A special meeting of the President and Board of Trustees
of the Village of Deerfield was called to order by the President
Victpr E.- Carlson at 8 P. M. for the purpose of adopting an
ordinance relating to National Defense and such other matters as
may gome before the Board. -

Section 3.- BE IT ORDAINED
BY THE .PRESIDENT AND
BOARD OF TRUSTEES OF
DEERFIELD, ILLINOIS, That the
President is hereby authorized and
directed to proclaim and publish, in
aid of any of the National Defense
activities, rules , , regulations
which; will have. he force. and ef-
fect of Flaw; for the conduct and
cooperation of citizens and : resi- i
dents of the Village of Deerfield,
Illinois, in connection .- therewith.
Such activities may include air raid
protection and blackout plans; trial
blackouts, emergency periods in-
volving plans for the protection of
the public peace, health and safety
in times of National emergency;
and in connection with the powers
vested in him by the provisions of
the Village Charter, the Statutes
of the State of Illinois, the Laws
of the United States Government,
and-of this ordinance, the Presi-
dent is hereby authorized to call on I
all ' inhabitants of the Village of J
Deerfield, to aid in enforcing such `1

with such rules and regulations as
may from time to time_ be pro-
claimed by the President, or to wil-

order of the President or, his duly
authorized representative in'._con-
nection therewith, or any call that I
may be made upon any citizens by
the President or his duly author -
ized representative for-aid in en-
forcing the same.
Section 5. BE, IT FURTHER
ORDAINED, That this ordinance
is adopted and shall. constitute an'
exercise by the Village of its gov-
ernmental functions for the imme-
diate preservation of the public
peace, health and safety, and nei
ther the Village nor any individual
responding to the regulations law-
fully proclaimed and published by
the President, or called upon to as.!
sist in enforcing the same shall be
liable in a suit for damages in con
nection therewith.; There shall be
no liability on the part of said Vil
lage or any.person whatsoever for
attemppting in good -faith to carry '
out the., provisions of this Ordi-
nance, no matter what may occur
as a result thereof.
Section 6. BE' IT FURTHER
ORDAINED, that any 'person, firm,
