HomeMy WebLinkAboutVol. 47, No. 2 - March/April 2025Groundbreaking for Deerfield Supportive Living Facility New, affordable senior housing coming to Lake Cook Road A ceremonial groundbreaking and reception was held in January to mark the start of the construction phase of the Deerfield Supportive Living Facility (SLF) at 1101 Lake Cook Road. The development will bring 147 affordable supportive living residences to the Deerfield community, providing much-needed housing options for seniors. The Deerfield Supportive Living development represents a partnership between affordable housing developer Celadon Partners and local developers and local residents Gary Wool and Gary Janko, who have been involved in the redevelopment of the entire property over the past 18 years. In December 2024, the Deerfield SLF team, led by Celadon Partners, successfully secured real estate financing from Cook County and the Illinois Housing Development Authority (IHDA). Utilizing bond capital from Cook County, this 100% affordable residential development for seniors is designed to maximize resident amenity space while blending seamlessly with the surrounding environment. “We are not just talking about a new building, but about the lives that will be transformed by this new affordable housing development,” said Deerfield Mayor Daniel C. Shapiro. “I extend my heartfelt thanks to all of those involved in this development. That means any oil, pet waste, leaves, landscaping debris or dirty water from outside activities that enters a storm drain gets into our lakes and streams. Never dump oil, chemicals, soapy water, grass clippings or anything besides clean water down the storm sewer drain. By keeping waste and hazardous materials out of storm sewer drains, you’re doing your part to reduce flooding and pollution in our local waterways. The following discharges are permitted: • Discharges from potable water sources (fire hydrant flushing) • Irrigation water • Foundation drains, pumped ground water, and water from crawl spaces • De-chlorinated and pH neutral swimming pool discharges 2 Fortune Brands Announces Expanded Deerfield Headquarters Move will create 400 new, full-time jobs Fortune Brands Innovations, an industry-leading innovation company dedicated to creating smart, safer and more beautiful homes and improving lives, recently announced it will consolidate and streamline its U.S. divisional headquarters operations into a single global headquarters in Deerfield. The company’s decision to grow in Illinois will deliver a world- class, collaborative office environment to fuel the company’s innovation, accelerate its digital solutions and grow its core products. “We conducted a thorough, nationwide headquarters search before confirming Deerfield as the most strategic location for our new, state-of-the-art campus, which will have capacity for over 1,000 associates by the end of 2027,” said Fortune Brands Chief Executive Officer Nicholas Fink. Bolstered by EDGE incentives, Fortune Brands Innovations selected Illinois to locate and expand its global headquarters after considering locations in a variety of other states. As part of the State’s comprehensive incentive package, Fortune Brands Innovations received an EDGE tax credit, and has committed to making a significant investment, creating at least 400 new full-time jobs and retaining the 128 full-time jobs already located in Deerfield at the time of the EDGE agreement application. In calendar year 2024, companies in the EDGE program committed more than $650 million in investments in Illinois communities across the state. “I am excited to see Fortune Brands expand its footprint in Deerfield and look forward to their continued growth in the Village,” said Deerfield Mayor Daniel C. Shapiro. The Hazel Avenue Reconstruction Project includes the full water main replacement, roadway reconstruction and sidewalk improvements between Waukegan Road and Wilmot Road. This project was designed to meet federal funding standards and was selected to receive nearly $5 million in federal funding in 2023. Preliminary work to accommodate the project improvements, such as tree removals and ComEd pole relocations, began in late February and the contractor will start underground utility installation west of Stratford Road in early March. The contractor anticipates completing the project by Thanksgiving 2025. This project will use daytime lane closures and detours throughout the project limits. Motorists are encouraged to seek alternate routes during construction when possible. Opening fire hydrants and flushing out water on an annual basis allows Public Works to ensure that hydrants are in proper working condition to protect your property and helps to flush sediment out of the distribution system. Signs will be posted in each area before flushing begins. The work is typically performed between 7:30 a.m. and 3:30 p.m., Monday through Friday, and takes approximately two weeks to be completed for the entire Village. There may be discoloration in the water coming from the faucets in your home after hydrant flushing is complete in your area. It is recommended that residents flush water from their interior system through a tub spout for a few minutes to clear out any potential sediment. Do not use a sink for flushing purposes as it is possible that sediment can become trapped in a sink’s aerator. Please note that the water from the tap is safe to drink at all times. Public Works Update Underground Sprinkler & Fire Suppression System Testing To protect the drinking water supply, the Village would like to remind residents that all irrigation systems are required to have a backflow prevention device. This equipment is also known as a Reduced Pressure Zone device (RPZ). The device must be certified and tested annually by a licensed inspector prior to the system going into service. The Village has contracted with Backflow Solutions, Inc. (BSI) to administer the RPZ tracking program. The annual backflow assembly test report must be submitted electronically by your certified inspector via the BSI Online system at bsionlinetracking. com by June 30. Building improvement projects include exterior and interior remodeling, rehabilitation, additions and repair and reconstruction projects. Additionally, the cost of currently planned improvements will be added to the cost of previously made improvements and compared to the existing market value to determine if the improvements exceed 50% of the structure’s value. Flood Insurance If you do not have flood insurance, talk to your insurance agent. Most homeowners’ insurance policies do not cover damage from floods. Flood insurance is only available to those communities participating in the NFIP. Because of our floodplain management programs, Deerfield residents are able to obtain flood insurance. Additionally, because the Village participates in FEMA’s CRS program, flood insurance premiums are discounted. Be sure to check your policy to ensure you have adequate coverage. These policies usually cover the building structure, but not its contents. Contents coverage can also be obtained upon request. There is a 30-day waiting period before flood insurance coverage becomes effective. Plan ahead; do not wait until a flood is predicted before purchasing flood insurance. If you are building inside the floodplain, the purchase of flood insurance is mandatory if using a federally regulated/insured bank for a loan. Additional Information The Village of Deerfield Engineering Department also provides assistance with flooding or drainage concerns. Village staff can visit your property, if required, and help to assess the problem and may be able to offer solutions. The localized flood protection service is provided by the Engineering Department. Please contact the Engineering Department at 847.317.2490 for more information. Deerfield Flood Information Floodplain Permit Requirements All developments within the 100-year floodplain (not just construction of buildings, but filling, excavation, fences, etc.) are required to undergo a formal review by the Engineering Department. Approval must be granted prior to doing any work in a floodplain area. Please contact the Engineering Department at 847.317.2490 to receive all the information you will need in order to properly develop in the floodplain. Substantial Improvement/ Damage The National Flood Insurance Program (NFIP) requires that if the cost of improvements to a building in a floodplain or the cost to repair damages (from any cause) to a building in a floodplain exceeds 50% of the market value of the building (excluding land value), the entire building must be brought Body-Worn Cameras As part of the Deerfield Police Department’s commitment to transparency, accountability and enhancing community trust, all Deerfield Police officers are now equipped with body-worn cameras. Body-worn cameras ensure all interactions between the police and the public are captured with clarity and integrity. Our goal is to continue fostering a safe, respectful and accountable environment for officers, citizens and visitors of the Village of Deerfield. The operation of body-worn cameras by members of the Deerfield Police Department is subject to internal policies and regulations of the Law Enforcement Officer-Worn Body Camera Act. Protect Your Home While on Vacation When you’re getting ready to leave for vacation, don’t forget to take the proper steps to protect your home while you enjoy your travels. An obviously unoccupied home is an easy target, so you can make your house look lived in with the following: • Set up lights on a timer • Lock exterior doors and all windows • Remove any “hidden” keys stored outside your home • Pause mail delivery and have a neighbor pick up any packages from your porch • Make arrangements for your yard to be maintained for an extended vacation • Be cautious about posting to social media that your family is currently on vacation Remember to make copies of important travel documents and share your itinerary with someone you trust. Include the address and phone number of your accommodations and transportation information, like flight numbers. You can also submit a vacation watch request to the Police Department through the Village’s website or by calling the non- emergency police dispatch center. You will be asked to provide details about your property and the date ranges you’ll be gone. Once added to the database, your property will be added to our list of residences for officers to check on (time-permitting). Should a problem be noted by an officer, you will receive notification through one of the forms of communication submitted regarding this issue. Shepard Pack The Place Fundraiser On February 5, the Shepard Middle School basketball teams faced off against an amazing team made up of Deerfield’s finest, the Deerfield Police and the Deerfield- Bannockburn Fire Protection District, in the second annual Pack the Place charity event. The game was a nail-biter, with Shepard Middle School taking the win in a thrilling 56-55 finish! Not only was there some intense basketball action, but thanks to everyone’s generosity, over $6,200 was raised to benefit the 100 Club of Illinois, supporting the families of fallen first responders. Special thank you to the Deerfield Lions Club for their $2,000 donation. National Public Safety Telecommunicators Week (NPSTW), observed every second week in April, has been set aside to shine a light on the hard working and often unseen personnel who dedicate their lives to public safety. Usually all the public knows about telecommunicators is their voice, which is why we’d like to introduce two of our newest telecommunicators who serve as an indispensable link between the officers and the public. Siovhan Blau was hired in April 2024 and brings seven years of dispatch experience to Deerfield. Siovhan began her career in 2017 for the consolidated dispatch center SEECOM in Crystal Lake and in 2020 she began working full-time for the Vernon Hills Police Department. Siovhan is engaged with three children and in her free time she enjoys crafting and supporting and watching her children’s sports teams. Siovhan also volunteers as a Child Advocate with CASA Lake County. Neva Rodriguez was hired in September 2024 and has 10 years of dispatch experience. Neva began her career as a police dispatcher in 2014 for the North Chicago Police Department and has also worked as a police and fire dispatcher for the Countryside Fire Protection District, Lake County Sheriff’s Office and the Vernon Hills Police Department. Neva said working at Deerfield takes some of the best qualities of each place she’s worked and encompasses them into one. Neva is married with five children and she enjoys writing, educational classes and landscaping projects. Neva is also the author of multiple books. Open House May 17, 9 a.m. - 1 p.m. Public Works Open House HONORING OUR VETERANS: FIELD OF HONOR DISPLAY From November 7 to November 11, 2025, the Village of Deerfield invites residents to experience a breathtaking display of 500 United States flags at Jewett Park. This moving tribute, part of the national Field of Honor event, will serve as a powerful reminder of the sacrifices made by our veterans and active-duty service members and is organized by the Village, Deerfield Police Department, Deerfield-Bannockburn Fire Protection District, Deerfield Public Library, Deerfield Park District and Deerfield American Legion Post 738. Each flag in this solemn display represents an individual and carries a unique story. Residents have the opportunity to sponsor a flag in honor of a veteran, active-duty military member, or another personal hero. This year’s “Honoring Our Veterans” display is made possible through the generosity of sponsors, donors, and dedicated volunteers. Proceeds will benefit Midwest Veterans Closet and Lake County Honor Flight, organizations that support and uplift those who have served. Seeing a coyote cross a field, backyard, golf course, road, etc. does not necessarily constitute a problem or a dangerous situation for humans or domestic animals. Coyote population reduction is usually unrealistic and always temporary. By Illinois law, a coyote can only be removed if it is causing property damage, is a risk to human health or safety or creating a dangerous situation for humans or domestic animals. If removal of a coyote is deemed necessary, the Illinois Department of Natural Resources recommends hiring a Nuisance Wildlife Control Operator who is licensed by the State of Illinois to remove the coyote from the area. Usually it is easier to change human behavior than to control the coyote population in a community. If you see a coyote: Coyotes are wild animals. Do not try to pet or feed a coyote. If you see a coyote you are probably in the same place that the coyote is looking for food such as mice, rabbits and birds. Coyotes usually avoid people and do not bite, except when they are cornered and afraid. If a coyote comes toward you, do not run. Yell, stand up straight, and wave your arms (the goal is to make yourself appear larger), or throw something at the coyote to make it move away (the goal is to scare it away, not to injure it). For homeowners: To help discourage coyotes from around the homes in your neighborhood, limit the availability of unintentional food sources. Don’t leave food outside for other wildlife such as bird food, and bring pet food dishes inside. Make sure ripe fruit is picked and garbage is secured in containers. Keep a close eye on small children and pets whenever they are outside, especially at night. Consider using a dog run or fence to protect small pets. D-TALES DEERFIELD.IL.US 7 April 1 Consolidated Election The Consolidated Election will be held Tuesday, April 1, for election of municipal offices, library trustees, park district commissioners, school board members and more. On Election Day, polls will be open from 6 a.m. to 7 p.m. Residents can find their designated Election Day polling place at the County’s website LakeVoterPower.info. Early voting runs March 17 - 29 from 9 a.m. to 5 p.m., Monday through Friday, and from 9 a.m. to 2 p.m. on Saturdays. Deerspring Pool located at 200 Deerfield Road is an early voting site. Voting by mail is available through the Lake County Clerk’s office. Residents may request a ballot by mail at LakeVoterPower.info or by calling 847.377.2406.
