O-54-351.04 I =4_1 01 ORDINANCE NO. J�* BE IT ORDAINED by the President. and Board of Trustees of the Village of.Deerfield, Illinois, that: SECTION 1. No plat of a new subdivision within the Village shall be approved unless, together with all other requirements imposed by ordinance, the following are complied with: 1.1 STREETS. A public street or streets will be provided to afford conven- ient access to all property within the subdivision. No provate street or thoroughfare will be permitted. The proposed street shall extend existipg streets unless the extension would not be practical. 1.2 ALLEYS. Alleys shall be provided at the rear of all lots or tracts intended for business, commercial, or industrial use, and multiple family use, but shall not be provided in residential blocks. 1.3 WATER MAINS. Water Mains shall be provided to adequately service all lots or tracts and to easily afford the extension of the Village water system to other adjacent properties. 1.4 SANITARY SEWERS. Sanitary Sewers shall be provided to adequately service all lots or tracts and to easily afford the extension of the Village Sanitary Sewer system to other adjacent properties. At no time shall storm drainage be diverted into these sanitary sewers. 1.5 STORM SEWERS. Storm sewers shall be provided to adequately service all lots or tracts and to easily afford the extension of the Village Storm Sewer system to other adjacent properties. At no time shall sanitary wastes be discharged into the storm sewers. 1.6 SIDEWALKS. Sidewalks shall be provided in front of all properties unless in the opinion of the Village Board said sidewalks would be of detriment to the properties in question. 1.7 CURB ABED GUTTER. Concrete curb acid gutter will be required along the outside edges of all street pavements. SECTION 2. STANDARDS OF DESIGN. Any street, sidewalk, water, sewer or other improvement hereinafter referred to installed in any public street, alley, or other public place within the Village must comply with the following specifications: 2.1 STREETS. For the purposes of design, streets will be divided into three categories. Major streets as set forth in the Village Plan will require a right of way of 100 feet, a pavement width of 37 ft., back to back of curbs, and a pavement of 8 inch Portland Cement Concrete. Secondary streets as set forth in the Village Plan will require a aright of way of 80 ft., a pave- ment width of 35 ft., back to back of curb, and a pavement consisting of an 8" waterbound Macadam base and a 2" I - 11 Bituminous surface. All other streets will require a right of way of 60 ft., a pavement width of 27 ft., back to back of curb, and a pavement consisting of an 8 inch waterbound Macadam base and a 2" B - 3 Bituminous surface. In all cases, the materials used and the method of construction shall be in compliance with the specifi cations approved by the Division of Highways, State of Illinois, for the type of pavement designated. Sub base requirements for all streets shall be a Westgard soil value of 100 or better. The maximum allowable grade for streets shall be ten per cent and the minimum allowable grade for streets shall be two tenths of one per cent. The minimum allowable radius at an intersection shall be 20 ft. 2.2 CURB AND BUTTER. Combination concrete curb and gutter shall conform to the standards of the Division of Highways, State of Illinois, type 5. 105 2.3 SIDEWALKS. Sidewalks shall.be of Portland Cement Concrete as .specified below and shall be four inches thick on a five inch sand or cinder base. Sidewalks shall be either five foot wide and located one foot outside :of the property line or shall be three feet wide carriage walks located adjacent to the curb. Concrete sidewalk shall be constructed in accordance with 4nd the materials used shall be inxicompliance with the methods and materials required in Section 87, Standard Specifications for Road and Bridge Construction, published by the Division of Highways, State of Illinois. 2.4 ALLEYS. Where required, alleys shall be provided with a right of way of,twenty feet and a paved surface of 16 feet. This pavement shall be the equivalent of 8 inches of gravel or crushed stone and shall be held in place by metal or treated wood curbs. 2.5 WATER MAINS. Water Mains of not less than six inched shall be provided along the frontagecof all lots in such a manner as to adequately serve all lots and tracts with a connection to the system. Fire Hydrants of the Eddy type with auxillary valves will be provided in accordance with the recom- mendations of the National Board of Fire Underwriters and at all dead ends, but in no case shall the spacing of said fire hydrants be greater than 400 feet. Right hand closing valves shall be provided in such locations as to �t allow the shutting down of not more than 1000 lineal feet of pipe. Valve vaults will be provided for all valves except fire hydrant auxillary valves and will be of the type specified in the State of Illinois 1526 R. Type "A ". Mechanical. joints only will be provided. Other joints will be approved where mechanical joints are not available. Materials will meet the speci- fications contained in par. 3 below. 2.6 SANITARY SEWERS. Sanitary Sewers of not less than eight inches diameter shall be provided along the frontage of all lots in such a manner as to ade- quately serve:_all lots and tracts with a connection to the system. Sanitary Sewers are to be designed on the basis of a flow of 1100 gallons per day per lot served and an infiltration of 10 gallons per day per foot. The sewers will be designed in such a way as to insure a minimum velocity of flow of two feet per second and a maximum velocity of flow of eight feet per second. Pipe will be ladi with the bell end upstream and will be provided with "slip seal" or equivalent joints. Supporting strengths of clay pipe shall be those shown in the Clay Pipe Engineering Manual and shall not be exeeded in loading. Manholes will be provided at all changes in direction or pipe size and in no case further than 300 feet apart. Manholes will be of the type specified in the State of Illinois Standard 1527 -S, Type "A ". Drop manholes will be re- quired where invert elevations differ by more than 2 ft. 6 inches and will be of the type-specified type "D ", Village of Deerfield Standards. Sanitary Sewers will be located in the parkway on the south or east side of the street. Materials will meet the specifications contained in paragraph 3 below. 2.7 STORM SEWERS. Storm Sewers of not less than 10 inches diameter shall be provided along the frontage of all lots in such a manner as to adequately serve all lots or tracts with a connection to the system. Storm flows are to be computed on the basis of one of the following formulae: 1. Q n AIR, where Q is total quantity of flow in cubic feet per second A is the area to be drained, in acres I is the coefficient of runoff, and R is the rate of rainfall, assumed 2.75 inches per hour 2. Q _- MRc41S /M where Q is total quantity of flow in cubic feet per second M is the drainage area in acres R is the rate of rainfall, assumed 2.75 inches per hour c is the coefficient of runoff s is the slope of the ground in feet per x.000 feet. The coefficients, unless varied by the Village Engineer, shall be I equals 0.40 and c equals 0.30. The sewers will be designed in such a way as to insure 106 a minimum velocity of flow of three feet per second and a maximum velocity of flow oflten feet per second. Storm sewer shall be constructed in accord - ande with and the materials used shall-,be in compliance with the methods and materials nequired in Section 68, Standard Specifications for Road and Bridge Construction, published by the Division of Highways, State of Illinois. Manholes will be provided at all changes in direction or pipe size and in no case further than 300 feet apart and will be of the type specified in the State of Illinois Standard 1527 -S, Type "A ". Drop manhiles will be required where invert elevations differ by more than 2 feet 6 inches and will be of the type specified type "D ", Village of Deerfield Standards. Inlets will be located not more than 500 feet apart and will be of the type specified in the State of Illinois Standard 1683 -R, Type "A ". Storm Sewers will be located in the parkway opposite the sanitary sewer:- Materials will meet the specifications contained in paragraph 3 below. SECTION 3. MATERIALS. Standard Strength Clay Sewer Pipe. ASTM C 13 -50 -T as revised. Extra Strength Clay Pipe. ASTM C 200 -50 -T as revised. Concrete Sewer Pipe. ASTM C -14 as revised. Corrugated Metal Pipe AASHO -M 36 as revised. Concrete Masonry. ASTM C -139 as revised. Building Brick.;%.ASTK C- 621Grade SW-as revised. Concrete Building Brick. ASTM C -55 Grade A as revised. Cast Iron Water Pipe. ASA -A .21.2 Class 150. Cast Iron Sewer Pipe. ASA -A .21.2 Class 100. Frames and Grates. State of Illinois Type 1. SECTION 4. VARIANCE IN STANDARDS. Where the subdivider can show that a pro- vision of standards of Design or required improvements as set forth above would cause unnecessary hardship if strictly adhered to and where because of topographic.6r- :other conditions peculiar to the site or surrounding condition, and in the opinion of the Village Board of the Village of Deerfield, a de- parture may be made without destroying the original intent of such provisions, the Village Board may approve such a variation. Any variation approved shall be stated in writing in the minutes of the meeting where the variation was granted with the reasoning set forth upon which the variation was considered justified. SECTION 5. PROCEDURE FOR APPROVAL OF PUBLIC IMPROVEMENTS. That the steps and procedures hereinafter set forth are hereby adopted as the procedure to be followed for the approval of a public improvement. 5.1 TENTATIVE PLAT AND PLAN. At the time that the tentative plat of sub- division is submitted, the subdivider will also submit a tentative plan of public improvements in two copies drawn on 24 in. by 36 in:.paper or cloth and including at least the following: (1) Plat of Survey showing area considered, (2) plat showing existing features, (3) a general subdivision layout, and (4) a general improvements layout. The Village Engineer shall review these preliminary plans and submit them along with his recommendations to the Plan Commission. The Board of Trustees shall after receiving copies along with the recommendations of the Plan Commission and Village Engineer, approve or disapprove the tentative plat of public improvements. One copy still be returned to the subdivider and one copy retained for the Village files. 5.2 FINAL PLANS. Within six months of the approval of the tentative plan of public improvements, the subdivider may submit final plans for the public improvements in duplicate. These plans will be prepared on 24" by 36" paper or cloth and shall contain at least the following information in the following order: 1. A Title Page, the form for which is to be furnished by the Village. 2. A plat of subdivision. 3. General layout drawings of the proposed streets. 4. General layout drawings of the proposed water system. 5. General layout drawings of the proposed sanitary sewers. 6. General layout drawings of the proposed storm sewers. 7. Plans and profiles of streets,and sewers, scale not less than 1" equals 50 ft. 8. Details of streets, structures, etc. 5.3 "AS BUILT "PLANS. After completion of all public improvements and prior to final acceptance of said improvements, the subdivider shall make or cause to be made a map showing the actual location of all valves, manholes, stubs, sewer and water mains, and such other facilities as the Village Engineer shall require. This map shall be in black ink on tracing cloth and shall bear the signature and seal of a Registered Professional Engineer or a Registered Land Surveyor. The presentation of this map shall be a condition C� of final acceptance. SECTION 6. FEES. U 6.1 REVIEWING FEE. That the following fees will be charged by the Village of Deerfield. At the time that the final plans are submitted to the Village for approval, a fee amounting to 1% of the estimated value of the improve- ments will be paid by the subdivider to cover the costs of checking and review. 6.3 INSPECTION FEES. During the course of construction at such times as the Village Manager deems necessary, the subdivider will pay the actual costs of inspection up to and including the date of billing. This fee will be determined as the actual cost, to the village, of inspectors, engineers, and other necessary parties to the insurance of satisfactory work, not to exceed 3 %. SECTION 7. SAVING CLAUSE. This ordinance is in addition to all existing ordinances relating to the subdivision of land in the Village of Deerfield, Illinois, and if this ordinance is in apparent conflict with other ordinances:,the more restrictive provision shall govern. This ordinance shall be in force from and after its passage and approval, as provided by law. FH5SED this 15th day of N ve er, 95 .
