07/24/1995July 24, 1995 A special meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, July 24, 1995, at 8:00 P.M. The Clerk called the roll and announced that the following were: Present: Bernard Forrest, Mayor Marvin W. Ehlers John H. Heuberger Harriet E. Rosenthal Edwin B. Seidman Michael Swartz Absent: Vernon E. Swanson and that a quorum was present and in attendance. Also present was Village Manager Robert Franz. Mayor Forrest announced that this special meeting was called pursuant to Section 2 -24 of the Municipal Code of Deerfield and that all notification requirements had been met. He indicated that the only order of business was a proposed boundary agreement with Northbrook. Mayor Forrest commented that, following the July 17, 1995 Village Board meeting, representative committees of Northbrook and Deerfield had met to discuss the Tollway Spur access issue. That meeting resulted in adding a new section to the boundary agreement that gives each community the final say on tollway design proposals involving properties within that municipality's current corporate boundaries or on property to be annexed under the terms of the boundary agreement. He believes this to be a fair compromise on the Tollway Spur issue, and urged the Board to approve the agreement this evening so that Northbrook could act on the matter at its July 25th meeting. Mr. Franz added that, by passing this resolution, the revised boundary agreement would supersede the agreement passed on July 17th but never voted on by Northbrook. With the exception of some minor language changes, the only difference between this agreement and the July 17th approved document is the addition of the " Tollway Interchange" section. Trustee Seidman moved to approve the resolution authorizing the Mayor to sign the Lake -Cook Road Corridor Agreement with Northbrook. Trustee Rosenthal seconded the motion. The motion passed by the following vote: AYES: Ehlers, Rosenthal, Heuberger, Seidman, Swartz (5) NAYS: None (0) ADJOURNMENT There being no further business to discuss, Trustee Swartz made a motion, seconded by Trustee Ehlers, to adjourn the meeting.
