08/01/2011August 1, 2011 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Rosenthal in the Council Chambers of the Village, Hall on August 1, 2011 at 7:30 p.m. The Clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Alan Farkas Thomas Jester Mary Oppenheim William Seiden Barbara Struthers and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Boy Scout Dylan Utterbach led those in attendance in reciting the Pledge of Allegiance. MINUTES OF PREVIOUS MEETING Trustee Farkas made a motion to approve the minutes from the July 18, 2011 Board of Trustees meeting. Trustee Benton seconded the motion. There were some minor corrections. The motion passed unanimously as amended. BILLS & PAYROLL Trustee Oppenheim made a motion to approve the Bills and Payroll dated August 1, 2011. Trustee Farkas seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Oppenheim, Seiden, Struthers (6) NAYS: None (0) REPORT ON DEPARTMENTAL Chief Sliozis noted the report covers the first six OBJECTIVES, POLICE DEPARTMENT months of the year. The number of calls was consistent with the calls from the same period during the past five years; though up slightly from last year. There was an increase in the number of vehicle accidents this year and he believes the construction is partly to blame. There were fewer DUI arrests than last year, but noted last year there was a record number of DUI arrests. Burglaries were at a record low over the past six months. Chief Sliozis stated the department has reached out to various groups regarding the benefits of the Village's Project Lifesaver program; however, they have not received any calls for participation as of yet. They will continue to publicize the program and make information available. J Board of Trustees Meeting August 1, 2011 Page 2 of 5 The department fully expects to get reaccredited by CALEA this year. There was an onsite inspection in April. The outdoor warning siren system was upgraded by adding an additional siren. There are now five warning sirens in the Village. The sirens were very helpful during the recent storms. Chief Sliozis recommended residents get weather warning radios for their homes as well. Trustee Seiden asked whether the Reverse -91 I system would be used during inclement weather. Chief Sliozis explained it is truly an emergency system and cautioned that residents would not react as well if it was overused. He noted that some residents were unable to receive phone calls as their power was out and they did not have working phones. Trustee Struthers noted that the weather warning radios would work in that situation. She suggested the department provide information about weather warning radios during Community Services Day. Mayor Rosenthal noted that many residents have smart phones and laptop computers, but the residents that do not have those things are more in need of assistance and information. Chief Sliozis noted some residents are reluctant to provide contact information and others have not updated their information so it can be difficult for the Village to reach them. Mayor Rosenthal suggested gathering as much data as possible, such as cell phone numbers and email addresses, for the Village's database. Mayor Rosenthal suggested putting together a concise piece of information, letting residents know the importance of providing information to the Village, which will be distributed with the water bills. Trustee Jester noted residents read D -Tales and suggested adding information there as well. Chief Sliozis stated there has been some graffiti near the railroad tracks. He explained there was some confusion regarding who owns the property. Mayor Rosenthal stated there have been a number of bicycle accidents this summer. She explained the Village has a bicycle helmet Ordinance for residents 16 years of age and younger. Chief Sliozis stated they met with the schools and asked them to help enforce bicycle riders wearing helmets when riding to and from school. Trustee Oppenheim believes reaching out to the schools is a good way to help the situation. PUBLIC COMMENT There were no Reports. There was no Consent Agenda. There was no Old Business. AUTHORIZATION FOR MAYOR TO Assistant Village Engineer, Bob Phillips explained SIGN LOCAL AGENCY AGREEMENT that the Village signed a local agency agreement FOR WILMOT ROAD with IDOT in 2009 for federal funding through INFRASTRUCTURE REHABILITATION ARRA for the Wilmot Road project. The State is PROJECT working on closing the project. The Village has been awarded an additional $200,000 toward the project. The original local agency responsibility was $1,451,000 and has been reduced to $1,251,000. Mr. Street noted that Bruce Christenson is a very strong advocate of Deerfield and other Lake County municipalities. Trustee Seiden made a motion to authorize the mayor to sign a Local Agency Agreement for the Wilmot Road infrastructure rehabilitation project. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Oppenheim, Seiden, Struthers (6) NAYS: None (0) AUTHORIZATION FOR MAYOR TO SIGN COLLECTIVE BARGAINING AGREEMENT BETWEEN THE VILLAGE OF DEERFIELD AND THE ILLINOIS COUNCIL OF POLICE agreement going from May 1, 2009 throe Mr. Street explained the previous collective bargaining agreement between the Village of Deerfield and the Fraternal Order of Police expired in April 2009. Since then, Village staff and the Village attorney met with representatives from the Illinois Council of Police and developed a five -year igh April 30, 2014. Trustee Farkas made a motion to authorize the mayor to sign a collective bargaining agreement between the Village of Deerfield and the Illinois Council of Police. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Oppenheim, Seiden, Struthers (6) NAYS: None (0) F L_� Board of Trustees Meeting August 1, 2011 Page 4 of 5 DISCUSSION LAKE COOK ROAD PROJECT Trustee Benton asked Mr. Street to comment about the Lake Cook Road project. Mr. Street explained that Mr. Phillips received inquiries from Cook County about project details. It appears that they are trying to finalize contract documents for Phase 2 of the reconstruction project. He noted the Village has not received any confirmation that the project is going forward in 2012; however, decisions that lead to a final contract seem to be coming. Mr. Street explained the level of disruption caused by the construction this year was extreme and he questioned whether it would be appropriate to have construction again in 2012. Trustee Benton stated that another part of the water main needs to be moved and asked if the Village could take advantage of economies of scale. Mr. Street explained that the water main project, being several hundred feet, is a good size project. Mr. Street noted the commencing of this project would not be a Village decision; rather, the decision would be made by the Cook County Highway Department. DEERFIELD ROAD UNDERPASS Trustee Jester noted there was a blurb in the press about the underpass work being completed only between 9 and 5, five days per week. He explained that was untrue and construction crews have working on the underpass ten hours per day, six days per week. They have been working very hard and the underpass is now open. Mayor Rosenthal believes the pedestrian walkway will be a good addition to the Village. ANTI- IDLING REGULATIONS Mayor Rosenthal would like to allow the Sustainability Commission to study anti - idling regulations in the Village, to try to help the environment and reduce air pollutants. Trustee Oppenheim made a motion to allow the Sustainability Commission to study anti - idling regulations in the Village. Trustee Struthers seconded the motion. The motion passed unanimously. COMMITTEE OF THE WHOLE Mr. Street stated there would be a Committee of the Whole meeting coming up at the end of August or the beginning of September. NORTHBOUND PINE AT LAKE COOK Mr. Street explained motorists are using the Frontage Road to avoid Lake Cook Road traffic. As a result, southbound Pine Street traffic does not have an opportunity to make a left. Mr. Street reported Chief Sliozis has authorized an emergency traffic regulation to prohibit a right turn on red for vehicles exiting onto the south side of Lake Cook Road opposite Pine Street. 1 1 1 Board of Trustees Meeting August 1, 2011 Page 5 of 5 NEXT MEETING The next regular Board of Trustees meeting will be held on Monday, August 15, 2011. Due to observance of the Labor Day holiday, the following meeting will be held on Tuesday, September 6, 2011. ADJOURNMENT There being no further business or discussion, Trustee Farkas made a motion to adjourn the meeting. Trustee Oppenheim seconded the motion. The motion passed unanimously.
