06/20/20111 1 June 20, 2011 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Rosenthal in the Council Chambers of the Village Hall on Monday June 20, 2011 at 7:30 p.m. The Clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Alan Farkas Thomas Jester Mary Oppenheim William Seiden Barbara Struthers and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Mayor Rosenthal led those in attendance in reciting the Pledge of Allegiance. MINUTES OF PREVIOUS MEETING Trustee Farkas made a motion to approve the minutes from the June 6, 2011 Board of Trustees meeting. Trustee Benton seconded the motion. Mr. Street noted there were some minor corrections. The motion passed unanimously as amended. BILLS & PAYROLL Trustee Oppenheim made a motion to approve the Bills and Payroll dated June 20, 2011. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Oppenheim, Seiden, Struthers (6) NAYS: None (0) TREASURER'S REPORT Bob Fialkowski presented highlights from the Treasurer's Report representing the first month of the fiscal year through May 31, 2011. Typically, the results are skewed with one time annual expenses versus monthly revenues. Mr. Fialkowski noted sales tax was lagging, but building permits are up. Hotel tax is slightly down. Vehicle licensing is normal. Mayor Rosenthal encouraged residents to shop Deerfield, especially the stores and restaurants on Lake Cook Road because of the construction. Mr. Fialkowski noted that the sales tax reporting is from February. PUBLIC COMMENT Andrew Marwick discussed the library renovations. Last year he was excited about the expansion, but when he went to the open house, he was very disappointed because of the lack of open space. Mr. Marwick believes the library hours are satisfactory but believes the temporary space would Board of Trustees Meeting June 20, 2011 Page 2 of 4 have a number of issues, including safety. Another issue is that the library would need to close for approximately one month. Mr. Marwick expressed concern about the cost of moving to a temporary space. He questioned how the current technology would work in a temporary space. Mr. Marwick noted many mature trees would be lost with the library expansion. Mr. Marwick questioned what the Village would gain for their $11 million. He stated the library would now be ADA accessible; however, the book racks would be too high for some, including those in wheelchairs, to reach. This is similar to what is present today. He believes renovating the current library within the current structure and replacing the heating, plumbing and electrical systems would be appropriate, with a lower cost and fewer negative effects for the community. Mayor Rosenthal recommended Mr. Marwick speak with the Library Board and at a Public Hearing of the Plan Commission. REPORTS There were no Reports. Waukegan Road. ROSEBUD ITALIAN COUNTRY HOUSE First Reading. AT 560 N. WAUKEGAN ROAD — 1 R Trustee Farkas made a motion for First Reading of the Ordinance. Trustee Seiden seconded the motion. The motion passed unanimously. This will stand as a First Reading of the Ordinance. DISCUSSION REDISTRICTING Mayor Rosenthal thanked Trustee Struthers for attending the County Board meeting. The County approved new County Board districts, and Deerfield is now part of three districts. The Village Board is opposed to the redistricting. Mayor Rosenthal spoke with the County Board Chairman and expressed the Village's displeasure. County Board Chairman Stolman advised Mayor Rosenthal that the Village will continue to receive good representation. Trustee Struthers reported the new districts result in a small portion of eastern Deerfield being combined with Highland Park, central and eastern Deerfield being combined with Highland Park and Lake Forest and western Deerfield being combined with Bannockburn, Riverwoods, Buffalo Grove, Green Oaks and Waukegan. 1 Board of Trustees Meeting June 20, 2011 Page 4 of 4 NEXT MEETING Mr. Street stated the next meeting will be held on Tuesday, July 5th due to the July 4th holiday. He noted that the Police Department will discuss the coyote issue at that meeting. ROAD CONSTRUCTION Mr. Street reported that Deerfield Road will be closed for several weeks so the structures that support the underpass can be installed. Mayor Rosenthal and the Trustees have received a number of comments from residents asking why the Deerfield Road construction is being undertaken at the same time as other construction is underway. She explained the Village is working on an 80% Federal grant, and if the work is not completed this year, the grant would most likely have been lost. Mayor Rosenthal stated that the Lake Cook Road construction, which is a Cook County project, had been delayed for several years. Route 22 construction is an IDOT project. Dundee Road is also an IDOT project. As these projects are from different agencies, their coordination is extremely challenging. Mayor Rosenthal encouraged residents to be patient and courteous to others. Trustee Benton asked about the Pfingsten closure. Mr. Street explained Pfingsten would be closed south of Estate Drive and north of Lake Cook Road. ADJOURNMENT There being no further business or discussion, Trustee Farkas made a motion to adjourn the meeting. Trustee Oppenheim seconded the motion. The motion passed unanimously.
