The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Village Manager in the Council Chamber of the village hall on Monday, August 1, 2005 at 7:30 P.M. The Clerk called the roll and announced that the following were: Present: Robert.Benton Michelle Feldman Harriet Rosenthal William Seiden Barbara Struthers Matthew Wylie Absent: Steve Harris, Mayor and that a quorum was present and in attendance. Also.present were Village Attorney Peter Coblentz and Bob Franz, Village Manager. In the absence of the mayor, Trustee Benton moved that Trustee Seiden serve as mayor pro tern for the meeting. Trustee Struthers seconded the motion. The motion passed unanimously. PLEDGE OF ALLEGIANCE Wendy Burns led those in attendance in reciting the Pledge of Allegiance. Ms. Burns was one of 24 people selected to ride in the Bristol -Myers Squibb Company Tour of Hope. The team will ride a total of 3300 miles from San Diego, California to Washington DC to raise awareness for cancer trials. This will be done relay style, during a six day period. Each group member will ride 100 miles per day. APPROVAL OF MINUTES Trustee Struthers made a motion to approve the minutes of the July 18, 2005 Board of Trustees meeting. Trustee Benton seconded the motion. The motion passed, with all trustees voting for it except Trustee Feldman, who abstained. BILLS AND PAYROLL Trustee Wylie made a motion to approve the Bills and Payroll. Trustee Rosenthal seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Rosenthal, Seiden, Struthers, Wylie (6) NAYS: None (0) PUBLIC COMMENT Bob Franz read a letter from Mayor Harris apologizing for his comments at the July 18, 2005 meeting. He made comments in jest and was concerned because they may have been misinterpreted and took away from the main issue of whether or not to add a sidewalk to the Stratford Road project. Board of Trustees Meeting August 1, 2005 Page 2 of 5 Larry Dondanville, 717 Westgate, expressed concern about the village board ignoring the expertise of village staff on various public works projects and, particularly, the board's reconsideration of a 28' street for Stratford Road. Mayor pro tem Seiden responded that the board looks heavily to village staff and believes the board also listens to the commissions, and the residents. Trustee Benton commented about an anonymous letter that was. mailed to the trustees about the possibility of privatizing the sanitary sewer system. He'noted that, although there were some valid points brought up in the letter, he would not consider any points made anonymously. REPORTS REPORTS AND RECOMMENDATIONS The Plan Commission held a public hearing on OF PLAN COMMISSION AND VCDC April 14, 2005 to consider a request to amend RE REQUEST FOR AN EXPANSION OF the Comprehensive Plan to expand Village Center VILLAGE CENTER BOUNDARIES boundaries to include the township property at TO INCLUDE THE TOWNSHIP 601 Deerfield Road. The township property had PROPERTY AT 601 DEERFIELD ROAD previously been included within the village center NEW WEST DEERFIELD TOWNSHIP prior to moving to their new location. The Village Center Development Commission also recommends that the village center boundaries be amended to include the township parcel at 601 Deerfield Road. Trustee Struthers made a motion to accept the reports and recommendations of the Plan Commission and the VCDC and to direct the village attorney to prepare the necessary ordinance. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Rosenthal, Seiden, Struthers, Wylie (6) NAYS: None (0) REPORT AND RECOMMENDATION The VCDC recommends that the Village Center OF THE VCDC REGARDING REQUEST - boundaries be expanded to include the properties FOR AN EXPANSION OF VILLAGE along Deerfield Road between the new West CENTER BOUNDARIES TO INCLUDE Deerfield Township facility and Kipling School. Trustee Rosenthal questioned the recommendation since there appears to be no immediate need or benefit to doing so. Alan Garfield, Chairman of the VCDC, explained that extending the Village Center to Kipling School is a logical extension. He believes it is Board of Trustees Meeting August 1, 2005 Page 3 of 5 prudent that the VCDC review anything that may go there in the future. He believes this should be done proactively, before anything is on the table. Trustee Benton noted that staff does not believe the property has Village Center characteristics. Trustees Struthers and Wylie expressed support for extending the Village Center boundary up to the school property. A resident noted that at the Comprehensive Plan meetings, the residents in the area did not want their homes to be included in the Village Center. Trustee Wylie made a motion to accept the VCDC recommendation. Trustee Struthers seconded the motion. The motion failed by the following vote: AYES: Struthers, Wylie (2) NAYS: Benton, Feldman, Rosenthal, Seiden (4) REPORT AND RECOMMENDATION The VCDC is. recommending 15 short and long OF VCDC REGARDING REQUEST term improvements to the Village Center which FOR APPROVAL OF SHORT AND they believe will help make the Village Center LONG TERM IMPROVEMENTS TO more inviting and attractive. Trustee Benton believes the next logical step would be setting priorities and getting costs. Trustee Benton made a motion to amend the report and recommendation of the VCDC to include having a joint meeting with the Streetscape Design Task Force to prioritize and develop costs. Trustee Wylie seconded the motion. OLD BUSINESS NEW BUSINESS ORDINANCE AMENDING Masck Restaurant, 483 Lake Cook Road, has MUNICIPAL CODE TO INCREASE requested a Class E liquor license for their NUMBER OF CLASS E LIQUOR anticipated opening in August in Lake Cook Plaza. LICENSES FROM 14 TO 15 — 1R This will stand as a First Reading. DISCUSSION CONGRATULATIONS. Trustee Rosenthal congratulated the Deerfield Park District for winning an award for architectural design in connection with the Patty Turner Senior Center. MOSQUITO ABATEMENT Trustee Struthers, who is on the Mosquito Abatement Board, noted that there are mosquito traps at several locations in the village. The mosquito population has been low, but there were two West Nile Virus- infected birds found in Deerfield. She asked residents to make sure their bird baths are cleaned regularly and there is no standing water near their property. She suggested residents wear loose, long sleeve clothing and use insect repellant. COMMITTEE OF THE WHOLE Trustee Seiden informed residents that there will be a committee of the whole meeting on Thursday, August 4`h at 7:00 pm. Stratford Road and other issues are on the agenda. STRATFORD ROAD A few residents from the northwest quadrant commented on the Stratford Road project and the mayor's apology read earlier in the meeting. Board of Trustees Meeting 1 1 1
