Soft =d-­ spongy p1mon not affording a firm foundation must be dug out and f ills d with clean boiler cinders, or, sand and well compacted so that.whon I said f9undation shall be vat and,ra=ad pith iron shod ra=ars, eightlinebou square and weighing .#a nty pounds,, so, that the same shall have the grade', _aforesaid* Over and upon .this entire subs- foundation there shall be spread and laid a bed of clean boiler cinders, or.sand, six inches in depth, which . ;� shall constitute the foundation for said walk* fi id foundation _ shall be' thoroughly puddled with water and compacted and leveled by ramming with rammers as aforesaid, so that the first layer of concrete work to be laid on the same as hereinafter pro - vided, shall have a clear thickness of four inches. On the aforesaid foundation there shall be spread a layer of concrete tour feet Aide, so that the center line thereof shall bo the s ame as the center line of said cinder or sand foundation, and so constructed that the inoi a no or. edge of said "conrete when completed shall be at a - dietanco of inches from the lot, lots or parcels of laud on which such sidewalk . touchs or abuts, and shall be parallel- therewith' the inner and outer odges of said sidewalk-to be-parallel, which layer of concrete shall be four inches thick. Said concrete shall havo; said .thickness after being thoroughly rammed over its whole surface with iron - shod ramaers of the size and weight aforesaid. Said concrete work shall be made thoroughly incorporating � in a dry state one part cement, equal in quality.- and.eftiaiency to the best Portland Conant, two parts of clean torpedo sand and five parts of crushed limestone or gracel, which limestone or gravel, shall ,.measure not more than one inch in any dimension and not less than one- quarter of an inch in any dimension., which shall be so added that wten it is rammed in placed in manner as aforesaid a film of moisture shall appear on the top. Upon and over said concrete shall be laid atop surface, or finishing layer, four feet wide, which shall be whoa finished be one- half inch in thickness' and shall be composed of two parts of cement, equal in quality and efficiency to the best,Portland cement, and -three parts of clean torpedo sand, which shall be mixed: to the proper con- } sistency with Rater and sproad smoothly before said first layer has set, and thoroughly trowelled off to a smooth finished surtacea All sand and stone used upon said Rork shall be cleans free from dirt] dust loam and any foreign matter whatever, and shall be kept thoroughly dry until used. Said sidewalk shall.be laid.in sections or blocks of five feet runway length, enclosed in wooden forms. All wooden forms shall " be removed when cement is set. which Any part of said sidewa4jshall intersect "a driveway or carrUtge � entrance to any lot, tract or parcel of land touching upon the line of said walk shall be constructed as above except the thickness of the first layer of concrete for the width of such driveway shall.be- five s inches, and the depth of said cinder or sand foundation shall be six inches and the thickness -of said _finishing or top layer.shall'be one j inch throughout, which finishing layer shall be grooved, for the full width. of said driveway or entrance with lines four inches apart, and ora» fourth inch deeps parallel with each other and with the edges of said ( sidewalk. And provided Itrther that on each side of said finished walk at said driveway or entrance a flange or projection oL. concrete walk ft 11 be constructed, extend eighteen inches from.said walk and extending the fullwidth ofsaid driveway or entrance. The thickness of the first or bottom layer or concrete to be four and one4alf inches thick and of the top, layer of concrete, to be one inch thick, and shall be constructed in such manner that said flangs shall slope uniformly from the edge of said sidewalk nearest to it, down to the surfaces of the drivowgy. Which concrete shall be laid down on a foundation made as aforesaid, sad ! six inches in depth, and so constructed as to permit 'the concrete to be depressed down to said driveway as above provided. Said flaap or projection and its cinder or sand foundation'there'shall.be made -an- earth or sub foundation in manner, as aforesaid, the size of said foundation to correspond with the dimensions of said flange or projection. E Said sub or earth foundation shall have a sufficient depth to accom " date the cinder or ' sand . foundation six inches in depth;,and concrete to be laid thereon as aforesaid for such flange or projection, and so that the same can be depressed as aforesaid* Said sidewalk shall be so constructed that the grade of the top of said finished sidewalk -text to the lot, line,; shall, when i completed, be substantially the same: grade as >the grado of the center ' line of the graded - roadweT opposite, and from.,said inner line or edge t of said walk the surface of said finished: walk shall. slope uniformly �! to-garde the street with a f all of _ oneythird cf an inch for each foot° in width of said walk.. ME r The materials and construction of said sidewalk shall be under the supervision and `subject to the approval of the Chairmen .of the Street and Alley Committee of the Village of Deerfield. That the owner or owners of any lots, or parcels of land, A hi li f aid r d id lk h b i d t ' ouc ng the ne o s p opoae s ewe , are are y regq re o construct said sidewalk in front of their respective lots or parcels of land, and thereby relieve the same from the special tax herein pro- vided to be levied' thereon for the construction of said sidewalk, withk thirty days after the mailing of, notice by the .Village Clerk of the .passage of this ordinance, addressed to the party or parties who paid the last general taxes on said lots, or parcels of lands which notice shall be in the name of the Village of Deerfield, by said Clerk and under the corporate seal of the Village. That so much of said improvement as shall not be made by the owners within the time aforesaid, shall be made by said Village, by an- ' taring into a contract for the furnishings of said materials and the construction of said sidewalk and the whole cost thereof be paid for by special taxation of the lot, lots or parcels of land contingous to and touching upon the line of so much of the proposed sidewalk as shall be built by said Village by levying the whole cost thereof upon said lot, lots or parcels of land, in proportion to their respective frontages t uponsaid proposed sic".alk. A bill of the cost of so much of said sidewalk as shall` be r built by said.Village, showing the cost of the construction and super" vision thereof, shall be made by the said Chairman of the Street and Alley Committee • of the Village of Deerfield, together with a. list . -of the lots or parcels of land touching upon the line of said sidewalk, the }_ respective frontage thereof, and the names of the parties who-paid the last general taxes on the respective lots, or parcels of land; and there- upon if the owner of any lot, block, tract, or parcel . of- land has has failed, neglected or refused to-construct said sidewalk in accordaw e with the provisions of this Ordinance said Chairman of the-Street and Alley Committee, shall proceed to prepare a special.tax list against said lots, blocks, tracts or parcels of land in front of or touching upon which said sidewalk has not been constructed by said owners, ascertaining my computation the amount of the special-taxes to be charged against each of said lots, blocks, tracts.or parcels of land, on account of the con - struction of said sidewalk, according to the rule fixed forthe levy of s aid special tax _by this ordinance, which special tax list shall be filed in' the Office of the Village Clerk, of the Village ofDeerfield, and said Village Clerk shall thereupon issue warrants directed to the Village Collectord i said Village of Deerfield, for the collection of the amount of the special tax so ascertained and appearing from said special tax Ust, to be due from the respective lots, blocks4 tracts or parcels of,-I=d,, touching upon the line of said sidewalk, and said Collector shall proceed to collect said ' warrant by giving notice in writing by mailing the same to -the address o f the party who paid the last general taxes o$ the respective - lots, blocks, tracts and parcels of land in said list, that said tax list is-in the hands of said officer for collection' and all moneys so collected by said r k officer shalh by him be immediately paid over to the Treasurer of said ` Village of Deerfield. In case of the failure to collect said special tax in the r' Mann er- aforosai d, said Village Collector -of said - Village shall, on or before the first day-of. April next, ensuing-after the completion of said 't sidewalk as heroin provided, make report of said special tax, in writing i to such general officer, of the County of Irma, -as may be authorized by law to apply for judgment against,• and sell lands for taxes due, County or State, of all the lots or parcels of land upon which said ` special tax shall be so unpaid, 'with the names of. the respective I owners- thereof, so far as the-same are known to said officer and the amount due and unpaid upon said tract, together with 'a copy of the ordinance ordering the construction of said sidewalk, which report shall be accompanied -by the oath of said officer, that the list is a correct return of the lots and parcels of land on which the special tax levied by authority of the Village of Deerfield . for ,the cost of the said sidewalk-,in said ordinance specified.* reY ,' a mains due and unpaid, and that the mounts therein stated as due r and unpaid have not been collected *or any part -hereof. -Raft"_ All of.ths proceedings hereunder, for the con.. struction of said sidewalk I and the collection of said special tax shall u be in conformity with, and in the manner prescribed by the provisions - of.an act of the General Assembly Of-the Atate.of ..Illinois, entitled, "An act ro provide_ additional meame for--the, construction of sidewalks in cities,, towns and villageep approved'Agril' 15th, 187% in force July let, 1875, as the same is now amended and su pPU;ented and as now in forts. FAll ordinances and parts of ordinance's coif licting with this ordinance are heroby repealed. This.ordinance shall be in force from and after its passage and approval.
