10/01/2007October .1, 2007 The regular meeting of the board of trustees of the Village of Deerfield was called to order by Mayor Steven Harris in the council chamber of the Village Hall on Monday October 1, 2007 at 7:32 p.m. The Clerk. called the roll. and announced that the following were: Present:. Steve Harris, Mayor Robert Benton Michelle Feldman . Thomas Jester Harriet Rosenthal William Seiden Barbara Struthers and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Rand Roel from the Deerfield Police Department led those in attendance in reciting the Pledge of Allegiance. Mayor Harris explained that Commander Roel is celebrating his 25`h anniversary on the police force and he is currently the afternoon shift Watch Commander. Commander Roel has received more than 30 departmental commendations and honors. 25 YEAR SERVICE AWARD Chief Sliozis presented Commander Roel with a 25 year service award. He stated that Commander Roel is a great asset to the community and department. MINUTES OF PREVIOUS MEETING Trustee Benton made a motion to approve the minutes from the September 16, 2007 board of trustees meeting. Trustee Jester seconded the motion. The motion passed unanimously. PROCLAMATION Mayor Harris proclaimed the month of October, 2007 as Canavan Disease Awareness Month in Deerfield. He encouraged all residents to observe this month with appropriate programs and activities to raise awareness of Canavan disease and to improve the quality of life of those who are battling this disease. Trustee Rosenthal made a motion to accept the proclamation. Trustee Seiden seconded the motion. The motion passed unanimously. Peggy Shapiro thanked the Village for its support. She commented that through gene therapy, the disease has been held back, but they are still racing for a cure. Ms. Shapiro invited residents to attend an event at the Hyatt in Deerfield. 1 Board of Trustees Meeting October 1, 2007 Page 2 of 5 BILLS AND PAYROLL Trustee Seiden made: a motion to approve the Bills and Payroll dated October 1, 2007. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Jester, Rosenthal, Seiden, Struthers (6) NAYS: None (0) REPORT ON DEPARTMENTAL Jeff Ryckaert, Village Planner, presented'highlights OBJECTIVES PLANNING from the Report on Departmental Objectives for the Planning Department. He commented that the following major proposals have been processed over the past six months: Village monopole, Export Fitness, the Barking Lot, Starland Entertainment's expansion, Terradyne and an. orthodontist's office. Mr. Ryckaert explained that staff has taken photographs and measurements of every window to determine if the windows were in compliance, grandfathered, or in violation of the window signage ordinance. He explained that the Village is getting ready for the 2010 census count, which affects funding. Mr. Ryckert explained that next month the Plan Commission will be reviewing .Tectura. REPORT ON DEPARTMENTAL Clint Case, Code Enforcement Officer, presented OBJECTIVES — BUILDING highlights from the Report on Departmental Objectives for the Building Department. He noted that there has been an increase in permits over the past six -month period for smaller maintenance projects. The department is strongly enforcing the ordinances and have found that the threat of a ticket is sometimes more powerful than the issuance of a ticket. The Police and Public Works departments have been excellent in handling complaints. Mr. Case commented that the department is looking forward to moving into the renovated Village Hall when it is completed. Trustee Seiden expressed concern over the amount of incomplete construction. Mr. Case explained they are working with the Village Prosecutor on this matter. Trustee Rosenthal questioned the length of time it takes to process a permit. Mr. Case explained it takes 6 — 8 weeks to go through the permitting process for residential permits. The commercial permits are a bit faster, because they are not done in- house. Mr. Case explained that the residential permits take more time because of the number of deviations. He also commented that as enforcement increases, the permitting time also increases. Mayor Harris recommended offering homeowners the option of working through the village to pay for an expedited review process. Mr. Case will review firms specializing in residential review. PUBLIC COMMENT Oscar Adler, 59 Eastman Drive, invited residents to tune into Adler's Alley on Tuesdays at 8:00 and Thursdays at 6:30. Chief Sliozis is this month's guest, and it is a terrific program. Mr. Adler announced that he has written a book on interviewing skills. REPORTS REPORT AND RECOMMENDATION The Board:of Zoning Appeals held a public hearing. Anne Getty, 1413 Wincanton Drive, explained that if their house were built closer to the street, there would not have been a problem. She explained that they looked at other options, but did not want to compromise aesthetics or the trees. Ms. Getty noted that their home is a bit outdated and requires maintenance.. Trustee Rosenthal made a motion to accept the report and recommendation of the Board of Zoning Appeals regarding the request for a variation to allow the construction of a two -story bedroom addition to encroach into the minimum required 10 foot side yard at 1413 Wincanton Drive. Trustee Seiden seconded the motion. DISTRICT (THE BARKING LOT) — 2R explained that two weeks ago he asked- what would happen if it was determined that The Barking Lot was detrimental to his business. Mr. Coblentz explained that if there were some adverse consequence resulting from the business, the board could amend the ordinance to address the issue. Mr. Sukow asked if the village was protected from liability. Mr. Coblentz explained that the Village is immune from liability.. Trustee Struthers made a motion to accept the consent agenda and pass the ordinances. Trustee Benton seconded the motion. The motion passed by the following vote: AYES.: Benton, Feldman, Jester, Struthers (4) NAYS: Seiden (1) ABSTENTIONS: Rosenthal (1) OLD BUSINESS There was no old business NEW BUSINESS AUTHORIZATION TO AWARD The Director of Public Works and Engineering CONTRACT FOR THE explained that they need to rehabilitate the three REHABILITATION OF WRF EXCESS excess flow pumps at the Wastewater Reclamation FLOW PUMPS Facility. Staff proposes the contractor remove, inspect, rehabilitate, repaint and install one pump at a time. Four bids were received. Staff recommends waiving the formal bidding process and awarding the contract for the rehabilitation of the Wastewater Reclamation Facility excess flow pumps to Illinois Pump, Inc., the lowest bidder, in an amount not to exceed $27,786.00. Mrs. Little noted the 2007/2008 budgeted amount for the project was $30,000. Trustee Jester made a motion to waive the formal bidding process and award the contract for the rehabilitation of the Wastewater Reclamation Facility excess flow pumps to Illinois Pump, Inc. in an amount not to exceed $27,786.00. Trustee Feldman seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Jester, Rosenthal, Seiden, Struthers (6) NAYS: None (0) DISCUSSION COMMISSION MEETINGS Mr. Street explained that he met with the Plan Commission and Fine Arts Commission.
