05/10/19541.7 7 May 10, 1954 ' The regular meeting of the Board of Trustees of the Village of Deerfield was called to order in the Council,Chambers of.the Village Hall on Monday, May 10, 1954 at 7:30 P.M." Meyer Absent: Harold W. Wynkoop and that a quorum was present and in attendance at the meeting. Adopted by the following vote: Ayes: Dicus, Engelhard, Kelley, King, Meyer (5) Nays: None (0) The Police Report submitted by Justice of the Peace Approve Reports George, showing $93.00 in fines, was approved. .The Health Report submitted by Health Officer Esther Giss was approved and ordered placed on file. In accordance'with the request of Viking Home Builders, Comminications Trustee Meyer moved, seconded by Trustee Kelley, that the occupancy of the office at 635 Waukegan Road be extended to, but no later that July 31, 1954. Carried unanimously. Trustee Dicus moved, seconded by Trustee Engelhard, that the request.of ': ~ Deerfield Park District be granted, and that Warren Bahnsen, Park Foreman , be appointed a Special Police Officer. Carried unanimously. Village Attorney Matthews advised that the Board of Trustees has no authority to grant requests such as that of the Grove School, Northbrook, to sell chances on a car in Deerfield. Trustee Engelhard moved, seconded by Trustee Meyer, that the American Legion Auxiliary be allowed to hold "Poppy Day" on May 21, 1954. Carried unanimously. • Trustee King moved, seconded by Trustee Dicus, that a Special Assessment Resolution be adopted authorizing the foreclosure of Foreclosure Authorized Special Assessment liens on Lot 24 (except the East 5.4 feet thereof) Owners Subdivision, a bid of 50% being guaranteed. Adopted by the following vote: Ayes: Dicus, Engelhard, Kelley, King, Meyer (5) Nays: None (0) • Trustee Dicus moved, seconded by Trustee Engelhard, Ordinance - Setting that an Ordinance be enacted setting the time for Meeting 7s30 P.M. regular, special and adjourned meetings at 7 :30 P.M. Carried unanimously. • Trustee King itoved, seconded 'by, Trustee Meyer' that Authorize Condemnation the Village Attorney be authorized to start condemnation Proceedings proceedings on the Franken and Supple properties to acquire all property and easements necessary for the sewer project providing negotiations fail. Adopted by the following vote: Ayes: Dicus, Engelhard, Kelley, King, Meyer (5) Nays: None (0) • Trustee Meyer moved, 'seconded by Trustee Engelhard, Set Date for Bids that June 14, 1954 at 8 :00 P.M. be established and Sewer Protect advertised for receiving bids on the sewer project. Adopted by the following vote: Ayes: Dicus, Engelhard, Kelley, King, Meyer (5) Nays: None (0) Trustee King moved, seconded by Trustee Engelhard, that Approve-Plans - the Board approve plans and specifications, bond and Sewer Project contract forms, and instructions to bidders as drawn up by the engineers, Baxter & Woodman. Adopted by the following vote: Ayes: Dicus, Engelhard, Kelley, King, Meyer (5) Nays: None (0) Trustee Engelhard moved, seconded by Trustee Meyer, that Adopt Motor Fuel Tax the resolution adopting the Motor Fuel Tax;annual main - Maintenance Program tenance program be passed, and the money be appropriated for said program. Adopted by the following vote: Ayes: Dicus, Engalhard, Kelley, King, Meyer Nays: None (0) The Village Manager opened and read bids on the water main extension in Waukegan Road as-follows: Quigley & Schneider 9,870.00 Kuch and Watson 10,962.50 (5) Bids- Water Main Extension The bids were referred to Trustee Meyer, Chairman of the Water Committee, and the Village Engdbeer for study. Residents of Arbor Vitae,; Spruce and Hemlock Street requested that the hearing before the Board of Local Improvements set for May 14, 1954 be post- poned. It was stated that, while the hearing must be held as scheduled;, a.. notice would be put in the paper that the meeting would be adjourned to Thursday, May 29, 1954 at.7:30 P.M. Trustee Kelley moved, seconded by Trustee Engelhard, Appoint Village that the Village.Clerk,, Catherine B. Price, be Collector appointed acting Village Collector. Adopted by the following vote: . Ayes: Dicus, Engelhard, Kelley, King, Meyer (5) Nays: None (0) Trustee Meyer moved, seconded by Trustee Engelhard, Accept Reed Subdivision that the water, storm and sanitary_sewer plans for the Water & Sewer Plans Reed subdivision be accepted in accordance with the letter of the Village Engineer dated May 7, 1954. Adopted by the following vote: Ayes: Dicus, Engelhard, Kelley, King, Meyer (5) Nays: None (0) Trustee Kelley moved, seconded by Trustee Engelhard, that the petition to amend the Zoning Ordinance by changing a portion of the Village from R-7 to Rr2 be referred to the Plan Commission for public hearing. Carried unanimously. The request by a representative from the Bethlehem Church that Rosemary Terrace be made a one -way street on Sunday mornings was referred to the Police Committee and the Safety Council for study. The Village Engineer was directed to prepare plans and specifications for water, sewers and streets-for the Best Development Company's subdivision. President Schneider stated that the resignation of Gayle T. Martin, • Village Manager, was unanimously accepted with regret. Trustee Kelley moved, mconded by Trustee Dicus, that Authorize Employment the President.be authorized to hire Mr. Schubert as of Village Mana e_r Village Manager, subject to check on references.
