06/15/2009June 15, 2009 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on Monday, June 15, 2009 at 7 :30 p.m. The Clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Alan Farkas Thomas Jester Mary Oppenheim William Seiden Barbara Struthers and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE/ Joan Reed, co- manager of the Deerfield Farmers FARMERS MARKET Market, led those in attendance in reciting the Pledge of Allegiance. Ms. Reed reported that the 15`" season of the Farmer's Market will begin this Saturda , June 20`" and will take place every Saturday from 7:00 a.m. —12:30 p.m. through October 17`�, including July 4th. This year's market will have more than 20 vendors, including some new ones. The first special event, Be Green Day, will take place on June 27` ". Various organizations will offer exhibits and demonstrations of eco- friendly items. Free, reusable market bags will be available. On July 25`" Stoney River will sponsor a rib cook off between the fire and police departments. Individuals may vote by making a donation, with proceeds going to charity. The winning sauce will be featured at Stoney River in August. Grill Fest will take place on August 29`", and September 12`" will be the fifth annual apple pie baking contest. Most markets will feature entertainment. There will also be a monthly raffle and Trustee in the Town. MINUTES FROM PREVIOUS MEETING Trustee Benton made a motion to approve the minutes from the June 1, 2009 Board of Trustees meeting. Trustee Farkas seconded the motion. Mayor Rosenthal requested that the moment of silence in memory of David Wolff be reflected in the minutes. The amended motion passed unanimously. BILLS AND PAYROLL Trustee Seiden made a motion to approve the Bills and Payroll dated June 1, 2009. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Oppenheim, Seiden, Struthers (6) NAYS: None (0) Board of Trustees Meeting June 15, 2009 Page 2 of 4 TREASURER'S REPORT Finance Director Bob Fialkowski presented highlights from the Treasurer's Report representing the first month of the fiscal year, through May 31, 2009. He commented that the first month typically has some skewing because of items that are paid for the entire year. He noted that the largest of these is the payment for worker's compensation/general liability /property and casualty insurance, which occurred in May. He reported that February sales tax receipts were low and, as usual, lagging three to four months behind. He believes things are now looking up. Mr. Fialkowski commented that the water and sewer revenues were lower than budget because people didn't need to water during the wet spring. Building permits appear low, based on projections, because there is one large permit expected next month for Takeda. Mr. Fialkowski noted that the stock market has been improving, which is helping the Police Pension Fund. He is hopeful this trend will continue. Trustee Seiden asked if the liability insurance premium increased a lot this year. Mr. Fialkowski responded that there was a 16% increase due primarily to workers compensation claims. Trustee Benton asked if sales tax revenues increase as the price of gasoline increases. Mr. Fialkowski responded that the amount did not seem to change substantially as the price of gasoline increased. Mayor Rosenthal asked when the Village needs to increase the amount paid for the Police Pension Fund to make up for the under funded liability. Mr. Fialkowski explained that the Village has already started paying and has until 2034 to be fully funded. Trustee Oppenheim commented that administrative costs were substantial for sewer and water. Mr. Fialkowski explained that was due to 12 -month insurance expenses that were allocated across operating lines. Trustee Oppenheim asked about the engineering costs in the general funds. Mr. Fialkowski commented that 12 months of GIS system costs are also allocated in the beginning of the year. PUBLIC COMMENT Zack Herman, a Bannockburn resident, explained he went through the Deerfield schools and came to comment on the proposed Green of Deerfield. Mr. Herman believes having a green, gathering space is a wonderful idea, and he supports the Village taking pride in the downtown. He commented that when he was in high school, his friends used to hang out at Deerfield and Waukegan Roads because there was nowhere else to go. Mayor Rosenthal explained that the proposed Green of Deerfield will be discussed at a Committee of the Whole meeting on July 27. There were no Reports. REPORTS CONSENT AGENDA ORDINANCE 0 -09 -17 GRANTING A An Ordinance granting a variation for certain VARIATION FOR CERTAIN PROPERTY property commonly known as 1403 Greenwood Board of Trustees Meeting June 15, 2009 Page 3 of 4 COMMONLY KNOWN AS 1403 Avenue. Second Reading. GREENWOOD AVENUE (DIAZ) — 2R Trustee Seiden made a motion to approve the Consent Agenda and adopt the Ordinance. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Oppenheim, Seiden, Struthers (6) NAYS: None (0) There was no Old Business. There was no New Business. OLD BUSINESS NEW BUSINESS DISCUSSION TRUSTEE IN THE TOWN Trustee Seiden reported that Trustees Alan Farkas and Bob Benton will be at the Farmer's Market on June 27th from 9:00 a.m. — noon for Trustee in the Town. FLAG RETIREMENT CEREMONY Trustee Benton congratulated the Sons of the American Legion, the Women's Auxiliary, the Boy Scouts and Cub Scouts for the proper flag retirement ceremony they held at Jewett Park last Saturday. He added that it was their fifth ceremony, and they did a wonderful job. LAKE COUNTY BOARD OPEN HOUSE Trustee Oppenheim attended an Open House by the Lake County Board in Libertyville. She mentioned they had displays of services available throughout the County, including a health clinic in Highland Park that offers full health and dental services. There are also job placement and job training services at College of Lake County. There is also some grant money available. Trustee Oppenheim also noted that the County is trying to get cameras and/or sensors at every major intersection in the county so they can be monitored remotely. ROTARY l OK RACE /5K WALK Trustee Struthers reminded residents that the 42nd Rotary 10k race and 5K walk will take place on July 4`h. FAMILY DAYS ACTIVITIES Mayor Rosenthal reported that the Village will host fireworks on July 3`d at Brickyards Park. The pancake breakfast, voter registration and parade and other activities will take place on July 4`h Board of Trustees Meeting June 15, 2009 Page 4 of 4 This year they are not selling tickets for activities; rather, they were offering wristbands for $5 each, and food will be available for cash.
