10/18/1993October 18, 1993 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Village Clerk in the Council Chamber of the Village Hall on Monday, October 18, 1993 at 8:00 PM. The Clerk called the roll and announced that the following were Present: Marvin Ehlers John H. Heuberger Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson Michael Swartz Absent: Bernard Forrest, Mayor and that a quorum was present and in attendance. Also present was Village Manager Robert Franz. Trustee Swartz moved, seconded by Trustee Heuberger, that Trustee Rosenthal be named Mayor Pro Tem. Motion carried unanimously. Trustee Seidman requested the minutes of the previous meeting be amended to record that Trustee Rosenthal was named Mayor Pro Tem. Trustee Seidman moved, seconded by Trustee Swartz, that the minutes of the previous meeting as amended be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee Swartz, that the Bills and Payroll be approved. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) TREASURER'S REPORT Finance Director George Valentine reported sales tax receipts are 4% over the previous twelve month period. Except for water sales, major revenue items are at or close to projection. Expenditures are close to budget with the exception of the water department due to a decline in water sales. As of September 30, 1993, 102.5% of cash was invested at an average interest rate of 4.96 %. PROCLAMATION Trustee Swanson moved, seconded by Trustee Swartz, that the Proclamation declaring October 23 -31, 1993 as Red Ribbon Week and Drug Free America Week in Deerfield be accepted. Motion carried unanimously. YIELD SIGNS - BURR The Safety Council recommended installation OAK AT ROSEWOOD AND of yield signs for north and south bound Burr KENMORE AT GORDON Oak traffic at Rosewood. Trustee Seidman moved, seconded by Trustee Swartz, that the Safety Council recommendation for installation of yield signs for north and south bound Burr Oak at Rosewood be approved; the Attorney directed to prepare the necessary Ordinance and include in the Ordinance installation of yield signs on Kenmore at Gordon. Motion carried unanimously. TRAFFIC SIGNALS The Safety Council agreed that signalization DEERFIELD /CARLISLE/ at the intersection of Deerfield /Carlisle/ HEATHER Heather is warranted and endorsed additional engineering studies for eventual approval of signalization and funding when available. Residents from the Carlisle /Heather neighborhood were present and spoke of the difficulty in crossing and turning into the intersection. Village Manager Franz explained the steps involved in obtaining approval for the.signal from the State and suggested a spokesman from the Carlisle /Heather group assist the Village in this matter at the appropriate time. The biggest issue is the Village budget which will have to be reviewed to provide funding for this project. Trustee Ehlers moved, seconded by Trustee Swartz, that the recommendation of the Safety Council endorsing signalization at the intersection of Deerfield /Carlisle /Heather be accepted and authorization be given for an engineering proposal for the traffic signal. Motion carried unanimously. STOP.SIGNS AT The Safety Council concluded that volume of SOMERSET & WAYNE traffic does not warrant installation of stop signs for Wayne at Somerset. Selective traffic speed enforcement was recommended. Trustee Swartz moved, seconded by Trustee Swanson, that the report of the Safety Council be accepted. Motion carried unanimously. CABLE ADVISORY Trustee Ehlers suggested the Cable Advisory COMMISSION Commission be increased from seven to nine members due to the renegotiation process for the cable franchise in Deerfield. Trustee Ehlers moved, seconded by Trustee Swartz, that the Cable Advisory Commission be increased from seven members to nine and the Attorney directed to prepare the necessary Ordinance. Motion carried unanimously. MANPOWER COMMISSION The following recommendations were made by the Manpower Commission Lewis Kaplan - Energy Advisory & Resource Recovery Commission; Lawrence Tracey, Lisa Dunn, Virginia Pokorny - Youth Council; Neil Charak - Cable Advisory Commission. Trustee Seidman moved, seconded by Trustee Swartz, that the Manpower Commission appointments be approved. Motion carried unanimously. 0 -93 -56 ORDINANCE Ordinance approving increased non - conformity SIDEYARD VARIATION for sideyard variation —1016 Sheridan, 1016 SHERIDAN Mr. and Mrs. Demarois. Trustee Heuberger moved, seconded by Trustee Ehlers, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Swanson moved, seconded by Trustee Heuberger, that the Ordinance approving increased non - conformity for sideyard variation - 1016 Sheridan, Mr. and Mrs. Demarois be adopted. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None ( 0 ) 0 -93 -57 ORDINANCE Ordinance approving sideyard variation - SIDEYARD VARIATION 634 Orchard, Mr. and Mrs. Klauke. 634 ORCHARD Trustee Seidman moved, seconded by Trustee Swartz, the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Heuberger moved, seconded by trustee Seidman, that the Ordinance approving sideyard variation, 634, Orchard, Mr. and Mrs. Klauke, be adopted. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) R -93 -9 RESOLUTION Village Manager Franz advised that Deerfield FCC REGULATION OF had notified the FCC by letter of its intent CABLE TV to follow FCC regulations on administering basic service rates for cable TV. The FCC has requested this intent be made by resolution. Trustee Swanson moved, seconded by Trustee Heuberger, that the Resolution regarding FCC regulations be passed. Motion carried unanimously. -2- l.J 1 DISCUSSION Trustee Seidman related that on Sunday at 3 P.M. there were four real estate signs on a corner of east Deerfield Road, completely blocking the sidewalk. These signs should have been removed by the Police Department.
