07/01/1996July 1, 1996 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Forrest in the Council Chamber of the Village Hall on Monday, July 1, 1996, at 8:00pm. The acting Clerk called the roll and announced that the following were: Present: Bernard Forrest, Mayor Marvin Ehlers John Heuberger Harriet E. Rosenthal Edwin B. Seidman Vernon Swanson Michael Swartz and that a quorum was present and in attendance. Also present was Administrative Assistant Gerald C. Smith. Trustee Seidman made a motion, seconded by Trustee Swartz, to approve the minutes of the previous meeting. The motion passed unanimously. CONSENT AGENDA ORDINANCE 0 -96 -28 AUTHORIZING An Ordinance authorizing a text AMENDMENT TO THE ZONING ORDINANCE amendment to the Zoning Ordinance TO PERMIT A COIN, STAMP, PRECIOUS to permit a Coin, Stamp, Precious METEL OR SIMILAR SHOP AS A SPECIAL metal or Similar Shop as a Special USE IN THE C -2 OUTLYING Use in the C -2 outlying commercial COMMERCIAL DISTRICT District. First Reading. ORDINANCE 0 -96 -29 APPROVING SPECIAL An Ordinance Approving Special USE TO PERMIT A COIN, STAMP, PRECIOUS Use to Permit a Coin, Stamp, METAL OR SIMILAR SHOP - BULLION Precious Metal, or Similar Shop at EQUITY, DEERBROOK SHOPPING CENTER Deerbrook Shopping Center. First Reading. Trustee Swartz made a motion to waive the rules to permit Ordinances to be voted on at First Reading. Trustee Rosenthal seconded the motion, The motion passed unanimously. Trustee Seidman made a motion to adopt the Ordinances. Trustee Heuberger seconded the motion. The motion passed by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, and Swartz NAYS: None (0) NEW BUSINESS ORDINANCE 0 -96 -30 DECREASING NUMBER Ordinance decreasing the number OF CLASS E LIQUOR LICENSES FROM TEN Class E Liquor Licenses from Ten TO NINE to Nine. Firsi "treading 1 ,ICI 1 4 Trustee Seidman made a motion to waive the rules to permit Ordinance to be voted on at First Reading. Trustee Swartz seconded the motion. The motion passed unanimously. Trustee Seidman made a motion to adopt the Ordinance. Trustee Swartz seconded the motion. The motion passed by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, and Swartz NAYS: None (0) DISCUSSION Mr. Finkler (1600 Montgomery Rd.) and Mr. Rummette (16 10 Montgomery Rd.) appeared before the Board to request the Village's cooperation in the maintenance of the Village's sanitary sewer lines along Wilmot Rd. Mr. Finkler believes that the current maintenance program should be increased due to the amount of roots that accumulate in the older sections of the Wilmot Rd. sewer line. Mr. Finkler and Mr. Rummette both believe that due to the amount of roots in the line, they and other residents in the area, sustained sewer back ups greater than at any other time. The Board agreed to have the Village staff look into the matter. Trustee Seidman suggested that since several surrounding communities are taking action to ban cigarette machines within their communities, due to the easy accessibility to the youth, the Village should determine if similar action is needed within Deerfield. The Board requested the police chief to provide a report on such activities within the community. ADJOURNMENT There being no further business to discuss, Trustee Rosenthal made a motion to go into executive session to discuss issues pertaining to land acquisition. Trustee Swartz seconded the motion.
