RESOLUTION NO. R -13 -8
A RESOLUTION AUTHORIZING THE PURCHASE OF
EQUIPMENT FOR POLICE VEHICLES
WHEREAS, the Chief of Police of the Village of Deerfield has solicited competitive
quotes to supply certain equipment for new police patrol vehicles; and
WHEREAS, the Chief of Police has recommended that the purchase order for said police
equipment be awarded to Havey Communications, Lake Bluff, IL, who submitted the lowest and
best quotation for the supply of such equipment;
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS, in the exercise of its home rule powers, as follows:
SECTION 1: That the corporate authorities of the Village of Deerfield do hereby
authorize and approve the award of a purchase order to Havey Communications for the
acquisition of police patrol car equipment as more fully described on Exhibit A attached hereto.
SECTION 2: That any and all formal bidding requirements contained in either the
ordinances of the Village of Deerfield or the laws of the State of Illinois are hereby expressly
waived.
SECTION 3: That this Resolution, and each of its terms, shall be the effective
legislative act of a home rule municipality without regard to whether such Resolution should: (a)
contain terms contrary to the provisions of current or subsequent non - preemptive state law; or,
(b) legislate in a manner or regarding a matter not delegated to municipalities by state law. It is

the intent of the corporate authorities of the Village of Deerfield that to the extent that the terms
of this Resolution should be inconsistent with any non - preemptive state law, this Resolution shall
supersede state law in that regard within its jurisdiction.
SECTION 4: That this Resolution shall be in full force and effect upon its passage and
approval as provided by law.

SUBJECT: Resolution for the Purchase of Equipment for Police Vehicles
On July 15, 2013 at the regularly scheduled meeting of the Mayor and Board of Trustees the
Police Department will be requesting the Board to Adopt a Resolution for the Purchase of
Equipment for six (6) new marked police vehicles.
BACKGROUND
On April 15, 2013 the Mayor and Board Trustees authorized the purchase of six marked squad
police vehicles to replace part of the current fleet.
Before the vehicles can be placed in service, they will need to be outfitted with the proper
equipment, including; communications consoles, prisoner barriers /shields, push bumpers,
emergency sirens, light bars, etc. (per vehicle details attached). Whenever possible, hardware and
equipment will be removed from existing vehicles and reused in the new vehicles. The vehicle
equipment has been budgeted in part in the Vehicle Equipment Replacement Fund (VERF)
account with the remainder to be funded with seized asset forfeiture funds.
The Department sought quotes from three (3) local vendors for prices on equipment and the cost
of labor to install. Havey Communications in Lake Bluff, Illinois has supplied the Department
with a quote in the amount of $6,516.20 per vehicle for the purchase of the necessary equipment
and $1,850 per vehicle for installation ($8,366.20 total per vehicle). Installation costs include the
labor to remove equipment from the existing squads and to install all equipment in the new squad
vehicles. MPC Communications in Northbrook, Illinois supplied the Department with a quote in
the amount of $7169.05 per vehicle for the equipment and $2,300 for installation ($9,469.05 per
vehicle). A third vendor (Auto Truck in Bartlett, Illinois) failed to respond to numerous requests.
RECOMMENDATION
The Police Department recommends the Board Adopt a Resolution for the Purchase and
installation of Equipment for Police Vehicles through Havey Communications, Lake Bluff, IL,
to equip six police vehicles as required at a cost not to exceed $8,366.20 per vehicle or
$50,197.20 in total.
