foundation, according to the
following specifications, directions and provisions, namely:
A sub or earth foundation shall be made by- grading and filling so as to bring the same to the grade
hereinafter specified, which, foundation shall be 4« eet_and -six• inches wide, the inside line or edge thereof
shall be distant n�'� eteen inches from the lot, 'lots or parcels of land upon which such sidewalk touches or
abuts and shall be parallel therewith, the inner and outer edges of said foundation to be parallel. Said
foundation shall be graded and filled as aforesaid so that the same shall have an uniform depth of 'ten
and one -half inches below the grade of the surface of the finished sidewalk.
This sub or earth foundation wherever necessary must be consolidated by wetting and ramming so as
to give proper stability.: -•Soft and spongy places not. affording a firm foundation must .be -dug out and filled
p;
with clean boiler cinders or sand and well compacted so that when said foundation shall be wet and rammed
with iron shod rammers eight inches square and weighing twenty pounds, so that the same shall have the
grade aforesaid.
Over and upon this entire sub - foundation there shall be spread and laid a bed of clean boiler cinders, or
sand, six inches in depth, which shall constitute the foundation for said walk.
Said foundation shall be thoroughly puddled with water and compacted and leveled by ramming with
rammers as aforesaid so that the first layer of concrete work to be laid on the same as hereinafter provided
shall have a clear thickness of four inches.
On the aforesaid foundation there shall be spread a layer of concretee feet wide so that the center
line -thereof shall be the same as the center line of said cinder or sand foundation and so constructed that
the inside line or edge of said concrete* wh wen
en completed shall be at a distance of tt 0two inches from
the lot, lots or parcels of land on which such sidewalk touches or abuts and shall be parallel therewith, the
inner and outer edges of said sidewalk to be parallel, which layer of concrete shall be four inches thick. Said
concrete shall have said thickness after being thoroughly rammed over its whole surface with iron -shod
rammers of the size and weight aforesaid.
Said concrete work shall be made by thoroughly incorporating in a dry state one part cement, equal in
quality and efficiency to the best Portland Cement, two-parts of clean torpedo sand and five parts of crushed
limestone or gravel, which limestone or gravel, shall measure not more than one inch in any dimension and
not less than one - quarter of an inch in any dimension, which shall be so added that when it is rammed in
place in manner as aforesaid a film of moisture shall appear on the top. j

Upon! and -over, said: concreteahall,be•laid a,top..surface, _or finishing layer,�� feet wide, which shall
when finished be one -half inch in thickness and shall be composed of`two parts`of'cemenf; equal`in quality
and efficiency to the best Portland cement and three parts of clean torpedo sand, which shall be mixed to the
proper consistency with water and spread smoothly before said first layer has set, and thoroughly troweled
Off to a smooth finished, surface, . All sand and stone used upon said work shall be clean, free from dirt, dust,
loam and any - foreign matter whatever and shall be kept - thoroughly dry until used.
Said sidewalk shall be laid in sections or blocks of five feet runway length, enclosed in wooden forms.
All wooden forms shall be removed when cement is set.
Any part of said sidewalk 'which shall intersect a driveway or carriage entrance to any lot, tract or
parcel of land touching upon. the line of said walk shall be. constructed as above, except the 'thickness of
the first layer of concrete for the width of such driveway sall be five inches, and the depth of said cinder
or sand 'foundation shall be six inches and the thickness of said finishing or top layer shall be one inch
+ throughout, which finishing layer shall be grooved for the full width of said driveway or entrance with lines
four inches apart and one - fourth inch deep, parallel with each other and with the edges of said sidewalk.
And provided further that on each side of said finished walk at said driveway or entrance a flange or pro -
jection of concrete walk shall be constructed, extend eighteen inches from said walk and extending the full
width of said driveway or entrance. The thickness of the first or bottom layer of concrete to be four and
one -half inches thick and of the top layer of concrete to be one inch thick and shall be constructed in such
manner that said flange shall slope uniformly from the edge of said sidewalk nearest to it, down to the sur-
faces of the driveway. Which concrete shall be laid on a foundation made as aforesaid, and six inches in
depth, and so constructed as to permit the concrete to be depressed down to said driveway as above pro-
vided. Said flange or projection shall also be grooved with lines as aforesaid six inches apart. For said
flange or projection and its cinder or sand foundation there shall be made an earth or sub - foundation in man-
ner as aforesaid, the size of said foundation to correspond with the dimensions of said flange or projection.
Said sub or earth foundation shall have a sufficient depth to accommodate the cinder or sand foundation six
inches in depth,":and concrete to be laid thereon as aforesaid for such flange or projection, and so that the
same can be depressed as aforesaid.
Said sidewalk shall be so constructed, that the grade above city datum, as fixed by ordinance of said
city, ,of the top of said finished walk next to the lot line, shall, when completed, be ...................

and from said inner line or edge of said walk the surface of said finished walk shall slope uniformly towards
the street with a fall of one -third of an inch for each foot in width of said walk.

proposed sidewalk, are hereby required to construct said sidewalk in front of their respective lots or parcels
of land, and thereby relieve the same from the special tax herein provided to vied thereon for the con-
struction of said sidewalk, within thirty days after the mailing of notice by thrtlerk of the passage of
this ordinance, addressed to the party or partieyv o aid a *as eral taxes on said lots, or parcels of

Section 3. That so much id improvement as shall not be made by the owners within the time
aforesaid, shall becmade by sat entering into a contract for the furnishing of said materials and the

Section 4. A bill of the cost of so much of said sidewalk as shall be built by saidye+ty, owing the cost

Sections 6. All of the proceedings hereunder, for the construction of said sidewalk and the collection of
said special tax, shall be in conformity with, and in.the manner prescribed by the provisions of an act of
the General Assembly of the State of Illinois, entitled, "An Act to provide additional means for the con -
struction of sidewalks in cities, towns and villages, approved April 15th, 1875, in force July 1st, 1875, as the
same is now amended and supplemented, and as now in force.
Section 7. All ordinances and parts of ordinances conflicting with this ordinance are hereby repealed.
Section 8. This ordinance shall be in force from and after its passage and approval.

I .am of. the... opinion, that,..this _is a family quarrel,
and it would pay the Board of Health to let them make their own
place sanitary, if no one but themselves are involved;;

enue commencing at a point thirty feet south of the north village line,
and thence south along the west side of the said Grand Avenue to the north
west corner of property owned and occupied by August Winter, thence east
on the south side of street to the northeast corner of said August Winterle
property, thence south on the west side of West Railroad Avenue to the
southeast corner of the lot owned and occupied by W. F. P1agge as his
residence.
SECTIOIl 6. That all sidewalks shall be constructed of Plank or Ce-
xent, and laid according to the following specifications, directions and

provisions, namely Said sidewalks shall be four feet wide. The inside
line or edge of said sidewalk when completed shall be at a distance of
eighteen, inches from the lot or lots which touch or abut upon the line of
such sidewalks.
SECTION 7. Plank sidewalk shall be constructed of good pine lumbar•
of sound quality of two inch planks dressed on one side, each plank to be
not less than six nor more than eight inches in width, and each plank
shall be four feet long which shall be laid orosswi ise with the -dressed
side up and out to a true line, so that the inner and outer edges of
said walk shall be parallel with the lot line upon which said sidewalk
touches or abuts, said planks to be laid on two bearings of hemlook joist*
of sound quality, not so that there will be a projection on each end of
plank of four inches over bearings. Said joist shall be'three or four
inches in dimensions and net upon the narrowest side. Each plank shall
be nailed to the bearing with four thirty - penny nails, two to each*bear-
ing.
SECTION 8. Cement sidewalks shall be constructed and laid of con-

orete, with cinder foundation, according to the following specifications,
directions and-provisions, namely: ` A sub . of earth foundation shall be
made by grading and filling,• so as to bring the same to the grade, here-
inafter specified, which foundation shall be four feet wide, the inside
line or edge thereof shall be distant eighteen inches from the lot of
dots upon which such sidewalk touches or abuts, and shall be parallel
therewith, over and upon all sub- foundations'or trenches made for cement
walks. There shall be spread and laid abed of cinders which shall con-

stitute a oinder foundation for said walk. Said cinder foundation
shall not be less than sir inches in thickness. Said cinder foundation
shall be thoroughly puddled with water and leveled by pounding down.
Over this cinder foundation there shall then be spread a layer of con-

a top surface or finishing layer which shall not be leas than five -
eights inch in thickness and shall be Ocpposed of two parts-beat im-
ported English or German Portland Cement, or a cement equal in kind,
and three parts Torpedo card which shall be mixed to the proper oon-
sistency with crater and spread smoothly before said l
_._ ayer has set,. and
thoroughly trowled off to a smooth finished surface. All sand stone
or Gravel used upon said work shall be clean, free from dirt, dust, loam
and any foreign matter whatever. Said sidewalk shall be laid in seo-
tions or blooks of four feet runway length enclosed in wooden forms.
Said cement sidewalk shall be no constructed that the outer edge of the
finished top shall be.not leas than one -half inch lower than inner line.
SECTIO17 9. That the grade line of all sidewalka constructed
and laid as provided for in this ordinance or any sidewalks construct -
ed and-laid upon any other streets not herein provided for shall be es-
tablished by the Village Engineer or a Committee appointed by the
President.
SE`. CTION 110, That the owner of any lot, lots or parcels of ;land
touching upon the line of said proposed sidewalk shall be allowed
thirty days after this ordinance shall have been published in which to
construct said sidewalk alongside of his lot, lots or piece of ground,
and thereby relieve the sane from the special tax herein provided to be
levied thereon for the construction of said sidewalk. Said materials
and Constructions of all sidewalk upon the streets in the Village of
N
Deerfield whether provided for in this ordinance or not shall be under
the supervision of, and subject.to the..proper committee or some other
person appointed by the President and Village Board of the Village of
Deerfield, Ill.
SECTION 11. That so much of said improvement as shall not be made
by said owners within the time aforesaid, shall be made by said Village
and the cost thereof be wholly paid for by special taxation of the lot,
lots or parcels of land contiguous to and touohing upon the line, that
so much of the proposed sidewalk as shall be built by said Village by
levying the whole cost therof upon such lot, lots or parcels of land
in proportion to their respective frontages on said proposed sidewalk
built as aforesaid.
SECTION 12. That a bill of the cost of so much of said sidewalk
as shall be built by said village shoring in separate items the cost
of grading, materials, laying down and supervision shall be filed in
the office of the Village Clerk of the Village of Deerfield and oerti-
fied to by the Village Marshall or some other person designated by the
Village Board of said Village, together with a list_ of the lots-or par -
oels of land touching upon the line of said sidewalk, the names of the
owners thereof and the frontage thereof as well. Whereupon the said
Village Clerk shall prepare a special tax list against suoh -lot, lots
or parcels of land and the owners thereof, and ascertaining by computa-
tion the amount'of special tax to be charged against each of said lots
or parcels and the owners thereof on account of the oonstruotion of
said sidewalk in proportion to the frontage of each of said lots on
said sidewalk which special tax list the Clerk of the Village shall
place on file in his office, and the said Village Clerk shall thereupon
issue warrants directed to tho person designated by the Village Soard
as Collector for the collection of the amounts of special tax so asoer-
twined and appearing from said special tax list to be due from the re-

speotive owners of lots or parcels of land touching upon said sidewalk
and the said Village Collector shall proceed to collect said warrants
.by making a demand therefor upon the owners of the lots and parcels of
,land touching upon the line of said sidewalk, if they shall be found
in ,the Village of Deerfield, and shall make returns thereof with the,

moneys collected thereon to the Village Clerk of the Village of Deor—
field within sixty days from the date of the issue of the warrants in
the manner provided for in Section Three of the Act of the General
Assembly.of the State of Illinois, entitled, "An Act to provide addition—
al means for the construction of sidewalks in Cities, Towns and Villages:
enforced. July 1, 1875.

SECTION 13. That in case of the failure to collect said special
tax in the manner aforosaids the Village Clerk shall within one year
thereafter make a report of all such spooial -taxes in writing to the
County Treasurer and Ex Offioio County Collector of Lake County, of all
the lots or parcels of land upon which such special tax shall be so. un—
paid with the names of the respective owners thereof so far as the same

are known to him and the amount due and unpaid upon each tract, together
with a Copy of this Ordinance in the manner prescribed by Section Four
of the Act of the General Assembly of the State of Illinois, entitled
An Act to provide additional means for the construction of sidewalks

In regard to the sidewalk ordinance you submitted
to me for examination/ I am of the opinion that the ordinance
would not be sufficient to enable the Village to construct side-
walks and enforce payrre nt thereforX.
I enclose herewith a printed form such as is used in
