A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING
AND APPROVING AN AGREEMENT WITH NORTH SHORE BORING OF
HIGHLAND PARR ILLINOIS FOR
MEADOWBROOK SUBDIVISION WATER SYSTEM IMPROVEMENT SERVICES
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village desires to retain a firm to provide installation services for
the Meadowbrook Subdivision Water System Improvements ("Services'); and
WHEREAS, the Village received a proposal from North Shore Boring, Inc of
Highland Park, Illinois ("Consultant') to provide the Services; and
WHEREAS, the Village and Consultant desire to enter into an agreement for the
provision of the Services by Consultant ("Agreement'); and
WHEREAS, the Mayor and Board of Trustees have determined that waiving
competitive bidding and entering into the Agreement with Consultant will serve and be in
the best interest of the Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals
as its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to its home rule
authority, the Village Board hereby waives the advertising and bidding requirements for
the approval of Services.
SECTION 3: APPROVAL OF AGREEMENT. Pursuant to the Village's home
rule authority, the Agreement by and between the Village and Consultant is hereby
approved in substantially the form attached to this Resolution as Exhibit A, and in a final
form and substance acceptable to the Village Manager and the Village Attorney.
SECTION 4: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final Agreement upon receipt by the Village Clerk of at least one original copy
of the final Agreement executed by Consultant; provided, however, that if the executed copy
of the final Agreement is not received by the Village Clerk within 60 days after the effective
date of this Resolution, then this authority to execute and attest will, at the option of the
Mayor and Board of Trustees, be null and void.

SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

Thank you for allowing us to provide you with the following proposal.
This proposal is for the replacement of a water main.
We will directionally bore as shown in the provided plan for approximately 1500'. We will
ream and then install approximately 1500' of 8" ductile iron restrained joint pipe.
This work includes our set-up of equipment, boring from entry pits to receiving pits,
assembly of pipe for pullback, pulling the pipes to the approximate locations as shown,
and excavation of spoils from our directional drilling.
All excavations prior to the directional drilling are to be done by the Village of
Deerfield. This includes, the receiving pits, potholing of utilities, and removal of
gravel from previous repairs as needed. We will excavate our own bore pits. The spoils
that we remove and haul off the site will be disposed of at the Village of Deerfield
public works dump.
The Village of Deerfield will supply all materials for this installation. If any
additional material is used from our stock, we will simply ask that it is supplied back
to us at the completion of the work or reimbursed.
This work will be carried out at prevailing wage and certified payroll will be submitted
if requested.
Additional work beyond the scope of this proposal will be completed on a time and
material basis of $115.00 per hour per tech on site and will be billed upon completion.
We will contact JULIE to locate all public utilities in our work area. All private pipes
and wires are to be marked by their owners or their location disclosed to us. We will not
be responsible for damage caused to unmarked private pipes and wires.
We will seed/sod all disturbed areas. Maintenance of seeded or sodded areas is to be done
by others.
We Propose hereby to furnish material and labor - complete in accordance with these specifications for the sum of: $82,000.00�

All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices.
Any alteration or deviation from above specifications involving extra costs will be executed only upon written orders, and will
become an extra charge over and above the estimate.
All agreements contingent upon strikes, accidents or delays that are beyond our control. Owner to carry homeowners insurance. We
are fully covered by liabilty insurance and workmans compensation insurance.
ACCEPTANCE OF PROPOSAL - The Prices, specifications and conditions are satisfactory and are hereby accepted. You are
authorized to do the work as specified. Payment will be made as outlined above. .

We will take care to minimize the damage to landscape and hardscape during construction.
It is possible that some minor landscape repair may be necessary upon completion. This is
to be done by others and is not included in this proposal.
Permit and village fees will be billed upon completion.
