The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order in the Council Chambers of the Village
Hall on Monday, March 8, 1954 at 8:00 P.M. The Clerk ca ;fed the roll
and reported that the following were
Present: John D. Schneider, President
Fred 0. Dicus.
Eugene F. Englehard
Joseph W. King
Raymond T. Meyer
Absent: Hubert 'N.. Kelley
Harold W. Wynkoop
and that a quorum was present and in attendance at the meeting.
Minutes of the regular meeting held February 8, 1954 were
approved as submitted.
Trustee Wynkoop entered the meeting and was present thereafter.

Trustee Dicus moved, seconded by Trustee "eyer, that the sdid bills
be Approved for payment. Adopted by the following vote:

Approve Reports the report submitted by Justice of the
Peace george, showing fifty cases and fines
of $358, was approved. The Health report
submitted by Health Officer Esther Giss was approved.,Trustee King
stated that Dr. Brooks was carrying the full load of medical,care
while Dr. Kinney was ill and Dr. Sugden was on vacation.
Mr. Irl H. Marshall, Jr.'s letter regarding
Letters on Parking the 90 minute parking ordinance, and Mr.
Robert S. Ramsay's letter requesting two
15 minute parking spaces for bank customers, were-referred to the
Police Committee for study.
On motion by Trustee Meyer, seconded by
Petition Referred Trustee Engelhard, and carried unanimously,
the- petitibnvtiftDrsye:Brbokidand Bendinelli
for an amendment to-he Zoning urdinance, was referred to the Plan
Commission for public hearing.
On motion by Trustee Meyer, seconded by
Carnival Permit Trustee Engelhard, and carried unanimously
the request of Deerfield Amvets1 Waukegan

for permission to hold a carnival on the Village property on ry
Road on July 15 through 18, was approved. President.Schneider, stated
he would notify the Amvets that the Village 'jrdinance would not permit
the issuance of a license for a beer booth at the carnival.
Mr. Matthews, Village Attorney, reported on
Brick Company the status of the National Brick Company's
Violations declaratory judgment suit. On motion by
Trustee Engelhard., seconded by Trustee King,
and carried unanimously, President Schneider was requested to write
to State s Attorney Robert �'elson, calling his attention to the
operations being carried on by the National Brick Company in violation
of the County Zoning Ordinance. President.Schneider directed the
Village "Tanager to have daily inspections made of operations at the
Brick .Company, and report violations to the State's Attorney, copies
of these letters to be sent to Mrs. Minnie Balke and Karl Berning,
County Board of supervisors. President Schneider requested residents
witnessing violations to report same,to tie Village CClerk.

Ordinance - 90 mint Engelhard, that an ordinance be enacted

Deerfield Ad. limiting parking to _90 minutes on Deerfield
Plumbing Code_ Road between Rosemary Terrace and,Park Avenue,
and adopti4.g the Plumbing Code of the City
of Evanston. Adopted by the following vote:

Trustee Engelhard moved, seconded by Trustee
Ordinance Granting Meyer, that the Village Board hereby adopts
Variance and approves the recommendation of the Boarid
of Zoning Appeals that a variance be granted
ito permit the construction of a detached garage within two feet of'the

East lot line, Lot 9, Block 10, Branigar Brothers Woodland Park
Subdivision, and an Ordinance granting this variance be passed.

Mr. Matthews, Village Attorney, stated it was not the duty of
the Village Board to secure a permit from the State of Illinois to
tunnel under Deerfield Road to make a water tap; the petition for a
permit should be presented by Viking home Builders. f,

Adopt Village Plan King, that the following Resolution be
passed:
RESOLVED, that the Board of Trustees of the Village of Deer-
field hereby adopts the Village Plan, deleting paragraphs 3 and 4,
Section 61 page 24, in accordance with the recommendation of the
Plan Commission.

On motion by Trustee Engelhard, seconded by Trustee King,
and carried unanimously, the Village•'''anager was directed to get
quotations on costs of publication of the Village Plan.

Approve Tentative Wynkoop, that approval be given the tentative

Plan Commission, subject to the. Village Engineer's recommendation
regarding storm sewer requirements, and the condition that the storm
sewer question be settled by the Village Board, Adopted by the following

Mr. Robert Carroll, Chairman,'Civil Defense,
Report on Civil
presented an excellent report on his work.

President Schneider stated that Mr. Carroll
was working very hard to set up a good
Civil Defense organization, and urged all citizens to cooperate with
Mr. Carroll. Trustee Dicus stated he had secured copies of the May-
wood Police Reserve Plan,
which would be turned over to the Safety
Council for study.
Trustee Engelhard moved, seconded by Trustee
Water Permit Denied
Meyer, that the request of Lyle Petersen,
outside Village
Wilmot Road (outside Village) to tap the
water main in Wilmot Road, be denied.

Mr. Bruce Frost stated that his present
Post Office Permit
building on Waukegan Road fails by two feet

line of the street as required by a Village i.
Ordinance passed December
14, 1954. He asked that the Board of
Trustees authorize the issuance
of a building permit for an addition
to this building, to be used as a Post Office, with the same building
line as the present structure.

Trustee Engelhard, that the
Ordinance establishing 40 ft. setbacks

on Waukegan and Deerfield Roads be amended to allow a building permit
to be issued to Mr. Frost for the addition to his building, with the
stipulation that no claim for damages shall be made for a period of
twenty years if the State of Illinois should require the widening
of Waukegan Road. Adopted by the following vote:
