HomeMy WebLinkAboutR-24-73VILLAGE OF DEERFIELD RESOLUTION NO. 2024- R-24-73 A RESOLUTION APPROVING AN AGREEMENT WITH LIONHEART CRITICAL POWER SPECIALISTS OF HUNTLEY, ILLINOIS FOR BACKUP GENERATOR INSTALLATION SERVICES WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and WHEREAS, the Village desires to retain a firm to provide services for the installation of a backup generator ("Services'); and WHEREAS, the Village received a proposal from LionHeart Critical Power Specialists, of Huntley, Illinois ("Contractor') to provide the Services; and WHEREAS, the Village and Contractor desire to enter into an agreement for the provision of the Services by Contractor ("Agreement'); and WHEREAS, the Mayor and Board of Trustees have determined that waiving competitive bidding and entering into the Agreement with Contractor will serve and be in the best interest of the Village and its residents; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows: SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as its findings, as if fully set forth herein. SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to its home rule authority, the Village Board hereby waives the advertising and bidding requirements for the approval of Services. SECTION 3: APPROVAL OF AGREEMENT. Pursuant to the Village's home rule authority, the Agreement by and between the Village and Contractor is hereby approved in substantially the form attached to this Resolution as Exhibit A, and in a final form and substance acceptable to the Village Manager and the Village Attorney. SECTION 4: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the Village, the final Agreement upon receipt by the Village Clerk of at least one original copy of the final Agreement executed by Contractor; provided, however, that if the executed copy of the final Agreement is not received by the Village Clerk within 60 days after the effective date of this Resolution, then this authority to execute and attest will, at the option of the Mayor and Board of Trustees, be null and void. {00124077.1 } SECTION 5: EFFECTIVE DATE. Please view the Costs, Scope of Equipment, Scope of Work, and Clarification below and let me know if you would like any changes. • Total cost for the installation, additional services, and items: $ 95,206.00 Total cost for demo and removal of existing generator 7,400.00 TOTAL COST $102,606.00 SCOPEOF • Kohler 10011(w Natural Gas Generator 120/208 volts, 3 phase, natural gas, battery, battery charger, engine block heater, standard warranty. Siemens sub feed panel (125/225 breakers). SCOPEOF •• • Demo and remove existing generator. — Drain the oil and coolant from the existing generator and dispose / recycle. Separate the radiator, engine, alternator, controller, silencer, and generator frame to remove piece by piece from the mezzanine. Remove the electrical conductors from the generator to the transfer switches. Demo and remove the support structure for the silencer and exhaust. The current generator's exhaust roof opening will be used as the building entry point for the new generator's conduit * • Furnish and install a 400amp 3 phase panel to be mounted in place of existing generator. Panel to include a 125amp breaker and 225amp breaker. • Furnish and install conduit to run upside the building near the gas meter and across the roof to the previous exhaust opening. • Generator will be placed on customer -supplied concrete pad. • Furnish and install natural gas piping from the meter location to the generator. • Convert the building to high pressure gas with one main regulator. ** • Perform factory authorized Start-up to enact warranty coverage • Perform 2-hour load bank testing to ensure proper operation to 100% rating • Perform a 30-minute building load test to ensure proper operation with transfer switch and building load • Provide operational training and manuals CLARIFICATIONS and EXCEPTIONS • * Final roof seal repair is by others (location of previous generator exhaust). • ** Proposal does not include the cost for North Shore Gas to convert the building to high pressure. • Generator has already been purchased and received on a separate order. • Includes Standard 2-year warranty. • Taxes are not applicable. • LionHeart will request 50% payment at project inception and 50% plus any additional costs following completion. • Also not included: Bond, overtime, stamped engineering drawings, bollards for equipment protection, and landscape repai .
