The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, February 7, 1994 at 8:00 P.M. The
clerk called the roll and announced that the following were:
Present: Bernard Forrest, Mayor
Marvin Ehlers
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
Absent: John H. Heuberger
Michael Swartz
and that a quorum was present and in attendance. Also present
were Village Manager Robert Franz and Attorney James Stucko.
Trustee Seidman moved, seconded by Trustee Ehlers, that the
minutes of the previous meeting be approved. Motion carried
unanimously.
Reports
LOTS OF RECORD AND Mr. Franz read the recommendation of the
NON - CONFORMITIES Plan Commission regarding proposed text
ORDINANCE 0 -94 -04 amendments to the Zoning Ordinance
Provisions for Lots of Record and Non -
conformities. Several homeowners of affected properties offered
their support of the recommendation and /or sought clarification
of certain points. Barbara Houpt, Director of Community
Development, responded to their questions and concerns.
Tom Conway, former Deerfield resident, and Jon Chester, attorney
for Marilyn Engstrom, owner of 312 and 320 Birchwood, requested
that the wording of the recommendation be amended so that Mrs.
Engstrom would not have to go through the subdivision procedure.
The Board agreed with the Plan Commission recommendation that
vacant property should follow the regular subdivision process.
Trustee Ehlers made a motion to accept the report of the Plan
Commission. Trustee Rosenthal seconded the motion. Motion
carried unanimously.
Trustee Rosenthal moved for a waiver of the rules so that the
Ordinance could be voted on at tonight's meeting. Trustee
Seidman seconded the motion. Motion carried unanimously.
Trustee Rosenthal made a motion to adopt the ordinance. Trustee
Swanson seconded the motion. Motion carried by the following
vote:
AYES: Ehlers, Rosenthal, Seidman, Swanson (4)
NAYS: None (0)
The Board also directed staff to send a letter to affected
homeowners certifying that their properties are now conforming.
Proclamation
CARING FOR OTHERS Mayor Forrest asked Cathy Curtis to come
forward, then read a proclamation
declaring Monday, February 14, 1994, to be Caring for Others Day
in Deerfield.
Trustee Rosenthal made a motion to adopt the proclamation.
Trustee Ehlers seconded the motion. Motion carried unanimously.
Ms. Curtis reported on yesterday's Care- A -Thon and mentioned that
collection boxes for donations will be placed in various Village
locations.
Departmental Objectives, 1993 -94
DEPARTMENTAL OBJECTIVES - James Soyka, Director of Public
PUBLIC WORKS AND ENGINEERING Works and Engineering, presented
the Status :Reports on 1993 -94
Departmental Objectives. The focus of the departments is on
getting major objectives accomplished as quickly as possible.
They have been successful in this.
Mr. Soyka reported that the Deerfield water system is nearing the
government standard for lead.
The 50 -50 sidewalk program was again a success. The contractor
has offered to extend his contract for a fourth year at no
increase in price, an offer Mr. Soyka suggested the Village
accept.
The Streetscape lights are up and are in operation.
Mr. Soyka reported on the problems the severe weather has caused
the Public Works Department. More than 1,400 overtime hours have
been needed to take care of frozen meters and pipes, water main
breaks, snow removal, etc. He commended Larry Alexander and his
crews, who have been putting in 18 -20 hour shifts. There have
been some weather and fatigue related accidents. Mr. Franz
commended Mr. Soyka and the public works department on their good
work during this difficult period.
There was discussion of how to better promote the 50 -50 tree
program. It was suggested that perhaps a natural attrition of
the program is taking place.
New Business
CLASS E LIQUOR LICENSE An ordinance increasing the number of
Class E Liquor Licenses from 9 to 10, at
the request of Mr. Alberto Oliverii, owner of Guido's Restaurant.
First Reading.
AUTHORIZATION TO DISPOSE Mr. Soyka reported that the Public
OF SURPLUS EQUIPMENT Works Department has two pieces of
surplus equipment to dispose of. One
is a 1982 leaf vacuum machine which is no longer used. The City
of Glencoe wishes to purchase it for $500. The other is a 1980
Pettibone snow blower for which the Village has been offered
$600.
Trustee Seidman made a motion to authorize the sale of the
surplus equipment. Mr. Ehlers seconded the motion.. Motion
passed by the following vote:
AYES: Ehlers, Rosenthal, Seidman, Swanson (4)
NAYS: None (0)
AUTHORIZATION TO REPLACE Chief Anderson reported that the state
NINE SQUAD CARS bid is the lowest the Village received
for the new squad cars. The cost,
including delivery, will be $124,533.09.
Trustee Seidman made a motion to accept the state contract bid of
$124,533.09 for nine squad cars. Trustee Ehlers seconded the
motion. Motion passed by the following vote:
AYES: Ehlers, Rosenthal, Seidman, Swanson (4)
