assumes total depth is 8' or less. If additional TBF is requ'red due to the
proximity of the sanitary main, add $50/CY.
