of the Board of Trustees of the Village of

Monday, November 1, 1993 at 8:00 PM. The Clerk
announced that the following were
Present: Bernard Forrest, Mayor
John H. Heuberger
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
Michael Swartz
Absent: Marvin Ehlers
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Heuberger requested the minutes of the previous meeting
regarding Yield Signs - Burr Oak at Rosewood include "Kenmore at
Gordon" in the heading. Trustee Swartz moved, seconded by Trustee
Seidman, that the minutes of the previous meeting as amended be
approved. Motion carried unanimously.
PROCLAMATION Mayor Forrest announced that Deerfield High
School has received a Blue Ribbon Schools
Excellence in Education Award from the Secondary School Recognition
Program of the United States Department of Education. The Mayor will
present a Proclamation tomorrow at Deerfield High School commending
the staff, students and parents for having received this outstanding
award.
PRESENTATION TO Joan Reed was presented with a plaque in
JOAN REED recognition of her efforts this past summer
for the Village Center Development
Commission. Ms. Reed helped organize entertainment programs at the
Village Plaza and solicited businesses to sponsor the programs.
POLICE DEPARTMENT Mayor Forrest presented awards to: Officer
AWARDS Richard Wilk for his dedication and
perseverance as part of a multi -
jurisdictional task force that arrested two subjects committing a
residential burglary on October 12; Commander John Sliozis for his
leadership and professionalism in organizing the multi - jurisdictional
task force. Officer Melvin Soltwisch received a Cook County Sheriff's
Award that commended him as a valuable resource to the Police
Department and the community. Officer Soltwisch received 6 department
honorable mentions from November 192 through July '93.
PRELIMINARY PLAT OF The Plan Commission recommended that the
SUBDIVISION AND subject property be rezoned from I -1 Office,
REZONING - NORTHWEST Research, and Restricted Industrial District
CORNER PFINGSTEN /LAKE to R -3 Single Family Residential District.
COOK ROADS (KOGEN) It also recommended approval of petitioner's
plans for a preliminary plat of subdivision;
approval of a variation for a reduction in the right -of -way width and
variation for the length of the cul -de -sac; recommended the proposed
Pfingsten Road access drive into the subdivision be aligned with the
existing Callahan office building access drive, and a sidewalk be
required along the south side of the property.
Trustee Seidman raised the issue of landscape maintenance. Robert
DiLeonardi, attorney for petitioner, stated there would be a
homeowners association for the proposed subdivision. Attorney James
Stucko advised that a condition of approval for the preliminary plat
could be a requirement that the declaration and by -laws of the
homeowners association spell out specifically that the homeowners are
responsible for maintenance of landscaped areas in their subdivision.
Mayor Forrest discussed extending a road to provide connection between
the two subdivisions. Alan Kalfen, a resident of Bristol Place I,
related that he was not apprised of the possibility of a street
going through when he purchased his lot.. The builders assured him
it was going to be an emergency connection only. He and his
neighbors are not in favor of a street connection. Mayor Forrest
advised Mr. Alfen that, at the time Bristol Place I was approved,
provisions were included for a possible extension.
Discussion on the preliminary plat by the Board included further
study of a bike path and pedestrian bridge to Gordon Terrace,
extending a road to connect the two Bristol subdivisions, alignment
of street to Pfingsten with existing Callahan office building
access drive, and development impact fees.
Trustee Swartz moved, seconded by Trustee Heuberger, that the
recommendation of the Plan Commission re approval of a preliminary
plat of subdivision, and a rezoning from I -1 Office, Research, and
Restricted Industrial District to R -3 Single Family Residential
District for the property at northwest corner of Pfingsten and Lake
Cook Roads (Kogen) be accepted. Items for further study are a street
connecting the two subdivisions, a bike path and pedestrian bridge to
Gordon Terrace, alignment on Pfingsten with existing building access
drive and impact fees. Motion carried unanimously.
SPECIAL USE - DRIVE -UP Trustee Seidman moved, seconded by Trustee
ATM /FIRSTAR BANK Swartz, that the request for amendment to a
previously granted Special Use for Firstar
Bank, a Special Use for a drive -up Automatic Teller Machine (ATM), and
approval of a preliminary plat of consolidation (700 Deerfield Road)
be tabled. Motion carried unanimously.
YIELD SIGNS - BURR OAK Ordinance re yield signs - Burr Oak at
AT ROSEWOOD AVENUE Rosewood. First reading.
YIELD SIGNS - KENMORE Ordinance re yield signs - Kenmore Avenue at
AT GORDON TERRACE Gordon Terrace. First reading.
0 -93 -58 ORDINANCE Ordinance increasing number of Cable Advisory
CABLE ADVISORY BOARD Board members from seven to nine.
Trustee Rosenthal moved, seconded by Trustee Seidman, that the rules
be waived to permit passage of the Ordinance on first reading. Motion
carried unanimously.
Trustee Seidman moved, seconded by Trustee Swartz, that the Ordinance
increasing number of Cable Advisory Board members from seven to nine
be adopted. Motion carried by the following vote:
AYES: Heuberger, Rosenthal, Seidman, Swanson, Swartz (5)
NAYS: None ( 0 )
BRISTOL PLACE PROPERTY Property owners at 243, 255 and 267 Bristol
OWNERS - PURCHASE OF Court wish to purchase a strip of land 20'
VILLAGE PROPERTY wide backing onto the west side of Fountain
Drive which is owned by the Village. The
property owners will clean up the area, landscape it and maintain the
landscaping if the Village will sell the property to them.
Randi and James Mayer, 267 Bristol Court, offered to work with the
Village regarding this property sale.
Trustee Swartz moved, seconded by Trustee Rosenthal, that the Village
Staff work with petitioners to sell this strip of land. Motion
carried unanimously.
DISCUSSION Trustee Seidman commented that the sidewalk
around the three bollards on Waukegan and
Orchard have tar or spray paint on them. They should be cleaned up.
Mayor Forrest requested a motion for an executive session to discuss a
legal matter after adjournment.
Trustee Seidman moved, seconded by Trustee Swartz, that following
adjournment the Board go into an executive session to discuss a legal
matter. Motion carried by the following vote:
AYES: Heuberger, Rosenthal, Seidman, Swanson, Swartz (5)
NAYS: None (0)
ADJOURNMENT There being no further business, upon motion
of Trustee Swartz, seconded by Trustee
Rosenthal, the meeting adjourned at 8:45 PM.
