A regular meeting of the President and the Board of Trustees
of the Village -of- Deerfield was-called to order by President
Geary at 8:10 P.M. .......................
Roll Call.: Present: Labahn,- Segert -, Timm and Uchtman
. Absent : - Barrett and Selig
• I-n the matter of Deerfield Zoecial Assessment #83 for paving
and otherwise improving portions of Warrington Road and other
Streets in the village of Deerfield, Lake County, Illinois, the
undersigned, THE HM CORMELL CO., submits the following;
1. The undersigned are owners of or interested in the major
portion of the property assessed to pay for said improvement;
that the aggregate a.srcpsment roll confirmed is Two Hundred Sixty -
seven Thousand Nine Hundred Dollars (8267,900), payable in ten
(10) installments, the first of which is Twenty -seven Thousand
Six Hundred Dollars (F271600.OU), and the second to the tenth
installments inclusive for Twenty-six-Thousand Seven Hundred
Dollars 026,700) each; that the aggregate amount necessary to
pay the engineering and inspection is Twelve Thousand Thirty * -;'nnr
Dollars and Seventy -rive Cents ( -P12,034.75); the cost of making
levying and collecting the assessment and other lawful-expenses
attending the same is Fifteen Thousand One Hundred and Fifty
Dollars 0155 50.00), the total or which 1$ Twenty, -seven Thousand
One Hundred Eighty -four Dollars and Seventy -five cents (F27,184.75),
being the amount set forth in the engineers' estimate filed in the
matter or said proceeding, and that Milburn Bros. Contractors, bid
for said work is Two Hundred Two Thousand One Hundred Seven Dollars
and ninety - cents ($202,107.90)._

2. That it is of value to the undersigned to have ;said improve -.
ment constructed complete in place as soon as possible -and also
that a portion of said assessments be rebated to the owners and it
Is, therefore, suggested by the undersigned that the second- install-
ment of said assessment be rebated in full.
3.' The undersigned is agreeable to.the suggestion -that_the
aggregate amount of assessments available to pay the contractor
be equivalent tb at least 110jo of the amount due the contractor
represented by.bonds or vouchers.
4. It is agreed that the engineers, Consoer, Older P• Quinlan
shall be paid not to exceed Ten Thousand One Hundred Five Dollars
and Forty Cents ($lu,lu5.40)j payable in the usual manner; that
Paul L. Hunter, the person appointed to spread said assessment
shall be paid not to exceed Five Thousand and Fifty -rive Dollars
($b,05b.00) payable in the usual manner; that Martin C. Decker,
attorney for the Village of Deerfield, shall be paid not exceed
Five Thousand Fifty -five Dollars ( .75,055.00), payable in the
usual manner, and that the gerneral expenses in connection with.
said assessment and the collection thereof shall not exceed the
amount allowed by law, and shall be paid in the usual manner.
5. It is agreed that the first installment of said assessment
shall be allowed to become delinquent and.the Village of Deerfield
will withdraw from sale such lots as are designated by.the under -
signed, provided that the undersigned deposits with the proper
officer of the Village of Deerfield on or before April 1,1930, the
sum of Fifteen Thousand Five Hundred Dollars ($lb,5UU.UU),,or such
other amount as maybe necessary to nay expenses and interest due
in 1930, to be, applied.from such lots assessed as the undersigned
may designate.
6. In consideration of the Village of Deer - filed withdrawing
said first installment from sale and rebating the entire::,.second
installment, or said assessment or so much thereof as may be proper
under this agreement so that the aggregate assessments available
to pay the contractor will be equivalent to at least 1101fo of the
amount due the contractor, the undersigned agrees
(a) To take up and pay for or to cause assessments
to be paid in an amount sufficient to take up
and pay all court cost, advertising, inspection
fees and other incidental expenses incurred in
connection with said assessment, sothat none

of said expensed will in any way be a charge upon the third
and succeeding installments; this the undersigned will do either
by purchasing such vouchers, arranging for the payment thereof
or pay sufficient assessments to satisfy the came.'
(b) On or before January 2,1931 to take up and pay for or cause
assessments to be paid in an amount sufficient to take-up and
pay said charges of the engineers, said charges of Paul L.Hunter
and said charges of Martin C. Decker, attorney, so..'that none of
said expenses will in any way be charge upon the third and '
succeeding installments; this the undersigned will do either by
Purchasing such vouchers, arranging for the payment thereof or
pay.sufficient assessments to satisfy the same.
(c) To purchase at par all coupons due in 1930 attached to bonds
issued on account:of said improvement, at any time on or after
the due date thereof, upon presentation at the office of the
..undersigned at 176 West Adams Street, Chicago, ,Illinois.
(d) To purchase at par any bonds and /or coupons due in the year
1931, at anytime on or after the due date, upon presentation
at the office of the undersigned in the City of Chicago, Illinois.
It is understood that said bonds and /or coupons shall first be
Presented to the office. of the Treasurer of said, Vill age ror
payment, prior to presentation at the office of the undersigned
unless said. Treasurer shall. advise that he has not sufficient
funds. With which to pay, paid bonds and /or coupons..
7. 1t. is understood.• that. the, rebate above referred to of the
second installment of said assessment is computed upon the basis that
the, aggregate.amount due the contractor. shall not. exceed One Hundred
Ninety Thousana. po. 1. 1. ars ..(,�.19.0.,0,00).;.. that. .in the event such contract
cost is, more. than said sum of. One Hundred' Ninety Thousand Dollars
($19U,000),then. the, amount of rebate shall be proportionately reduced
so that the aggregate. amount available to pay bonds and /or vouchers
issued to the contrt:.ctor shall be equivalent to at least llUyo of such
obligations and that in the event the contract price is less than
said sum of.One Hundred Ninety Thousand Dollars ('lVU,000) additional
rebates may be made proportionately so as to maintain said percentage
or assessments against contract costs.
8. It-is suggested that said bonds be issued to mature approxi
mately Twenty- four Thousand Dollars (524,000) against the fourth to
the tenth installments inclusive, and the balance against the third
installment.
9. The undersigned further agrees to Prevent any of said property,
assessed for aesessea Tor slid improvement-rrom'becoming forfeited for
non - payment of-taxes, either general or special, to and Including the
year iV31, and to use their best eirorts to cause report of.cost and
completion to be riled' and approved atthe earliest possible date.

the Village Attorney, Martin C.Decker, that the Village President be
authorized to sign this I?aper making this an:: agreement
Upon roll call the following-vote was taken :. Yeas - Labahn, Segert,

The question of ha.vin& direct contact of Village Board and
Vembers of Band was discussed, and President Geary appointed Mr. A.C.0
Timm to act as Chairman of committee composed 0f. himself and two (2)'
members of band, Mr-Engstrom and.Mr. Bates.
The President then called for motion to confirm this appointment.
The motion was made by Segert_and seconded by Timm that this
appointment be confirmed.
Upon roll call the following vote was taken: Yeas-Labahn, Segert,
Timm and Uchtman. Nays -None. Carried.
Hon. Martin C.Decker read any. Appropriation Ordinance as follows:
AN ORDINANCE
Appropriating such sum or sums of money as may be necessary to defray
the necessary and current expen.as of the Village of Deerfield, Lake
County, Illinois, for the fiscal year beginning the first day of May
A.D. 1929, and.ending'on the thirtieth day of April, A.D.11930.
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF DEERFIELD LAKE COUNTY, ILLINOIS:
SECTION 1. That the following sums, or so much thereof as may
be authorized by law, be and the same are hereby appropriated for
the objects and purposes herein specified to defray the necessary
and current expenses of the village of Deerfield, Lake County, Illinois,
for the fiscal year beginning the 1st day of May, A.D. 1929, and
ending on the 30th day of April, A.D. 1 0-30.

It was moved by Labahn and seconded by Timm that all contrary
rules be suspended and the ordinance placed on.its passage.
Upon roll call,the following vote was taken: Yeas - Labahn, Segert,
Timm and Uchtman. Nays -None. Carried.
A motion was then made by Labahn and seconded by Segert that
the Ordinance be passed as read.
Upon roll call the following vote was taken: Yeas- Labah, Segert,
"Timm and Uchtman., Nays -None. Carried.
Mr. G.E. Engstrom made financial statement as to deficiency of
17arrants 39 and 51 in amount of $464.63 on Narrant ##39 and $152.19
on 71arrant - #51, and asked that moneys be appropriated from the interest
'fund on Special Assessments.
A motion was made by Timm and seconded by Labahn that this be
allowed

Upon roll call the following vote was taken: Yeas - Labahn, Segert,
Timm and Uchtman. Nays -None. Carried.
The question of allowing Ravinia Nurseries a Water Tap was discussed.
A motion was made by Labahn and seconded by Uchtman that the village
allow them to connect to the West Water Main, and all eppenses in
connection with same be born by Ravinia Nurseries.
Upon roll call the following vote was taken: Yeas - Labahn, Segert,
Timm - and - Uchtman. Nays- None. Carried.
A Mr. Walton asked for a permit to open up a Golf Driving School at
rear of property.
A motion was made by Timm and seconded by Labahn that the request
be denied-as that was strickly residential property and was not to be
used for any lousiness whatsoever.
Upon roll call the following vote was taken: Yeas - Labahn, Segert,
Timm and Uchtman. Nays -None: Carried.
