RESOLUTION NO. 2025- R-25-03
A RESOLUTION TO PURCHASE ROCK SALT THROUGH ILLINOIS
DEPARTMENT OF CENTRAL MANAGEMENT SERVICES AND LAKE COUNTY
DEPARTMENT OF TRANSPORTATION JOINT ROCK SALT BIDS
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, Article VII, Section 10 of the 1970 Illinois Constitution and the Illinois
Intergovernmental Cooperation Act, 5 ILCS 220/1, et seq., authorize and encourage
intergovernmental cooperation; and
WHEREAS, the Village has identified the need to purchase bulk rock salt to combat
snow and ice; and
WHEREAS, the Village is a member of the Illinois Department of Central
Management Services joint purchasing program ("CMS'), which typically ensures local
government participants the best available price, quality of product, and terms of delivery;
and
WHEREAS, the Public Works and Engineering Department requested to be included
in CMS's rock salt bidding process for 1,000 tons of rock salt; and
WHEREAS, the Public Works and Engineering Department requested to be included
in the Lake County Department of Transportation ("LCDOT') rock salt renewal bidding
process for 500 tons of rock salt; and
WHEREAS, CMS sought bids for the award of a contract for the purchase of 1,000
tons of rock salt ("CMS Contract') and awarded a contract to Compass Minerals America,
Inc. ("Compass'; and
WHEREAS, LCDOT sought bids for the award of a contract for the purchase of 500
tons of rock salt ("LCDOT Contract') and awarded a contract to Morton Salt ("Morton');
and
WHEREAS, Village staff has determined that CMS's and LCDOT's purchasing
policies satisfy the Village's competitive bidding requirements; and
WHEREAS, the Village Board has determined that it is in the best interest of the
Village to purchase Rock Salt from Compass and Morton in accordance with the CMS
Contract and the LCDOT Contract;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF PURCHASE FROM COMPASS. The Village Board
hereby approves the purchase by the Village of 1,000 tons of rock salt from Compass at a unit
price of $71.20 per ton for a total purchase amount of $71,200.
SECTION 3: APPROVAL OF PURCHASE FROM MORTON. The Village Board
hereby approves the purchase by the Village of 500 tons of rock salt from Morton at a unit
price of $84.11 per ton for a total purchase amount of $42,055.
SECTION 4: AUTHORIZATION TO EXECUTE CONTRACTS. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final CMS Contract and LCDOT Contract. If the executed copies of the final CMS
Contract and LCDOT Contract are not received by the Village Clerk within 60 days after the
effective date of this Resolution, then this authority to execute and attest will, at the option
of the Mayor and Board of Trustees, be null and void.
SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval.
