A RESOLUTION AUTHORIZING CONTINUATION OF
THE HIGH -LEVEL EXCESS LIABILITY POOL
WHEREAS, the High -Level Excess Liability Pool ( "HELP ") is a governmental
self- insurance pool, formed pursuant to Article VII §10 of the Illinois Constitution, and
the Illinois Intergovernmental Cooperation Act, 5 ILCS §220 -1 et seq., and governed
according to an intergovernmental agreement, hereinafter referred to as the "Contract
and By- Laws ";
WHEREAS, as of the end of its current fiscal year ending April 30, 2008, HELP
will have completed its tenth year since the pool was last extended, during which it has
provided collective excess self- insurance for the governmental entities which have been
members of HELP;
WHEREAS, the Village of Deerfield is a member of HELP, and its desire is to
continue HELP's existence;
WHEREAS, the passage of this resolution does not in any way restrict the ability
of the Village of Deerfield to withdraw from HELP at the end of any fiscal year of the
pool, upon the furnishing of one year's notice pursuant to the terms of the Contract and
By -Laws.
NOW, THEREFORE, be it resolved by the Mayor and Board of Trustees of the
Village of Deerfield, counties of Lake and Cook, Illinois, as follows:
SECTION 1: HELP, of which this governmental body is a member, at the
conclusion of its current fiscal year ending April 30, 2008, shall continue in existence,
under the terms of its Contract and By -Laws for ten years, commencing on May 1,

SECTION 2: The Contract and By -Laws of HELP shall continue to constitute the
intergovernmental agreement between this governmental body and the other members
of HELP;
SECTION 3: This resolution shall be in full force and effect immediately upon its
passage.
