R-14-08VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS RESOLUTION NO. R-14-8 A RESOLUTION FOR THE VILLAGE OF DEERFIELD TO OPT OUT OF INCLUSION IN THE COOK COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) URBAN COUNTY PROGRAM FOR FEDERAL FISCAL YEARS 2015 THROUGH 2017 WHEREAS, the Village of Deerfield is located within both Lake County and Cook County, Illinois, both of which are considered "Urban Counties" by the U.S. Department of Housing and Urban Development ( "HUD ") for purposes of the HUD Community Development Block Grant Urban County program; and WHEREAS, the great majority of the Village's territory is included within Lake County, Illinois; and WHEREAS, as a community that is split between two Urban Counties as identified by the HUD, the Village of Deerfield may elect to have its population split between Lake County and Cook County for purposes of the HUD Community Development Block Grant Urban County program, or it may opt to be entirely included within one Urban County and excluded from all other Urban Counties for such purposes; and WHEREAS, the corporate authorities of the Village of Deerfield have determined that it is in the best interests of the Village of Deerfield to opt out of inclusion in the Cook County Community Development Block Grant (CDBG) Urban County program, and to elect instead to be included entirely as part of the Lake County Urban County so that the entire population of the Village of Deerfield will be included in the cumulative total population of Lake County, Illinois for the HUD Urban County program for federal fiscal years 2015 through 2017; -1- NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: That the above and foregoing recitals are hereby incorporated and made a part of this Resolution as if fully set forth herein. SECTION 2: That the entire population of the Village of Deerfield shall be included within the Lake County Urban County funding formula, and excluded from all other such Urban County funding formulas for all HUD Urban County qualification and funding purposes for the federal fiscal years of 2015 through 2017. SECTION 3: That the Village Clerk is hereby authorized and directed to provide written notification of this decision, including a certified copy of this Resolution, to Lake County, Illinois, to Cook County, Illinois, and to HUD no later than June 20, 2014. SECTION 4: That this Resolution shall be in full force and effect from and after its passage and approval as provided by law. PASSED this 16th day of June , 2014.
