11/06/2000November 6, 2000 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Forrest in the Council Chamber of the Village Hall on Monday, November 6, 2000, at 8:00 P.M. The Clerk called the roll and announced that the following were: . Present: Bernard Forrest, Mayor Steve Harris John Heuberger Derek Ragona Harriet Rosenthal William Seiden Vernon Swanson and that a quorum was present and in attendance. Also present were Attorney Herbert Linn and Village Manager Robert Franz. APPROVAL OF MINUTES Trustee.Ragona made a motion to approve the minutes of the previous meeting. Trustee Heuberger'seconded the motion. The motion passed unanimously. PROCLAMATION, TRINITY UNITED Mayor Forrest summarized the history of CHURCH OF CHRIST, 125TH Trinity United Church of Christ, which was ANNIVERSARY founded in 1875 by 23 Deerfield families as St. Paul's Evangelical Church. He proclaimed that Sunday November 12, 2000 shall be celebrated as the 125th anniversary of Trinity United Church of Christ in Deerfield. Trustee Rosenthal moved to accept the proclamation. Trustee Swanson seconded the motion. The motion passed unanimously. PROCLAMATION, AMERICAN CANCER Mayor Forrest proclaimed Thursday, November SOCIETY SMOKEOUT DAY 16, 2000 as the American Cancer Society's Great Smokeout Day in Deerfield. He urged all tobacco users to demonstrate to themselves and their children that they can quit using tobacco and to encourage their children not to start. Trustee Ragona made a motion.to accept the proclamation. Trustee Heuberger seconded the motion'. The motion.passed unanimously. PROCLAMATION, AMERICA RECYCLES DAY .Mayor Forrest read a proclamation declaring that November 15, 2000 shall be America Recycles Day in Deerfield. Trustee Ragona made a motion to accept the proclamation. Trustee Heuberger seconded the motion. The motion passed unanimously. Trustee Ragona, Deerfield's representative to the Solid Waste Agency of Lake County, encouraged everyone to purchase products made from recycled materials, for example, artificial logs made of recycled milk jugs. As an enticement, SWALCO may offer a rebate to consumers who purchase this material for decks and other home projects. VILLAGE CENTER REDEVELOPMENT UPDATE Mayor Forrest presented.a progress report on the redevelopment of the southeast quadrant, the southwest quadrant and South Commons. In response to a question from Mayor Forrest, Barbara Little reported that IDOT has given verbal approval for the Streetscape plan but has not yet given approval for the lighting placement, The contractor is reluctant to begin work without IDOT approval. Mayor Forrest emphasized that the work needs to be done before winter, and that she should take whatever steps are needed to expedite IDOT approval. Trustee Rosenthal commented that coming up with a plan for replacing the streetlights along Deerfield and Waukegan Roads with more aesthetic ones was a time consuming process and is part of the reason for the delay. In response to another question from Mayor Forrest, Mrs. Little reported that in order to install a count down pedestrian traffic signal, permission must be granted by the Federal Highway Administration. The application is in process. PUBLIC COMMENT There was no public comment. CONSENT AGENDA ORDINANCE 0 -00 -36 APPROVING An ordinance approving an amendment to a AMENDMENT TO A SPECIAL USE PUD TO special use PUD to permit a one -story PERMIT A ONE STORY BUILDING AT office and retail building at 702 Osterman 702 OSTERMAN AVENUE, CRM Avenue. The building will be part of the PROPERTIES /DEERFIELD SQUARE Deerfield Square Development. Second Reading. ORDINANCE 0 -00 -37 RE FIRE LANE An ordinance allowing the Village to enter AGREEMENTS into a fire lane agreement with the Parkway North Development and into updated agreements with Arbor Lake Centre Commons Facilities, Lake Cook Office Development Company, and Lake Cook Office Centre. Second Reading. ORDINANCE 0 -00 -38 RE TRAFFIC An ordinance allowing the Village to enter CONTROL AGREEMENTS into a traffic control agreement with the Parkway North Development and into upgraded agreements with Arbor Lake Centre Commons Facilities, Lake Cook Office Development Company, and Lake Cook Office Centre. ORDINANCE AUTHORIZING AN AMENDED An ordinance granting an amendment to a SPECIAL USE FOR WALDEN ELEMENTARY special use to permit construction of SCHOOL improvements to Walden Elementary School. First Reading. ORDINANCE AUTHORIZING AN AMENDED. An ordinance granting an amendment to a SPECIAL USE FOR SHEPARD JUNIOR special use to permit construction of an HIGH SCHOOL addition to Shepard Junior High School. First Reading. Trustee Ragona moved for passage of the Consent Agenda and adoption of the three ordinances, Trustee Heuberger seconded the motion. The motion passed by the following vote: AYES: Harris, Heuberger, Ragona, Rosenthal, Seiden, Swanson (6) (Note: Trustee Harris was recused on Ordinance 0- 00 -36). NAYS: None (0) OLD BUSINESS ORDINANCE 0 -00 -39 APPROVING AMENDED An ordinance approving a special use to SPECIAL USE TO PERMIT ADDITION AND permit additions and site improvements at SITE IMPROVEMENTS, DEERFIELD HIGH Deerfield High School. Improvements will SCHOOL include a gymnasium, a two -story science wing with green house, an arts wing, entrance and parking changes, a water pumping station for the Village and a storm.water detention basin. Second Reading. Trustee Heuberger made a motion to adopt the ordinance. Trustee Ragona seconded the motion. The motion passed by the following vote: AYES: Harris, Heuberger, Ragona, Rosenthal, Seiden, Swanson (6) NAYS: None (0) - ORDINANCE 0 -00 -40 INCREASING An ordinance increasing the number of Class E NUMBER OF CLASS E LIQUOR LICENSES liquor licenses from thirteen to fourteen at FROM 13 TO 14, BOSTON BLACKIES the request of Boston Blackies Restaurant, RESTAURANT, LAKE COOK PLAZA soon to open in Lake Cook Plaza. Second Reading. Trustee Ragona made a motion to adopt the ordinance. Trustee Heuberger seconded the motion. The motion passed by the following vote: AYES: Harris, Heuberger, Ragona, Rosenthal, Seiden, Swanson (6) NAYS: None (0) DISCUSSION LEAF PICK UP Mr. Franz reminded residents that the Village is currently in the third week of its four week leaf pick up program. After next week, leaves will need.to be bagged.for disposal. EXECUTIVE SESSION matters. Elizabeth Arden Salon is scheduled to open in mid - December. A.mi Ami and Comer Boutique are due to occupy their permanent space soon after December 1s'. ➢ Efforts are being made this week to complete parking lot improvements throughout the development prior to the onset of bad weather. ➢. Streetscape work on Waukegan Road has been delayed due to the need for an MOT permit, but is still expected to be completed this year. Southeast Quadrant (Deerfield Centre): ➢ The developer should complete all exterior work by Thanksgiving. . ➢ All 56 rental units are now ready for occupancy. ➢ Alley Cleaners is scheduled to open within a week and PearleVision shortly thereafter. ➢ ComEd has removed its temporary electric poles, and pavement striping has been. installed throughout the site. South Commons: ➢ All permits have been issued for the rowhomes and villas, and some occupancy permits will be issued this week.
