The regular meeting of the Board of Trustees of the Village of Deerfield was
called to order by Mayor Forrest in the Council Chamber of the Village Hall on
Monday, December 18, 2000, at 8:00 P.M. The Clerk called'the roll and announced
that the following were:
Present: Bernard Forrest, Mayor
Steve Harris
Derek Ragona
Harriet Rosenthal
William Seiden
Vernon Swanson
Absent: John Heuberger
and that a quorum was present and in attendance. Also present were Attorney
James Stucko and Village Manager Robert Franz.
APPROVAL OF MINUTES Trustee Ragona made a motion to approve the
minutes of the previous meeting. Trustee
Rosenthal seconded the motion. Trustee Swanson asked that the minutes be amended
to state that the location options for the count down pedestrian signal are
Robert York Avenue and Deerfield Road or Deerfield Blvd. and Waukegan Road. A
motion to approve the minutes as amended passed unanimously.
MOMENT OF SILENCE Mayor Forrest called for a moment of silence
in memory of Joe Brown, a Village trustee
from 1955 -1959 and currently a commissioner of the Deerfield Park District, who
died over the weekend.
BILLS AND PAYROLL Trustee Ragona made motion to approve the
Bills and Payroll. Trustee Rosenthal
seconded the motion. The motion passed by the following vote:
AYES: Harris, Ragona, Rosenthal, Seiden, Swanson (5)

TREASURER'S REPORT George Valentine presented highlights from
the November Treasurer's Report. Sales Tax
for November (August sales) are 17% above last year (August 1999 sales). The
twelve month total is 12% above last year. As o'f November 30, 2000, 102.2% of
cash was invested at an average interest rate of 6.65 %, which compares with an
average rate of 6.34% for the.90 -day Treasury Bill.
VILLAGE CENTER REDEVELOPMENT UPDATE Mayor Forrest presented a progress report on
the redevelopment of the southeast quadrant,
the southwest quadrant, and South Commons.
In response to a question from Mayor Forrest,
Mrs. Little reported that the new traffic signals will probably not be activated
until mid to late January.
VILLAGE ATTORNEY RETIRES This was the final Board of Trustees meeting
for Jim Stucko, who has been Deerfield's
Village Attorney for the past 33 years. Mr. Stucko and his wife are retiring to.
South Carolina. Mayor Forrest commended Mr. Stucko for his years of service and
presented him with a commemorative clock. Mr. Stucko thanked Mayor Forrest for
the gift, adding that Deerfield has been a fine community for which to work.

OLD BUSINESS
An ordinance granting a special use to
Winstar Communications to permit installation
of a rooftop telecommunications facility more
than twenty feet above the roof deck on the
building at 1419 Lake Cook Road. First
Amy Kurson, attorney for Winstar, reported
that, notwithstanding their opposition to the conditions discussed at the prior
meeting and included in the ordinance, Winstar agrees to the ordinance as
written: She asked that one error in the document be corrected, however, which
is that the number of gigahertz should be 28 -40, not 28 -38.
ORDINANCE. AMENDING ZONING ORDINANCE An ordinance amending the Zoning Ordinance
RE TELECOMMUNICATIONS FACILITIES ON to require that telecommunications providers
PUBLIC PROPERTY conduct a study on the feasibility of
locating their proposed facility on public
property. If the provider does not intend to use public property, it shall be
their obligation to show that public lands will not work. First Reading.

Note: Trustee Seiden was recused from the vote on the Library's portion of the
rebate.
REQUEST FROM CHIPOTLE MEXICAN Although Chipotle Mexican Grill has not yet
GRILL FOR CLASS E•LIQUOR LICENSE formally been approved, they are asking, for
planning purposes, if the Village will grant
them a Class E liquor license. Several trustees commented that they would not
object, so long as the request goes through the normal approval process. The
Village Attorney will be directed to prepare an ordinance, but it will not be
voted upon unless and until the restaurant is approved.

CHANGE IN MEETING -DATES Mr. Franz reported that due to New Years Day
and Martin .Luther King Day both being on
Mondays, the two Board meetings in January will be held on Tuesday, January 2 and
Tuesday, January 16.
NEW STORE IN DOWNTOWN Trustee Rosenthal reported that a new
children's clothing store has opened on
Waukegan Road near Deerfield Bakery. She encouraged everyone to take a look.
SENIOR HOUSING
Deerfield Place.
Mayor Forrest reported that HUD will be
presenting the Village with an award for One
HOME BUSINESS REGISTRATION'FORM Trustee Ragona distributed to Board members
copies of Deerfield's Business Registration
Form and commented that the form asks for more information than the Board had
originally indicated would be required. Chief Anderson responded that no home
business operators have complained about the form. The first page of the form
gives information needed by the Police Department in order to provide appropriate
services, and the second page gives information needed by Community Development.
MUDFEST PHOTO Trustee Ragona presented Chief Anderson with
a photo of Deerfield's winning Mudfest team.

VILLAGE CENTER REDEVELOPMENT
Progress Report December 18, 2000
Southwest Quadrant (Deerfield Square):
➢ - Even with the snow and cold weather, work continues on Phase II of the project.
➢ Elizabeth Arden is now open, and White House Black Market is scheduled to open this
week.
➢ The new traffic signals will not be activated until after the first of the year. IDOT is
requiring a change in the signal cabinet which has delayed the process
Southeast Quadrant (Deerfield Centre):
➢ Vogue Jewelers has opened. Pearle Vision should open before year -end and Mail Boxes
Inc. will occupy its new store in early January.
➢ The Plan Commission and Village Center Development Commission have each approved
the Special Use for Chipotle Mexican Grill. Their reports and recommendations will be
ready for consideration at.the January 16'h Board meeting.
➢ The "Holiday on the Plaza" event last Friday was a resounding success. Despite the cold
temperatures, hundreds of people (young and old) attended and enjoyed the holiday
festivities. Our. thanks to the merchants who helped sponsor the evening.
South Commons: .
➢ The James Company reports that work is proceeding on schedule with all three phases of
the development.
