The regular meeting of the Board of Trustees of the Village of Deerfield was called to order
by Mayor Rosenthal in the Council Chambers of the Village Hall on Monday, May 16, 2011 at 7:30
p.m. The Clerk called the roll and announced that the following were:
Present: Harriet Rosenthal, Mayor
Robert Benton
Mary Oppenheim
William Seiden
Barbara Struthers
Absent were: Alan Farkas
Thomas Jester
and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz
and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Sarah Flury and Nicole Jarvis led those in attendance
in reciting the Pledge of Allegiance.
PRESENTATION Community Relations Commission Chairman Chris
Foltz presented the Jeffrey Werner Outstanding
Youth Award to Sarah Flury and Nicole Jarvis. He stated this is the only award given by the Village
for youth and student involvement. Ch. Foltz noted both recipients have been active both in and out
of school and excel academically. Mayor Rosenthal presented the recipients with certificates.
The audience joined the Mayor and Board in applauding their achievements.
PROCLAMATION Mayor Rosenthal proclaimed May 30 — June 5 as
Hunger Awareness Week in Deerfield. Julie Morrison
of West Deerfield Township and Carl Berg of Three Guys and a Truck were present to accept the
Proclamation. The Three Men and a Truck event will take place on June 5 at Deerfield High School.
Trustee Benton made a motion to accept the Proclamation. Trustee Oppenheim seconded the motion.
The motion passed unanimously.
Mr. Berg stated this is their tenth year supporting this program, and they hope to fill the West
Deerfield Food Pantry. Ms. Morrison discussed the new Hands in Cans program. She stated they are
looking for at least 50 volunteers to pass cans for one hour.
DOCUMENT APPROVAL Trustee Oppenheim made a motion to approve the
minutes from the May 2, 2011 Board of Trustees
meeting. Trustee Benton seconded the motion. Trustee Struthers made a correction on page 4. The
motion passed unanimously as amended.

BILLS AND PAYROLL Trustee Benton made a motion to approve the
Bills and Payroll dated May 16, 2011. Trustee
Struthers seconded the motion. The motion passed by the following vote:
AYES: Benton, Oppenheim, Seiden, Struthers (4)

TREASURER'S REPORT Finance Director Bob Fialkowski presented
highlights from the Treasurer's Report representing the
preliminary end of the fiscal year. The sales tax numbers look encouraging, and he hopes they
remain positive year over year. Mr. Fialkowski is hopeful that the General Fund will remain
positive. The water and sewer funds will both be negative but are less so than the prior year. The
hotel tax for the year is up 7.5% over last year, which is encouraging. The income tax is up, and the
building permit revenues increased in April due to a few large commercial remodeling projects.
Mayor Rosenthal asked about the funds that come from the State. Mr. Fialkowski noted the State
Income Tax is a piece of the income tax fund. The amount is approximately $1.4 million. Mayor
Rosenthal noted this is an important source of revenue for the Village and encouraged residents to
contact their representatives.
PUBLIC COMMENT Gil Antokal reminded residents that Sunday, June 5
from 8:00 a.m. to 1:00 p.m. is the Deerfield
Community Blood Drive at the Jewett Park Community Center
MOMENT OF SILENCE Art Rollins and Phil Elbling both passed away
recently. Both were active members of the community
who served the Village for many years. Mayor Rosenthal, the Trustees and those in attendance
observed a moment of silence in their memory.
REPORTS
REPORT AND RECOMMENDATION The Plan Commission held a Public Hearing on
OF PLAN COMMISSION RE: April 28, 2011 to consider the request of Mosaic
REQUEST FOR APPROVAL OF A Properties and Ristorante Abruzzo for approval of a
SPECIAL USE TO PERMIT AN Special Use to permit an outdoor seating area for
OUTDOOR SEATING AREA FOR Ristorante Abruzzo at 483 Lake Cook Road. The
RISTORANTE ABRUZZO AT 483 Plan Commission voted 7 -0 in favor of
LAKE COOK ROAD recommending approval. Trustee Seiden made a
motion to accept the Report and Recommendation of
the Plan Commission. Trustee Oppenheim seconded the motion. The,motion passed by the
following vote:

ORDINANCE 0 -11 -18 AMENDING
SPECIAL USE FOR DEERFIELD
PUBLIC SCHOOLS DISTRICT 109
ADMINISTRATION CENTER AT
CONSENT AGENDA
An Ordinance amending the Special Use for the
School District 109 Administration Center at 517
Deerfield Road. Second Reading.
DEERFIELD ROAD — 2R Mayor Rosenthal asked if the School District had
looked into adding fencing along the berm on the south
side of the parking and access area. Gregg Monberg, Architect, explained they have not looked into
adding fencing along the berm due to the low volume of traffic.
Trustee Oppenheim asked why they were looking to change the addition design. Mr. Monberg
reported their construction consultant advised the addition would tie in better with the existing
structure if it was adjusted as now proposed, and it would also save an additional tree.
Trustee Oppenheim made a motion to adopt the Ordinance. Trustee Benton seconded the motion.
The motion passed by the following vote:
AYES: Benton, Oppenheim, Seiden, Struthers (4)

APPROVAL OF WASTEWATER Ms. Barbara Little, Director of Public Works and
RECLAMATION FACILITY BIOSOLIDS Engineering, reported the Village has given up the
MANAGEMENT SERVICES use of anaerobic digester ##3 at the WRF so it can be
dewatered and converted to the new aerobic digester.
The loss of the digester, coupled with the wet weather, has greatly impacted the normal sludge
processing operation. Staff is proposing to rent a belt press and dry the sludge. Stewart Spreading
proposes a six -month rental with an option to renew up to three additional months. The rental cost
is $10,000 per month, plus a dewatering cost of $0.13 per gallon. Ms. Little believes this is a viable
solution. The Village has worked with Stewart Spreading in the past. They have offered to extend
their hauling price of $18.75 per cubic yard, which is the same as the 2010 price.
Trustee Struthers asked about the total estimated cost, as it was not in the budget. Ms. Little stated
the estimated cost would be between $100,000 and $150,000. Trustee Oppenheim asked why this
expense could not be anticipated. Ms. Little explained staff could not figure on the number of
sludge drying beds required by the WRF construction contractor, nor the amount of wet weather
this spring.
Mayor Rosenthal asked if the Village was required to commit to six months to get the price. She
asked if the Village could cancel after three months. Ms. Little explained they could request to

cancel but stated the obligation is six months. Wastewater Reclamation Facility supervisor Frank
Cisek explained they are processing sludge, but not quickly enough. He is trying to be as
conservative as possible while not disrupting the construction or the treatment process.
Trustee Struthers made a motion to approve the Wastewater Reclamation Facility Biosolids
management services as recommended. Trustee Oppenheim seconded the motion. The motion
passed by the following vote:

DISCUSSION
DON'T TEXT AND DRIVE Trustee Struthers stated representatives from the
State Police visited Deerfield High School with
simulators demonstrating both drunk driving and texting while driving. The event was well
attended.
MEMORIAL DAY Mayor Rosenthal invited residents to attend the
American Legion service at Jewett Park Drive and
Park Avenue at 10:00 a.m. on May 30. It is a very moving and meaningful ceremony.
DEERFIELD FINE ARTS FAIR The Deerfield Fine Arts Fair will take place on June
4 and 5. There will be more than 90 artists displaying
their wares, along with a lot of food and fun on Park Avenue.
THREE GUYS AND A TRUCK The three Guys and a Truck Event will be held at
Deerfield High School on June 5. Mayor Rosenthal
hopes all residents will attend and take part in this event.
NEXT MEETING Mr. Street noted the next regular Board of Trustees
meeting will take place on Monday, June 6.
ADJOURNMENT There being no further business or discussion,
Trustee Oppenheim made a motion to adjourn the
meeting. Trustee Struthers seconded the motion. The motion passed unanimously. The meeting
was adjourned at 8:20 p.m.
