The regular meeting of the Board of Trustees of the Village of Deerfield was called to order
by Mayor Rosenthal in the Council Chambers of the Village Hall on Monday, December 20, 2010 at
7:30 p.m. The Clerk called the roll and announced that the following were:
Present: Harriet Rosenthal, Mayor

Absent: Alan Farkas
and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz
and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Administrative Intern Andrew Lichterman led those in
attendance in reciting the Pledge of Allegiance.
CONDOLENCES Mayor Rosenthal informed the Board that former
Village Manager Norris Stilphen passed away. He
served from 1959 —1979. A moment of silence was observed in his honor.
MINUTES OF PREVIOUS MEETING Trustee Seiden made a motion to approve the minutes of
the December 6, 2010 Board of Trustees meeting.
Trustee Oppenheim seconded the motion. The motion passed unanimously.
Trustee Struthers made a motion to approve the minutes of the November 22, 2010 Committee of the
Whole meeting. Trustee Seiden seconded the motion. The motion passed unanimously.
BILLS AND PAYROLL Trustee Oppenheim made a motion to approve the Bills
and Payroll dated December 20, 2010. Trustee Benton
seconded the motion. The motion passed by the following vote:

TREASURER'S REPORT Bob Fialkowski presented highlights from the
Treasurer's Report for the period ending November 30,
2010, representing 58% of the fiscal year. Mr. Fialkowski noted a positive sales tax trend during the
past few months, net of Walgreens' sales tax. He noted that sales tax and hotel tax were up from last
year. Permit fees are positive, and expenses are below budget.

REPORTS
REPORT AND RECOMMENDATION Jenny Maltas, Assistant to the Village Manager,
OF STAFF RE: WEB STREAMING OF reported that the Village has looked at meeting web
VILLAGE BOARD MEETINGS streaming options over the past few months. She noted
that one of the most popular web streaming options in
the area would require a staff member to physically index the meeting. This company is popular with
many Illinois municipalities. Indexing allows viewers to select what part of the meeting they would
like to view. Another web streaming company, Swagit.com, popular in Texas and Florida, includes
the indexing service. Staff recommends Swagit, as the meeting would be streamed live and would be
indexed the next day.
Ms. Maltas showed examples of streamed video from other municipalities and how they link with
their websites. Mayor Rosenthal expressed concern because the company is new in Illinois, and
asked if they were keeping the meetings on their servers. Ms. Maltas stated Swagit is providing web
streaming for many large municipalities, including Houston, Texas. She noted the Village would still
have the original DVDs as well. Trustee Struthers asked if the Village would have a dedicated server.
Trustee Seiden asked about fees. Ms. Maltas stated Swagit has proposed a $645 fee per month, plus a
one -time set up charge of $2,100. The initial, annual expenditure would be about $10,000. She
noted there were other, more expensive services. Trustee Benton noted they would also be able to
provide the total number of hits. Mayor Rosenthal asked if the Village ever polled the residents to
see if they are interested in having streamed meetings. Trustee Oppenheim noted that Trustee Farkas
has mentioned web streaming a number of times. Trustee Struthers noted that many U -Verse and
DirecTV subscribers cannot currently view the Board meetings. Mayor Rosenthal noted that U-
Verse will be showing the Village Board meetings starting in January.
Mayor Rosenthal suggested moving ahead, but informing the residents and asking them for feedback
over the next year.
Trustee Jester made a motion to accept the report and recommendation of staff regarding web
streaming of Village Board meetings. Trustee Oppenheim seconded the motion. The motion passed
by the following vote:

Trustee Oppenheim noted the memo from the Appearance Review Commission about the
landscaping. The petitioner confirmed they did not have any issues with the Appearance Review
Commission's recommendation.

THE VILLAGE OF DEERFIELD, LAKE
AND COOK COUNTIES, ILLINOIS — 2R Trustee Seiden noted he did not request changes at the
last meeting because the Village is in the position it
thought it was when the budget was done in April. In the past, the Village was ahead and did not
need as high a levy as originally proposed. In this case, however, the Village is on target, due to the
WRF project. Trustee Seiden noted that on an average property tax bill of $10,000, the Village
receives about $300. Overall, there will be an 18% increase, with 16% going to the WRF. Trustee
Seiden added that the new 5% electric surcharge and telecommunication tax increase (from 1% to
6 %) are taking effect. The electric surcharge will amount to approximately $50 per resident, and the
telecommunications tax will amount to about $60 per resident. Mayor Rosenthal added that all
Trustees are working to minimize taxes and fees while maintaining services to the residents.
Trustee Oppenheim made a motion to adopt the Ordinance. Trustee Benton seconded the motion.

Trustee Jester made a motion to award the contract for one new 2011 Ford Escape through the
Suburban Purchasing Cooperative to Curry Motors in an amount not to exceed $19,951. Trustee
Struthers seconded the motion.
Trustee Oppenheim asked if staff considered a hybrid vehicle. Mr. Fialkowski explained that a
hybrid would cost approximately $11,000 more than the standard vehicle. Trustee Oppenheim asked
if the money would be made back in fuel efficiencies. Mr. Fialkowski responded that the batteries for
hybrid vehicles are expensive and, over all, a hybrid would not present a cost savings.

Township for putting together the successful Toys for Tots and Food Pantry programs last Saturday.
She thanked everyone who came out to support the event.
