The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by
Mayor Rosenthal in the Council Chambers of the Village Hall on Tuesday July 5, 2011 at 7:30
p.m. The Clerk called the roll and announced that the following were:

Absent was: Alan Farkas
and that a quorum was present and in attendance. Also present were Village Attorney Peter
Coblentz and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Barbara Reich led those in attendance in reciting the
Pledge of Allegiance. Ms. Reich is a co-
chairperson of the Family Days Commission. She was very happy with the results of the events.
Ms. Reich thanked Mayor Rosenthal and the Trustees for their support. She also thanked
Andrew Lichterman, Village staff and the Deerfield Park District for their assistance. Mayor
Rosenthal thanked Ms. Reich for working so hard to make the weekend events so wonderful.
Trustee Benton reported he recently spoke with State Comptroller Judy Barr Topinka, who
acknowledged the supportive and pleasant citizens in Deerfield.
MINUTES OF PREVIOUS MEETING Trustee Seiden made a motion to approve the
minutes from the June 20, 2011 Board of Trustees
meeting. Trustee Jester seconded the motion. There was a minor correction. The motion passed
unanimously as amended.
BILLS AND PAYROLL Trustee Benton made a motion to approve the
Bills and Payroll dated July 5, 2011. Trustee
Struthers seconded the motion. The motion passed by the following vote:
AYES: Benton, Jester, Oppenheim, Seiden, Struthers (5)
NAYS: None (0)
PUBLIC COMMENT There was no Public Comment.

REPORT FROM THE POLICE Deputy Chief Rick Wilk researched how to respond

DEPARTMENT RE: COYOTES to coyotes. He explained that coyotes are
protected by the Illinois Wildlife Code and that the Illinois Department of Natural Resources
recommends hiring a Nuisance Wildlife Control Operator to remove wildlife that are damaging
property or causing risks to human health or safety. He further explained that if a resident wants
to remove the animal themselves, they must contact an IDNR District Wildlife Biologist to see if
they qualify for a Nuisance Animal Removal Permit. The Department of Natural Resources does
not consider coyotes an immediate threat to humans.
The Department of Natural Resources recommends not feeding or leaving food out for coyotes.
They stress that coyotes try to avoid human contact. Mayor Rosenthal noted a concern is to not
leave pets outside alone. Trustee Seiden asked if residents should make noise when they feel
threatened. Deputy Chief Wilk suggested that residents should indeed make noise. Trustee
Oppenheim explained that if a resident feels intimidated by a coyote, they can throw something
near it or make noise and the coyote will likely run off. Trustee Struthers noted that leaving food
for birds will attract small animals which in turn will attract coyotes. Deputy Chief Wilk will
speak with the residents who made the initial complaint.
REPORT ON THE JUNE 21, 2011 Assistant to the Village Manager, Jenny Maltas,
STORM provided an overview of the impact of the June 21,
2011 storm had on Deerfield. ComEd reported
there were more than 400,000 homes without power including 2/3 of the residents in Deerfield.
The wastewater treatment plant did not have power and Whitehall North was operating on
generator power as well. On Wednesday June 22, 2011 the Village did not see a lot of
restoration, but by June 23, 2011 most of the power was restored. All residents and businesses
had power restored by Saturday, June 25, 2011 at midnight.
The Village received a number of calls because residents did not see ComEd in town. Village
staff participated in a number of conference calls and emails to get the priority areas restored.
There was a lot of tree damage in town. Public Works started clean up immediately and the
roads were cleared before rush hour on Wednesday morning. A lot of brush was removed and is
stored in the waste yard. The Village may lose up to 75 trees due to the storm.
The Village requested a special Saturday pick up from Waste Management. The residents
utilized the additional pick up and appreciated the service. Ms. Maltas asked for feedback
regarding what staff did well and what needed improvement.
Mayor Rosenthal thanked the dispatch crew for being so calm and reassuring to the residents.
She noted that Public Works did an incredible job clearing the streets and sidewalks and asked
Ms. Little to thank her staff. Mayor Rosenthal noted the people that are unhappy are those that
wanted to be communicated with in many ways. The sirens went off and residents knew to take
cover. Ms. Maltas noted some of the frustration on Wednesday happened because the power
outage was so widespread and it was difficult to ComEd to provide estimated restoral times. The
Village posted and issued numerous press releases throughout the week as updated information
became available.

Trustee Struthers asked if the press releases were sent to radio stations, as some people just have
battery- operated radios. Trustee Benton received a lot of positive feedback about the additional
garbage pick up. He noted more residents should be signing up for reverse 911. Ms. Maltas
stated the Village did not use the reverse 911 system, because there was not a significant danger.
With the reverse 911, some people will not get the entire message, and the Village was
concerned that residents would become alarmed. Trustee Jester noted that it is difficult to
communicate with people that do not have power. He urged residents that have power to assist
those that do not, in the future.
Mayor Rosenthal reminded residents to ensure their information is accurate with water billing as
that information used for the reverse 911 system and encouraged staff to seek current contact
information from residents and businesses.
AUTHORIZATION TO AWARD Ms. Maltas explained that due to the storm, a lot of

ORDINANCE APPROVING A TEXT Ms. Maltas reported staff proposed a text
AMENDMENT TO MUNICIPAL amendment to the Municipal Code section 12 -18
CODE SECTION 12 -18 AND 12 -19 and 12 -19 to be consistent with the residential
RE: RESIDENTIAL WASTE service contract approved by the Village.
COLLECTION – I R The proposed amendments clarify and remove some
information to make the Municipal Code more
straight forward. Ms. Maltas noted the Municipal Code addresses the location of containers on
non - collection days. The proposed language states the container must be in the garage or out of
plain site from the street. She has received a number of complaints from residents about the size
of the container and that it does not fit into their garages. She has also received complaints from
residents who see containers on the side of neighbor's homes.
Trustee Seiden suggested adding an article about the updated garbage code to the next issue of
D- Tails. Trustee Rosenthal wanted to ensure residents know about these changes and
encouraged them to provide feedback.
Trustee Oppenheim believes the Village needs to be sensitive to the fact that some residents do
not have room for the large toters in their garage. She encouraged residents to try to be good
neighbors. Trustee Benton reminded residents that the large toters can be changed out for smaller
toters. Trustee Jester noted that Waste Management has been very cooperative and is willing to
work with residents.
APPOINTMENT OF THE DEPUTY Mr. Street explained that since Jennifer Davis has

Village Clerk. Trustee Seiden made a motion to
appoint Andrew Lichterman as the new, Deputy Village Clerk. Trustee Benton seconded the

DISCUSSION
TRUSTEE IN THE TOWN Trustee Seiden reported that Mayor Rosenthal and
Trustee Jester would be at the Farmer's Market this
Saturday for Trustee in the Town from 9 a.m. — noon.
HACKBERRY CONSTRUCTION Trustee Jester thanked the treatment plant contractor
for completing the work on Hackberry before July

LDREN'S COOKING CONTEST Trustee Oppenheim will be judging a children's
cooking contest at the Farmer's Market on
Saturday.
TEMPORARY STOP SIGNS Mr. Street explained the Village installed stop signs
at Robert York and Osterman due to the detour
traffic caused by the underpass construction. The Police Department will continue to monitor
the stop signs and will come back with a recommendation after the underpass construction is
complete. He noted there would be a warrant study before any final decision was made.
HOUSEHOLD WASTE COLLECTION Mr. Street noted there would be a SWALCO
household chemical waste collection at Deerfield
High School on July 16, 2011 from 8:30 a.m. to 2:30 pm.
ADJOURNMENT There being no further business or discussion,
Trustee Seiden made a motion to adjourn the
meeting. Trustee Benton seconded the motion. The motion passed unanimously. The meeting
was adjourned at 8:20 pm.
