The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, January 3, 1994, at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Bernard Forrest, Mayor
Marvin Ehlers
John H. Heuberger
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
Michael Swartz
and that a quorum was present and in attendance. Also present
was Village Manager Robert Franz.
Trustee Seidman requested that the minutes of the previous
meeting regarding Officer Scarry's outstanding performance in
ticketing DUI offenders be amended to include that Officer Scarry
had received a plaque. Trustee Heuberger requested that the
section on the David Dwellings Subdivision be clarified. After
some discussion it was agreed that the minutes should read, "The
developer proposed to hire a construction manager and to extend
the letter of credit for thirty days. The Board declined that
offer and directed Mr. Conter to return to the January 17 meeting
to report on progress made on the project." Trustee Seidman
moved, seconded by Trustee Ehlers, that the minutes of the
previous meeting as amended be approved. Motion carried
unanimously.
Trustee Seidman welcomed Jennifer Davis as new Secretary to the
Village Board.
APPOINTMENT TO BOARD OF Mayor Forrest recommended Jim
POLICE COMMISSIONERS Marovitz to fill the vacancy on the
Board of Police Commissioners. Mr.
Marovitz has previously served on the Plan Commission and on the
Village Board. Trustee Rosenthal moved, seconded by Trustee
Seidman, to accept the recommendation. Motion carried
unanimously.
Consent Agenda
0 -94 -01 ORDINANCE Changes previously requested have
AMENDING DUI PROVISION OF been made. Trustee Seidman moved,
THE MUNICIPAL CODE seconded by Trustee Swartz, to adopt
the Ordinance. Motion carried by the
following vote:

Old Business
SPECIAL USE FOR FIRSTAR Ordinance amending previously granted
BANK, SPECIAL USE FOR Special Use for Firstar Bank, Special
DRIVE UP ATM, PRELIMINARY Use for a drive -up ATM, and approval
PLAT OF CONSOLIDATION of a Preliminary Plat of
Consolidation, 700 Deerfield Road.
First Reading.
FIRSTAR BANK - PARKING Ordinance granting parking variation -

New Business
RELEASE OF EXECUTIVE Mr. Franz explained that State
SESSION MINUTES statute requires that Executive
Session minutes for the preceding
year be reviewed, and if the need to keep them confidential no
longer exists, that they be released for public review. He
recommended that the minutes for March 1 and April 12 be
released. A motion to release was made by Trustee Swartz,
seconded by Trustee Ehlers. Motion carried by the following
vote:
AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (5)
NAYS: None (0)
DISCUSSION Trustee Seidman commented on the
large number of street accidents
during the week of December 22 -28.
ADJOURNMENT There being no further business, upon
motion of Trustee Seidman, seconded
by Trustee Swartz, the meeting was adjourned at 8:20 P.M.
