The regular meeting of the Board of Trustees of the Village of Deerfield was
called to order by Mayor Forrest in the Council Chamber of the Village Hall on
Monday, March 5, 2001, at 8:00 P.M. The Clerk called the roll and announced that
the following were:

William Seiden
Vernon Swanson
and that a quorum was present and in attendance. Also present were Attorney
Peter Coblentz and Village Manager Robert Franz.
APPROVAL OF MINUTES Trustee Ragona made a motion to approve the
minutes of the previous meeting. Trustee
Heuberger seconded the motion. Trustee Rosenthal commented that in the section
on The Great Indoors, it should be mentioned that David Marks of Loebl Schlossman
and Hackl is Lend Lease's architect for the project. In the section on
Streetscape improvements, Trustee Rosenthal asked for it to be noted that the
items to be purchased for Phases II and III, which were not included in the
previous estimate, make up about half the difference in cost between the original
estimate and the revised estimate. Trustee Seiden asked that the section on The
Great Indoors be amended to indicate that he is in favor of the tax rebate
concept, but not necessarily the $5.8 million, and that he needs to see some
detail on how it was calculated. A motion to approve the minutes as amended
passed unanimously.
REPORT ON DEPARTMENTAL OBJECTIVES, Chief Sliozis presented highlights from the
POLICE DEPARMENT Report on Departmental Objectives for the
Police Department. Some of the statistics
cited by Chief Sliozis were:
• The E911 Communications Center answered 12,592 calls for service, an increase
of 6% over the previous year.
• Deerfield's Crime Index (number of offenses occurring within a jurisdiction)
was down 12% from last year.
• At 28/100,000 residents, Deerfield had one of the lowest violent crime index
offense rates in the county. The national rate is 525/100,000.
• There were 21 reported burglaries during the year.
• Thefts decreased by 14 %.
• There was no significant increase in the number of reported traffic accidents.
• There was one fatal accident concerning a pedestrian.
• In -car mobile data terminals in the police cars were replaced with lap top
computers, and in -car data radios were upgraded.
• The Department contracted with the State to utilize cellular technology to
transmit data to officers. In addition, efforts are ongoing to keep the
Department in the forefront of receiving cellular 9 -1 -1 calls.
Trustee Rosenthal congratulated the
department for its professionalism and its emphasis on community relations and
social services, including the recent inspection and installation of child car
seats. She also asked Chief Sliozis to try to determine if the higher than
expected number of accidents on Pine Street is due to a cause that can be
corrected.
Trustee Heuberger noted the high number of
commendations and awards going to police officers this year. He also asked about
gang.activity in the Village, to which Chief Sliozis responded that there is no
evidence of gang activity in Deerfield.
In response to a question from Trustee
Ragona, Chief Sliozis briefly discussed the Department's efforts to be ready to
respond to incidents of violence in the workplace.
Trustee Harris inquired about the
Department's policy regarding charging residents for false alarms. He wondered
how much revenue the Department receives as a result of false alarms. Chief
Sliozis agreed to look into it.
In response to a question from Trustee Seiden
regarding the increased number of traffic citations, Chief Sliozis reported that
compliance tickets are no longer utilized. Trustee Seiden also asked that the
Department study the intersections where most.accidents occur to see if there are
things that can be done to make those intersections safer.
VILLAGE CENTER REDEVELOPMENT UPDATE Mayor Forrest presented a progress report on
the redevelopment of the southeast quadrant,
the southwest.quadrant, and South Commons.
PUBLIC COMMENT Anthony Lucente of 941 Waukegan Road asked
the Board to consider having a youth center
in Deerfield, perhaps at the current senior center. Mayor Forrest suggested that
he talk with the Park District about the idea, and Gil Antokol agreed to bring up
the idea with the Youth Council.
Referring back to the Police Department
Report on Departmental Objectives, Jerry Kayne inquired about concerns residents
may have concerning sex offenders. Chief Sliozis responded that the list of.sex
offenders is a matter of public record and may be obtained through the Police
Department.
REPORTS
INTERIM REPORT AND RECOMMENDATION Trustee Ragona reported that the Bike Path
OF BIKE PATH TASK FORCE Task Force has published an interim Report
and Recommendation which they would like for
the Plan Commission to schedule for consideration: The report has
recommendations for commercial developments, residential developments, and
municipal transportation improvements.
After discussion the Board accepted the
report and referred it on to the Plan Commission.

CONSENT AGENDA
ORDINANCE 0 -01 -06 PROVIDING FOR Mayor Forrest asked that the ordinance
FILING OF TENATIVE ANNUAL BUDGET regarding the filing of the tentative annual
budget be_ removed -from the Consent Agenda.
The ordinance must be passed on First Reading so that it can be made available to
the public. Trustee Swanson moved to remove the Budget Ordinance from the
Consent Agenda. Trustee Heuberger seconded the motion. The motion passed
unanimously.
Trustee Ragona made a motion to adopt the
ordinance providing for the filing of the tentative annual budget. Trustee
Heuberger seconded the motion. The motion passed by the following vote:

NEW BUSINESS
DISCUSSION RE PARKING RESTRICTIONS The Deerfield Safety Council is recommending
ON PINE'STREET NORTH OF LAKE COOK the installation of "No Parking" signs on the
east and west sides of Pine Street from Lake
Cook Road to 162' north of Lake Cook Road. The Safety Council feels that these
signs would permit the enforcement of parking restrictions at that location as
well as allow a continuous flow of traffic on Pine Street, which is frequently
limited by parked cars. Vehicles turning from Lake Cook Road are often required
to suddenly stop when confronted by a parked car and a blocked thru lane. Chief
Sliozis reported that four of the five affected homeowners have been contacted
and are in agreement with the Safety Council proposal.
Trustee Rosenthal made a motion to accept the
report of the Safety Council and to direct preparation of an ordinance. Trustee
Heuberger seconded the motion. The motion passed unanimously.

Mayor Forrest commented to Chief Sliozis that
the final homeowner to be affected by this ordinance must be notified and given
the opportunity to comment before the ordinance is passed.

COROMANDEL TRAFFIC DISCUSSION Mayor Forrest reported that traffic safety
issues exist at Coromandel, even with the
road closed to thru traffic. These problems include cars exiting from
underground parking garages, pedestrians crossing streets, and the overall speed
of traffic. Mayor Forrest asked that a committee consisting of the Plan
Commission and the Safety Council be formed to study this issue and make
recommendations to Coromandel. Since it is a private road, it would be the
Coromandel homeowners who would then decide which recommendations they would like
to implement. Mayor Forrest emphasized that this should not be a political
process, but a means of providing traffic safety to residents of Coromandel, as
the Village would do for any other group of its residents.
Trustee Heuberger commented that he thinks it
would be an appropriate time to form a task force consisting of Coromandel
residents, the VCDC, and the aforementioned Plan Commission and Safety Council.
This group would be empowered to engage an outside traffic consultant to study
traffic issues and other variables relating to the possible opening or closing of
the Coromandel road.
POST OFFICE ISSUE Trustee Seiden commented that there are
often fewer clerks working at the remodeled
post.office than they had working before. The lines get long and the customers
get upset. Trustee Seiden asked if staff could bring the matter to the attention
of the Postal Service. Mayor Forrest commented that staff will do this, but that
the Village has no jurisdiction over the running of the post office.
Trustee Seiden also commented that today is
his 41st wedding anniversary.
NEW WEBSITE Trustee Ragona reported -that he and his wife
have created a new website with the address
deerfieldinfo.com. Their purpose was to provide a demonstration site for some
Village departments and other local entities who may just be beginning to learn
the technology of creating and maintaining a website. This website is not the
official Village website, whose address is Deerfield - il.org.
PHONE NUMBERS ON NEWSLETTER Trustee Ragona inquired if his phone number
could appear in the D -Tales newsletter. Mr.
Franz responded that trustees can have their phone numbers added if that is their
wish.
EXECUTIVE SESSION Mayor Forrest asked for a motion to go into
Executive Session to discuss land.

Progress Report March 5, 2001
Southwest Quadrant (Deerfield Square):
➢ Runway is now open.
Barnes & Noble is scheduled to open later this month.
➢ Children's Place (a children's clothing store) has signed a lease for 5,000 sq. ft. in
building #3 and Moosejaw (a mountain outfitter clothing store), has committed to 3,200
sq. ft. on the first floor of the office building.
➢ Ann Taylor Loft and Biagio's Restaurant have secured building permits for interior build -
out.
Southeast Quadrant (Deerfield Centre):
➢ House of Style hopes to open the week of March 12''.
➢ Orvis and Chipotle Grill have applied for building permits.
South Commons:
➢ Over 60% of the units under construction in South Commons have been sold.
➢ Sixteen of the rowhomes and villas are now occupied.
➢ Streetscape work south of Deerfield Road is scheduled to resume in late March.
