12/06/1993December 6, 1993 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, December 6, 1993 at 8:00 PM. The Clerk called the roll, and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers John H. Heuberger Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson Absent: Michael Swartz and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Seidman moved, seconded by Trustee Ehlers, that the minutes of the previous meeting be approved. Motion carried unanimously. SUBDIVISION OF PROPERTY Petitioner requested a subdivision of 2074 DEERFIELD ROAD, his property at 2074 Deerfield Road. STOSIC The Plan Commission recommended that petitioner's preliminary plat of sub- division be approved and the Village Attorney explore possible avenues for a timely completion of construction. It was also recommended that all correspondence related to drainage be jointly filed with the City of Highland Park. Allan Nathan, attorney for petitioner, appeared before the Board and was requested to ask his client if he were willing to sign an agreement to complete construction of his building within a year after approval of the preliminary plat of subdivision. Mr. Stosic was present and agreed to sign such an agreement. Trustee Rosenthal moved, seconded by Trustee Heuberger, that the Plan Commission's recommendations be accepted subject to petitioner's signing of an agreement to finish construction within a year after final approval of the subdivision plat. Motion carried unanimously. MODIFICATION OF SIGNAGE PROVISIONS - PARKWAY NORTH CENTER real estate sign located Tollway. The petitioner interior real estate sigi right. Deerfield Saunders Joint Venture (Parkway North) requested a sign modifi- cation to permit the continued display for one year of their existing temporary on the west side of the Tri -State is also requesting two 24 sq.ft. as in addition to the one permitted by The Board of Zoning Appeals recommended granting two of the requested three 3' x 6' interior real estate signs located no closer to the entrance than shown on the exhibits with the restriction that perimeter setback real estate signs will not be permitted on Deerfield road and /or Saunders Road as long as the interior real estate signs exist. The BZA failed to recommend continued display of the Tollway sign for one year. Steve Adamczyk, General Manager of Parkway North Center, discussed proposed landscaping for the tollway sign that had been rejected by the BZA. He felt the landscaping would improve the esthetics of the tollway sign and meet with the Board's approval. Trustee Seidman moved, seconded by Trustee Ehlers, to accept the BZA recommendation for two 18 sq.ft. interior signs as shown on the exhibits. Motion carried unanimously. Trustee Rosenthal moved, seconded by Trustee Ehlers, that approval be given for the 185 sq. ft. tollway sign with landscaping for one year. Motion.carried unanimously. Trustee Seidman moved, seconded by. rules be waived to permit passage of the ng. Motion carried unanimously. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson (5) NAYS: None (0) ENGINEERING SERVICES Additional information on the scope of CARLISLE / DEERFIELD services and associated costs to be TRAFFIC SIGNAL provided by consulting engineers regarding the Deerfield /Carlisle traffic signal was submitted to the Board. James Soyka, Director of Public Works and Engineering, recommended Paul Box and Associates be awarded the contract at a cost of $9,600.00. Patty Parker, 730 Carlisle, discussed the proposed traffic light and felt it was unnecessary and esthetically objectionable. Elaine Howe, 745 Carlisle, discussed a traffic study she had conducted from her living room window on turning patterns of 200 cars during peak hours at the intersection. Ms. Howe remains opposed to a traffic light at the intersection. Trustee Swanson commented he was concerned that there are possible alternative signalizations at that intersection and suggested Paul Box and Associates be given a tape of the comments by the Carlisle residents for their consideration regarding alternate signalization. Trustee Seidman moved, seconded by Trustee Ehlers, that a contract for engineering services regarding the Carlisle/ Deerfield traffic signal be awarded to Paul Box and Associates at a cost not to exceed $9,600.00 with the understanding that what had been discussed at this meeting will be pursued. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson (5) NAYS: None (0) R -93 -10 RESOLUTION Resolution authorizing use of Motor MOTOR FUEL TAX FUNDS Fuel Tax funds for Carlisle /Deerfield CARLISLE / DEERFIELD traffic signal. TRAFFIC SIGNAL Trustee Seidman moved, seconded by Trustee Ehlers, that the Resolution authorizing use of Motor Fuel Tax funds for the Carlisle /Deerfield traffic signal be passed. Motion carried unanimously. -2- 1993 REAL ESTATE Ordinance re 1993 Real Estate Tax Levy. TAX LEVY First reading. Finance Director George Valentine reported the 1993 property tax levy is approximately $64,000 lower than the budget due to the 1993 refunding bond issue which reduced the required debt service level. Total levies, including both the Village and the Library, will be down about .-4%. 1993 DEBT SERVICE LEVY Ordinances re 1993 Debt Service Levy TAX ABATEMENTS Tax Abatements. First reading. Finance Director George Valentine noted that the purpose of the Property Tax Abatement is to inform the county that the Village wants the county to levy a lesser property tax than the county had been previously advised. Mayor Forrest requested a motion for an executive session to discuss personnel matters. Trustee Seidman moved, seconded by Trustee Heuberger, that following adjournment the Board go into an executive session to discuss personnel matters.
