Ro ll call Present Trustees Zn leh ar d , Hinchsli ff, King, Yeintzer, i Wilson and Vlynkoop. Full consideration was givbn"to a report submitted by Baxter & Woodman in connection with the Village sewer,projeet and a special report by Kenneth-Weir of -a special study by. -a committee of engineers appointed for that purpose. It.was moved by Trustee Englehard, and seconded by ! Trustee Hinchsliff,.that,the Board tentatively adopt-plan 2a,as sub- d mitted by engineers Baxter & Woodman, together with the elimination of the combined sewers . estimated to-cost $613, 018.00, ' as, set forth in paragraph 23, page 179, in,the Baxter & Woodman-reports-and that upon tentative approval-thereof- by.the. state authorities the engineers, Baxter & Woodman,'be'directed_to prepare the-plans, specifications and estimate of cost for the proposed project, and that Thomas A. Matthews be directed`to prepare and present..to the-Village Board- the ".necessary resolutions and ordinance6 for finan6ing. the cost thereof. Roll call resulted as follows.. Village of..Deerf i ld, that:, Section'l. There is hereby created the office of Village Manager "an administrative office of the Village. The.Village Manager shall have'office hours in the Village Hall,-from g A. M.- to 12 M, sand from 1 P._ M. 'to t5 `P. M. on. week - days other, than Saturday, and from 8 A:,M._:to 12 M. on Saturdays Section 2• Term of Office - Removal.) The'Village Manager sha 1 -be appointed by the President.by and with the consent of the Board of Trustees for a period of one year. During the„ absence-or disability of the Manager,_ the President,` -.by and with the consent of the Board_ .,.of Trustee s,;..may' designate some I properly qualified person to perform the duties of his office. PROVIDED that the Village Manager may be-removed from office at any time by a majority vote of the President and Hoard of Trustees. Section 3• Bond Oath - Salary.) Before entering upon the dddati s -of his office, the Village;Manager shall furnish a bond -in the sum of. The Village 79anager-shall _have supervision,over all employees of the Village, including all members of the Police Department, and all such employees shall perform their duties subject to t his direction. The Village Manager shall perform all of his duties subject to the control and direction of the Village President and Board of Trustees *.. The Village Manager shall have the power to employ and dis- charge all temporary employees of the Village provided for or authorized -by the Hoard, and shall make recommendations as.to, the hiring and discharging of regular employees.. Section . Purchases.) As Village Manager he shall andle through the Village office the purchase of supplies and equipment for all departments of the Village. Expenditures up to Twenty -Five (025.00) dollars for any individual order, and up to Two Hundred Dollars ($200.00) with the approval of the Chairman of the Committee;_concerned, may be made by him without preliminary authorization by the Board, but subject to Board ratification and to the limitations imposed by the adoption of.a budget or special appropriation. section 6. Reports.) As Village Manager he shall present tie Board of Trustees regular reports covering the work of each.department for which he is responsible, together with =such other special reports as maytbe required by the Board of Trustees or any regularly appointed committee there - of. At the end of the fiscal year he shall prepare and present to the Board a written annual report, summarizing the work of each department under his supervision with re- dommendations for the ensuing year .t He shall act in an advisory capacity to the Board'on financial matters, and at the and of each fiscal year he shall assist the Board in the preparation of a budget estimate of general fund income and expenditures for the ensuing year. Section 7. Conferences.) The Village Manager shall Yiold- suc conferences with the Board,.of Trustees or regular and special committees thereof, as may be considered necessary by the Board or any eom;ittee thereof to keep its members informed of the details of the work of the several depart- section 8. Additional Duties.) The Village Manager silall.p r orm_such other.duties..as maybe required of him by ordinance or resalution or directed by the President or the Board of Trustees; to the end that the policies of the Board of Trustees shall be faithfully and efficiently ad- ministered.. Section . This ordinance shall be in full force and' affect from and after its passage and approval,as.provided by law." t The above, resolution was unanimously adopted.
