11/11/1941134 + Complaints about road conditions from property owners on Somerset Avenue in Deerfield Acres were presented by William Barrett and this matter was referred to Trustee Cazel, Chairman of the Road and Bridge Committee. The matter of the north apron on Mr. Frio-k's driveway and regarding which a letter was received from Mr. Joseph W. King was discussed and it was moved by Trustee Benz and seconded by Trustee Stanger that this driveway remain as originally con structed. Roll call resulted as follows. Yeas - All. Nays- None. An ordinance concerning smoke in the Village of Deerfield was read and it was moved by Trustee Mercurio and seconded by Trustee Scott that this ordinance be passed as read. BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE-VILLAGE OF DEERFIELD,• LAKE COUNTY, ILLINOIS, THAT SECTION 1: It shall be unlawful to cause or permit the emission _ of dense smoke from any fire, chimney, engine, oil burner, or any $s • other agency in the Village of Deerfield, Illinois, so as to cause-annoyance or- discomfort to the residents thereof. SECTION 2: For the purpose of testing and grading the density I_ of smoke the Ringelmann Smoke Chart as published and used by the United States Geological Survey shall be, and.is hereby adopted as a standard for such grading, and smoke shall be and is hereby declared to-be dense when it is of a degree of-number three of the said Chart, or greater, for more than six.minutes in any one hour, whether such period of time is consecutive or not. SECTI.ON 3: Any person, firm or corporation violating.any of the provisions of this Ordinance shall be fined not less than One Dollar nor more than One Hundred Dollars for each offense; and 'a -separate offense shall be deemed committed on each and evsry day during or on which a violation occurs or is permitted to continue. On motion.by Trustee Scott which was duly seconded by... Trustee Mercurio and carried, the report of Police Magistrate Dan Hunt for the month of October as read,was accepted. It was moved by Trustee Mercurio and seconded by Trustee Benz that the appointment of William D. Johnston as a Special Police be confirmed. Upon roll call the following vote was taken. Yeas - Trustee Benz, Cazel, Mercurio, Scott and Stanger. Nays- None. Motion carried. A motion was made by Trustee Benz and seconded by Trustee Stanger that the report of Trustee Scott with reference to changing rate of pay for the Special Police from 50¢ per hour to 75¢ per hour be tabled. Trustee Mercurio, Chairman of the Fire Committee reported that there was a petition in circulation for the creation of a fire district to be known as the Deerfield and Bannockburn Fire Protection District of West Deerfield Township. t, : It was moved by Trustee Benz and seconded b W;on,for rustee Stanger that Henry Scheskie be given a rebate of sewer and water permits paid twice on Lots 43 and 44 in'Edwin P. President Carlson �`ointed Trustee Cazel, Stanger and Benz to act as a committ with the Chamber of Commerce for the purpose of making plans for a carnival. Trustee Mercurio made a motion which was seconded by Trustee Scott that the appointment of Trustee!Cazel, Stanger and Benz to act as a committee for the purpose of meeting with the Chamber of Commerce to negotiate for a carnival, be approved. Upon roll call the following vote was taken. Yeas- All. Nays- None. Motion carried. A report submitted by Village Treasurer Turner showed a` net revenue from the Deerfield Fall Festival of $1714.76. It was moved by Trustee Cazel and seconded by Trustee Benz that a letter of thanks be sent to all organizations which had a part in the " "Deerfield Fall Festival.
