RESOLUTION NO. R -12 -15
A RESOLUTION APPROVING THE VILLAGE
OF DEERFIELD PURCHASING MANUAL
WHEREAS, the Village Manager is authorized pursuant to Section 9 -24(b) of the
Municipal Code of the Village of Deerfield to promulgate rules and procedures providing for the
issuance of purchase orders and the awarding of contracts which, by the terms of the Municipal
Code, are under his jurisdiction; and
WHEREAS, the Village Manager has recommended that the corporate authorities of the
Village of Deerfield approve the Village of Deerfield Purchasing Manual, a copy of which is
attached hereto, as the general rules and procedures for the purchasing of goods, materials and
services for and on behalf of the Village, for the handling of petty cash funds, and for the
disposition of certain surplus property; and
WHEREAS, the President and Board of Trustees of the Village of Deerfield have
determined that it is in the best interest of the Village of Deerfield, and will promote the efficient
and economic service of Village government, that the Purchasing Manual of the Village of
Deerfield, a copy of which is attached hereto, be authorized and approved as the general rules
and procedures for the purchasing of goods, materials and services for and on behalf of the
Village, for the handling of petty cash funds, and for the disposition of certain surplus property;
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS, in the exercise of its home rule powers, as follows:

SECTION 1: That the Purchasing Manual of the Village of Deerfield, a copy of which
is attached hereto and incorporated herein by this reference, is hereby authorized and approved
as the manual of policies, common practice and procedures for the purchase of goods, materials
and services by the Village Manager pursuant to Section 9 -24 of the Municipal Code of the
Village of Deerfield including the handling of petty cash funds, and the disposition of certain
items of surplus property.
SECTION 2: That this Resolution, and each of its terms, shall be the effective
legislative act of a home rule municipality without regard to whether such Resolution should: (a)
contain terms contrary to the provisions of current or subsequent non - preemptive state law; or,
(b) legislate in a manner or regarding a matter not delegated to municipalities by state law. It is
the intent of the corporate authorities of the Village of Deerfield that to the extent that the terms
of this Resolution should be inconsistent with any non - preemptive state law, this Resolution shall
supersede state law in that regard within its jurisdiction.
SECTION 3: That this Resolution shall be in full force and effect upon its passage and
approval as provided by law.
