The regular meeting of the Board of Trustees of the Village of Deerfield was called to
order by Mayor Rosenthal in the Council Chambers of the Village Hall on Monday March 21,
2011 at 7:32 p.m. The Clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Village Attorney Peter
Coblentz and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Mayor Rosenthal led those in attendance in reciting
the Pledge of Allegiance.
MINUTES OF PREVIOUS MEETINGS Trustee Benton made a motion to approve the
minutes from the March 7, 2011 Board of Trustees
meeting. Trustee Oppenheim seconded the motion. The motion passed unanimously.
Trustee Oppenheim made a motion to approve the minutes from the March 14, 2011 Committee
of the Whole meeting. Trustee Benton seconded the motion. The motion passed unanimously.
PROCLAMATION Mayor Rosenthal proclaimed March 20 — 26, 2011
as Youth Appreciation Week in Deerfield. The
Optimist Club has served the Village and the Village youth for more than 30 years.
Trustee Jester made a motion to accept the Proclamation. Trustee Oppenheim seconded the
motion. The motion passed unanimously.
Trustee Seiden accepted the Proclamation on behalf of the Optimist Club. He stated the Optimist
Club supports and recognizes middle and high school students as a way of strengthening the
future of Deerfield. They have a number of activities throughout the year, with Youth
Appreciation Night scheduled for this Wednesday at 7:00 at the Deerfield High School
auditorium. This year they are honoring more than 300 middle and high school students.
BILLS AND PAYROLL Trustee Seiden made a motion to accept the Bills
and Payroll dated March 21, 2011. Trustee Farkas
seconded the motion. The motion passed by the following vote:

TREASURER'S REPORT Assistant Finance Director Eric Burk presented
highlights from the Treasurer's Report ending
February 28, 2011, representing 83% of fiscal year. Two large expenses in February include the
$1.53 million contribution to the Police Pension Fund and the expenses from the February
blizzard. The Village portion of the sales tax was up this month and the State is closer to being
caught up on income tax payments as it is now paid up through November. The General Fund
year -to -date revenues exceed expenses by approximately $100,000.
Mayor Rosenthal asked what the Village was doing to recoup some of the costs from the
February blizzard. Mr. Burk advised that preliminary figures were provided to Lake County and
there is an upcoming meeting to review formal application requirements for federal
reimbursement since a federal disaster area was declared.
MANPOWER APPOINTMENTS Mayor Rosenthal stated the Manpower Commission
met to consider the following appointments to
Village commissions: Alan Barasky to the Cable and Telecommunications Commission, Phil
Bettiker and Vicki Case to the Family Days Commission and Veronica Boyajian to the
Community Relations Commission. Trustee Seiden made a motion to make the appointments.
Trustee Oppenheim seconded the motion. The motion passed by the following vote:

REPORT ON DEPARTMENTAL Principal Planner Jeff Ryckaert presented highlights
OBJECTIVES — COMMUNITY from the Planning Division. The Plan Commission
DEVELOPMENT has been very busy with Public Hearings for new
restaurants. The owners of Deerfield Square have
scheduled a Public Hearing for the property formerly occupied by Stoney River. They are
running parallel tracks for either a retail or restaurant use.
The Appearance Review Commission has been busy with eight petitions. The VCDC has been
promoting the Village planter program. The available commercial space available has been
updated on the Village website. The newly leased spaces are also listed on the website.
The Village has received initial data from the 2010 Census and it is on the Village website. The
Village is part of the Lake County Alternative Energy Task Force. Staff is working with One
Deerfield Place on alternatives for senior and workforce housing, including expansion of the
senior housing subsidy. One Deerfield Place is continuing to explore properties in Deerfield for
unit renovation or construction of additional housing.
Mayor Rosenthal thanked Mr. Ryckaert and his staff for their efforts on behalf of the Village.
She also extended appreciation to the residents on the Plan Commission, Village Center

Development Commission, the Appearance Review Commission and the Cemetery Commission
for their expertise, support and commitment to the Village.
Code Enforcement Supervisor Clint Case presented highlights from the Building Division. He
noted that Rosebud has submitted plans for their build out and there are twice as many residential
homes started as last year. Permit fees are up, due primarily to the large scale commercial work
being done in the Village, such as Walgreens work on their corporate offices. The Village has
had communication with the property owner of 679 Castlewood, and Mr. Case is cautiously
optimistic about bringing the property into compliance in the next several weeks.
In addition, staff has had meetings to update the fee schedule. The structure at 1515 Wilmot
Road has been removed and the site graded. An invoice for the Village's costs (approximately
$20,000) has been.requested by the bank now owning the property. Finally, staff is working to
assist the Sustainability Commission concerning recycling of demolition and building materials.
Mayor Rosenthal thanked Mr. Case and his staff for their efforts on behalf of the Village and
extended appreciation to the residents on the Board of Zoning Appeals for their expertise,
support and commitment to the Village.
PUBLIC COMMENT Eric Hogberg, 1428 Crow Avenue, reminded
residents on behalf of the Deerfield Caucus that the
election is just two weeks away and encouraged residents that early voting is currently open.
REPORTS
REPORT AND RECOMMENDATION The Plan Commission held a workshop meeting on

APPROVAL OF 2011 ZONING MAP recommending approval to publish the 2011 Zoning
Map including the changes made during the year.

Trustee Seiden made a motion to accept the Consent Agenda and adopt the Ordinances. Trustee

Mayor Rosenthal noted several Board members had expressed concerns about the small non-
profit raffles and acknowledged that this measure allows the Village to support their need to
comply with state requirements.

DISCUSSION
THANK YOU Mayor Rosenthal noted that the Mami Yang guilty
verdict was announced and thanked the Village
Police Department, Major Crimes Task Force and State Attorney's office for their professional
service.
TREE GRANT AND OPEN HOUSE Mayor Rosenthal stated the Village received a
a $9,000 grant to help plant trees not of the ash
variety, and Congressman Dold held an open house last Saturday in Village Hall that was
attended by more than 60 people.
REFUSE CONTAINERS Mr. Street announced that the southeast portion of
Village started to receive the new refuse and
recycling containers. The standard delivery is a 90 gallon refuse and 60 gallon recycling
containers. The toters will be delivered over the next two weeks. Mr. Street asked residents for
their patience in this process.
