RESOLUTION NO. 2025- R-25-27
A RESOLUTION WAIVING BIDDING REQUIREMENTS AND
APPROVING THE REPLACEMENT OF FLOORING AT
THE PUBLIC WORKS FACILITY (465 ELM STREET)
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village Public Works Department identified the need to replace the
flooring of the Public Works Facility located at 465 Elm Street in the Village ("Services';
and
WHEREAS, Concrete Finishers, Inc. of Northlake, Illinois ("Consultant') submitted
a proposal for the provision of the Services in the amount of $27,325.00;
WHEREAS, the Village has visited locations where the Consultant has completed
similar work and was satisfied with the services provided by Consultant; and
WHEREAS, the Village desires to enter into a contract with the Consultant for the
Services and expend $27,325.00 ("Contract'); and
WHEREAS, the Mayor and Board of Trustees have determined that waiving bidding
and entering into the Contract with the Consultant for the Services will serve and be in the
best interest of the Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the Services.
SECTION 3: APPROVAL OF CONTRACT. The Contract by and between the
Village and Consultant in the amount of $27,325.00 is hereby approved in substantially the
form attached to this Resolution as Exhibit A, and in a final form and substance acceptable
to the Village Manager and the Village Attorney.
SECTION 4: AUTHORIZATION TO EXECUTE CONTRACT. The Mayor and the
Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the Contract upon receipt by the Village Clerk of at least one original copy of the
final Contract executed by the Consultant; provided, however, that if the executed copy of the
final Contract is not received by the Village Clerk within 60 days after the effective date of

this Resolution, then this authority to execute and attest will, at the option of the Mayor and
Board of Trustees, be null and void.
SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

Terms and Conditions
Customer is responsible for clearing the working area floor. Generator will be
provided if needed for power with additional rental fee of $285.00 daily rate.
Concrete Finishers warranties adhesion, coating will cure and not delaminate from
substrate under warranty conditions for a standard of one year. Concrete Finishers
will not provide any warranty or be held liable for deteriorated concrete. Defects or
failures caused by mistreatment, neglect or improper maintenance shall be repaired
at owners' expense. Moisture, vapor transmission, hydrostatic vapor/pressure,
cracking, chemical exposure and deterioration of the substrate will not be covered
under warranty conditions. Cracks and joints may reappear due to natural movement
of concrete. Any repairs needed for the any of the mentioned above will result in
additional charges.
50% deposit required to begin any work. Deposit will be forfeited, and contract will be
terminated if customer is non -compliant. Final payment due at completion. I have
read and fully understand the conditions of the warranty extended by Concrete
Finishers Inc.
