O-56-132 0'3' ORDINANCE NO. CZ 0J C9- i 3- sz AN ORDINANCE PROVIDING FOR THE LIMITATION OF THE USE OF WATER DURING EMERGENCY PERIODS. . WHEREAS, the present rate of water consumption in the Village of Deerfield exceeds the capacity of the public water system of the City of Highland Park; and WHEREAS, present water storage facilities are not adequate to provide a reserve supply of Hater to meet all of the present and contemplated future requirements for water; and WHEREAS, the present rate of water consumption reduces the reserve supply DPJ of water to such an extent that the public health, safety and welfare are endangered; NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND VILLAGE BOARD OF THE VILLAGE OF DEERFIELD, COUNTY OF LAKE, STATE OF ILLINOIS: SECTION I. During any period when the overall demand upon the Village water supply system is so great as to endanger the public health, safety and welfare, the President or Chairman of the Water Committee is authorized to declare an emergency and to issue emergency water conservation regulations,. limiting or prohibiting use of water from the.City water mains for the sprinIng, watering,c,oroirrigation of shrubbery, trees, lawns, grass, ground covers, plants, vines, gardens, vegetables, flowers, or for any other purpose published in regulations issued hereunder by the President or Chairman of the Water Committee. SECTION II. All emergency regulations issued by the President or Chair- man of the Water Committee shall be published once in a newspaper having . general circulation in the Village of Deerfield, and shall be effective upon publication. SECTION III. The Village Manager shall have the authority to enforce the provisions of this ordinance and all regulations issued hereunder including the discontinuance of water service in the event of violation hereof. SECTION IV. Any person convicted of any violation of the provisions of this ordinance or of any regulation issued hereunder shall be punished by a fine not to exceed TWO HUNDRED DOLLARS ($200.00). Each days violation shall be considered a separate offense. SECTION V. All ordinanceoor parts of ordinances in conflict h6hewith are hereby repealed. SECTION VI. This ordinance shall be effective from and after its passage, approval, recordation and publication as required by law. PASSED this 25th day of June, 1956. PROCLAMATION WHEREAS, the rate of water consumption exceeds the capacity of the public water system of the Village of Deerfield, Illinois, and WHEREAS, water storage facilities are not adequate to meet all present and fixture requirements for water, and WHEREAS, the depletion of water storage reserves increases the hazard of fire and endangers public health and welfare NOW, THEREFORE, I, , President of the Village of Deerfield, County of Lake, State of Illinois (or Chairman of the Water Committee) do hereby declare that a state of emergency exists within the Village of Deerfield and promulgate the following regulations restricting and controlling the use of water for lawn.sprinkling: 1. Premises with even - numbered addressed may be sprinkled, watered, or irrigated on the even - numbered days of the month between the hours of six o'clock A.M. and twelve o'clock Noon and between the hours of nine o'clock P.M. and twelve o'clock Midnight. 2. Premises with odd - numbered addresses may be sprinkled, watered or irrigated on the odd - numbered days of the month between the hours of sip=• o'clock A.M. and twelve o'clock Noon and between the hours of nine o'clock P.M. and twelve o'clock Midnight. 3. Golf courses, businesses, industrial, and institutional premises, parks, playgrounds, and schools may draw water from the Village mains for sprinkling, or the reservoirs serving such premises filled farm the Village mains, on any day of the month between the hours of 12 o'clock Midnight and six o'clock A.'4 IN WITNESS EHEREOF, I have hereunto set may hand and caused the Seal of the Village of Deerfield, Illinois, to be affixed.
