07/19/1993July 19, 1993 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, July 19, 1993 at 8:00 PM. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers John H. Heuberger Harriet E. Rosenthal Edwin B. Seidman Absent: Vernon E. Swanson Michael Swartz and that a quorum was present and in attendance. Also present were Village Manager Robert Franz and Attorney Sheila Beary. Trustee Seidman moved, seconded by Trustee Ehlers, that the minutes of the previous meeting be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee Ehlers, that the Bills and Payroll be approved. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman (4) NAYS: None ( 0 ) TREASURER'S REPORT Finance Director George Valentine reported that sales tax receipts for the 12 month period were up 5% from the previous 12 months. Water sales are ahead of projection and expenditures are within budget. As of June 30, 1993, 104% of cash was invested at an average interest rate of 7.27 %. DEPARTMENTAL OBJECTIVES James Soyka, Director of Public Works and PUBLIC WORKS AND Engineering, reviewed various projects ENGINEERING in the status report submitted to the Board. The completion of the Montgomery Road Bridge, the 50 -50 "Sidewalk program, and the lenses for the Streetscape street lights were discussed. Mr. Soyka noted that there were no calls regarding flooding or sewer back -ups resulting from the heavy rains on Sunday. Trustee Rosenthal mentioned the peeling paint on the viaduct guard rails and was informed the contractor has agreed to repaint them. Her inquiries on the Mosquito Abatement program revealed that they have been active in the Village in recent weeks. Clint Case reported on the status of a specific property on Woodruff Road where a drainage problem existed and was discussed at the June 21 Board meeting. The owner has agreed to build a drainage structure on his property that should eliminate flooding onto his neighbor's property. Mr. Case also mentioned that he contacted 8 communities to learn if they had ordinances.that cover this type of drainage problem. Only 3 of them have ordinances they are enforcing. COMPREHENSIVE PLAN At the direction of the Mayor and Board of AMENDMENT RE TRAMMELL Trustees, the Plan Commission held a CROW PROPERTY /LAKE COOK Public Hearing to consider amending the AND PFINGSTEN ROADS Comprehensive Plan to include a Possible Development Area section for the Trammell Crow property at the northwest corner of Pfingsten and Lake Cook Roads. The Plan Commission recommended the Village amend its Comprehensive Plan and add a new Possible Development Area as indicated in its attached PDA draft. The preferred land use is residential development. In the discussion on the Possible Development Area, Trustee Rosenthal suggested deletion of the sentence "Impact fees in lieu of property donation may be one alternative which may be considered." in Section b of Other Considerations. Trustee Ehlers suggested adding the word "Vehicular" to the beginning of the sentence in Section d of Access and deleting the phrase "located north of the property" in Section C of Other Considerations. Trustee Heuberger commented on the tax impact of the proposed residential development on School District 109. Trustee Rosenthal felt that the Village should not be driven by numbers from the School District that have not been analyzed. Trustee Rosenthal moved, seconded by Trustee Seidman, that the recommendation of the Plan Commission for an amendment to the Comprehensive Plan in reference to property at the northwest corner of Lake Cook and Pfingsten Roads and the amended PDA be accepted, the moratorium canceled and the Attorney directed to prepare the necessary Ordinance. Motion carried unanimously. Lynn Mayer, 19 Forestway, appeared before the Board to ask if the Village would maintain the berm behind the Forestway area if the Trammell Crow property goes residential. Trammell Crow has been negligent in this matter. Mayor Forrest agreed to have the Village look into this problem. SPECIAL USE - NURSERY The Plan Commission recommended approval SCHOOL /CONGREGATION of petitioner's request for an amendment B'NAI TIKVAH,1558 WILMOT to the previously approved Special Use to permit establishment of the nursery school portion of the religious education program. Trustee Seidman moved, seconded by Trustee Heuberger, that the Plan Commission's recommendation to approve an amendment to the previously approved Special Use to permit establishment of the nursery school portion of the religious education program, Congregation B'Nai Tikvah, 1558 Wilmot, be accepted and the Attorney directed to prepare the necessary Ordinance. Motion carried unanimously. SIGNAGE PLAN - Trustee Seidman moved, seconded by Trustee 5 PARKWAY NORTH CENTER Rosenthal, that the Report and Recommenda- tion of Plan Commission re Request to Amend PUD Signage Plan to Permit Installation of Additional Sign on Saunders Road - Parkway North Center, 5 parkway North Center be tabled. Motion carried unanimously. VACATING RECORDED BUILDING LINE - 914 NORTHWOODS VACATION OF ALLEY 1124 FOREST AVENUE Forest Avenue, Collins, Ordinance Vacating Recorded Building Line, 914 Northwoods, Winstead. First reading. Trustee Rosenthal moved, seconded by Trustee Ehlers, that the request for vacation of a portion of alley at 1124 be tabled. Motion carried unanimously. AWARD OF BID Trustee Seidman moved, seconded by Trustee CONCRETE PATCHING Heuberger, that a contract for Concrete Patching be awarded to Triggi Construction Inc. at a cost not to exceed $25.00 per square yard. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman (4) NAYS: None (0) INLET RECONSTRUCTION Trustee Rosenthal moved, seconded by Trustee Ehlers, that a contract for Inlet Reconstruction be awarded to Meyerbrook Contractors at a cost not to exceed 29,634.00. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman (4) NAYS: None (0) THERMOPLASTIC Trustee Rosenthal moved, seconded by PAVEMENT MARKING Trustee Seidman, that a contract for -2- Thermoplastic Pavement Marking be awarded to Mark -It Corp. at a cost not to exceed $9,074.80. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman (4) NAYS: None ( 0 ) BITUMINOUS PATCHING Trustee Seidman moved, seconded by Trustee MIXTURE Ehlers, that a contract for Bituminous Patching Mixture be awarded to Peter Baker & Son, at a cost not to exceed $22.00 per ton. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman (4) NAYS: None ( 0 ) MEMBERSHIP RENEWAL Trustee Rosenthal moved, seconded by NORTHWEST MUNICIPAL Trustee Heuberger, that the Village be CONFERENCE TRANS- authorized to renew membership in the PORTATION UNIT Northwest Municipal Conference Trans- portation Unit at a cost not to exceed $1,645.00. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman ( 4 ) NAYS: None ( 0 ) REQUEST FOR VILLAGE George Drake, 1355 East Canton Court, and MAINTENANCE OF PUBLIC Vince Malek, 1315 East Canton Court, ISLAND appeared before the Board to request the Village to take responsibility for the landscaping and maintenance of two public islands in the center of the Westcanton cul -de -sac. Village Manager Franz advised that when safety issues are of concern, such as overgrowth of a fire hydrant, the Village will provide maintenance to mitigate those concerns. It would be impossible to provide maintenance service for 35 public islands throughout the Village because it would overwhelm the current manpower of the Village. It is the responsibility of the residents to maintain the public islands in their cul -de -sacs. MAIN GEAR DRIVE James Soyka requested authorization to WASTEWATER RECLAMATION purchase a main gear drive as a spare FACILITY in case one of the gear boxes at the Wastewater Reclamation Facility would fail. Lakeside Equipment is the sole manufacturer /supplier of this equipment. Trustee Seidman moved, seconded by Trustee Heuberger, that authorization be given to purchase a main gear drive for the sixty inch diameter secondary lift pump from Lakeside Equipment at a cost not to exceed $15,960.00. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman NAYS: None ( 0 ) DISCUSSION Trustee Seidman mentioned garage sale signs that were displayed on traffic light posts and street signs that had not been removed. He was advised they were taken down on Sunday. ADJOURNMENT There being no further business, upon motion of Trustee Seidman, seconded by Trustee Rosenthal, the meeting adjourned at 9:20 P.M.
