The regular meeting of the Board of Trustees of the Village of Deerfield was
called to order by Mayor Harris in the Council Chamber of the Village Hall on
Monday, December 1, 2003, at 7:30 P.M. The Clerk called the roll and announced
that the following were:

REPORT ON DEPARTMENTAL OBJECTIVES, Bob Fialkowski presented highlights from
FINANCE DEPARTMENT the Report on Departmental Objectives for the
Finance Department. For this six month
period, the work of the department was focused primarily on the implementation of
the new MUNIS finance system software and on implementation of the 'information
technology plan. In addition, the department assisted in the arbitration hearing
and preparation work for the police patrol officers contract, completed the annual
financial report for the fiscal year ending April 30, 2003, and hired a new part
time finance clerk.
PUBLIC COMMENT Larry Dondanville commented that he is
concerned that too much of the planning and
design review process for Village projects is being taken away from the Village's
professional staff and consultants, while too much consideration is being given to
the opinions of advisory boards and committees with members who may have no
expertise in this area. He does not want to see this happen with the upcoming
Deerfield Road project.

REPORT AND RECOMMENDATION OF PLAN The Plan Commission met on October 23rd and
COMMISSION RE APPROVAL OF FINAL reviewed the final plat of subdivision for the
PLAT, 140 BIRCHWOOD property at 140 Birchwood. The commission
found the final plat to be in substantial
conformance to the previously approved preliminary plat of subdivision.
Accordingly, it is their recommendation that the request for approval of the final
plat of subdivision be approved. On a vote to approve, the vote was 5 -0.
Trustee Rosenthal made a motion to accept the
report and recommendation of the Plan Commission and to direct preparation of an
ordinance. Trustee Benton seconded the motion. The motion passed by the
following vote:

NEW BUSINESS
AUTHORIZATION FOR MAYOR TO SIGN After an 18 month negotiating process and an

Mr. Franz noted that the union has not yet
signed the document, so if the Board does vote in favor of authorizing the Mayor
to sign it, the authorization should be subject to its first being.signed by the
police union.

HOLIDAY DECORATIONS Trustee Rosenthal complimented the Public
Works Department for a doing a beautiful job
with the holiday decorations in the Village Center.
THANKSGIVING SERVICE Trustee Benton congratulated the "Three Guys
and a Truck" who received this year's Human
Relations Commission award at last Wednesday's ecumenical Thanksgiving service.
NEWS FROM THE VILLAGE MANAGER. Mr. Franz reported that:
• Although it was inadvertently omitted from the week's list of meetings, there
will be a Board of Zoning Appeals meeting tomorrow, December 2nd. The
properties under discussion are 416 Northwoods and 510 Brierhill.
• The South Lake Mosquito Abatement.District has completed the procedures
necessary to annex the section of Deerfield west'of Wilmot Road. Their Board
met on November 20th, at which time they passed the annexation resolution.
Annexation will become effective on December 22nd. Special acknowledgement was
given to Marvin Ehlers and Barbara Struthers for their efforts in this
endeavor.
• On Saturday December 13th from 10:00 a.m, until 3:00 p.m. there will be a
variety of holiday entertainment options in all four quadrants of the Village
Center. Among them are free trolley rides, Santa and Mrs. Claus, live
reindeer, caroling and ice sculpture displays.
• There will be a Committee of the Whole meeting immediately following tonight's
Board of Trustees meeting. The topic of the meeting is the Deerfield Road
improvement project (Chestnut Street to the Village's western limits).
ADJOURNMENT There being no further business to discuss,
Trustee Rosenthal moved to adjourn the
meeting. Trustee Swanson seconded the motion. The motion passed unanimously.
