The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by
Mayor Harris in the Council Chamber of the Village Hall on Monday, October 1, 2001 at 7:33 P.M. The
Clerk called the roll and announced that the following were:
Present: Steve Harris, Mayor
Jerry Kayne
Derek Ragona
William Seiden
Vernon Swanson

Absent Harrief Rosenthal
and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and
Village Manager Robert Franz.
APPROVAL OF MINUTES Trustee Ragona made a motion to approve the minutes of the
September 19th Board of Trustees meeting. Trustee Kayne
seconded the motion. The motion to approve the minutes.. passed unanimously.
PUBLIC COMMENT Mayor Harris stated that certain comments made at the last
Village Board meeting regarding the Pledge of Allegiance
were taken out of context. He noted that the original request for adding the pledge to the Village Board
agenda was via an anonymous letter and, therefore, the Village could not respond. He emphasized that our
not pledging allegiance at Board meetings should not be interpreted as any lack of respect whatsoever.
Elected officials volunteer their time on behalf of the community and, by participating in this democratic
process, clearly demonstrate their patriotism. Because Trustee Rosenthal is out of town, the issue is being
held over to the October 8th Committee of the Whole meeting. John Kessler, representing the Deerfield
American Legion, noted that the legion has a meeting that night. In response, Mayor Harris stated that the
pledge discussion will be first on the agenda so that legion members can get to their meeting.
ORDINANCE APPROVING TEXT The Board held first reading on an ordinance approving a
AMENDMENT TO ALLOW WALL SIGN wall sign for the Christian Beginnings Pre - School and Child
FOR FIRST PRESBYTERIAN CHURCH Care Facility at 824 Waukegan Road.
ORDINANCE RE: ANNEXATION Two ordinances relating to the annexation of 1425 Carol
OF 1425 CAROL. LANF. Lane were held over once again because the petitioner had
not yet secured a Plat of Annexation.
