07/06/1993July 6, 1993 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Tuesday, July 6, 1993 at 8:00 PM. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers John H. Heuberger Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson Michael Swartz and that a quorum was present and in attendance. Also present were Administrative Assistant Gerald Smith and Attorney James Stucko. Trustee Heuberger requested the minutes of the previous meeting under "Discussion" regarding Bruce Boruszak be amended by replacing the sentence "He was advised by Lake County that there would be a $200 charge for them to come into Deerfield" with "He was advised by Lake County that the equipment costs $200." Trustee Rosenthal requested the minutes regarding Re -Award of Bids clarify the reason for selecting a specified color for the trucks was to have them recognizable as part of the Public Works fleet. Trustee Seidman acknowledged he seconded the motion for Re -Award of Bid for a pick- up truck and requested removal of the question mark after his name. Trustee Seidman moved, seconded by Trustee Swartz, that the minutes of the previous meeting, as amended, be approved. Motion carried unanimously. APPOINTMENT OF Mayor Forrest discussed the process used POLICE CHIEF ANDERSON to select a Police Chief for the Village. Over 100 applicants responded to an adver- tisement for the position. A Screening Committee narrowed the candidates down to 13. The Selection Committee of the Board, consisting of Mayor Forrest, Trustee Rosenthal and Trustee Seidman, interviewed 11 candidates. Their final choice was Sergeant Patrick Anderson, a 20 year veteran of the Deerfield Police Department. Trustee Rosenthal moved, seconded by Trustee Swartz, that Sergeant Patrick Anderson be appointed Chief of Police of the Village of Deerfield. Motion carried unanimously. Mayor Forrest performed the swearing in ceremony. Finance Director George Valentine was congratulated by Mayor Forrest for his 20 years of service to the Village. The meeting was recessed for 15 minutes to celebrate the appointment of Police Chief Anderson and George Valentine's 20th anniversary The meeting resumed with introduction of Gerald Smith, the new Administrative Assistant to the Village Manager. AMENDMENT TO PLAT OF Petitioners are proposing an addition to SUBDIVISION - their house which would be located 28.1 914 NORTHWOODS. WINSTEAD feet from the west property line. Original approval of subdivision established a 35' setback line. Petitioners have secured waivers from all property owners of the subdivision to vacate the 35' setback line on the west property line at 914 Northwoods Drive only. The Plan Commission recommended approval of petitioners' request to amend a Plat of Subdivision to vacate a recorded 35 foot building line for the western portion of the subject property. Trustee Seidman moved, seconded by Trustee Swartz, that the recommendation of the Plan Commission be accepted and the Attorney directed to prepare the necessary Ordinance. Motion carried unanimously. SUBSTANTIAL CONFORMANCE Petitioners are proposing to restrict the TERADYNE /1405 LAKE COOK parking lot entrance to a single point at the south end of the lot. Key card activated gates will be installed. It is the recommendation of the Plan Commission that the petitioners plans to change the parking lot are in substantial conformance to the previously approved Final Development Plan and should be approved. Vince Ristucci, representing Teradyne, responded to inquiries regarding the parking lot. Trustee Rosenthal questioned the Police Department recommendation cited in the Plan Commission report and the absence of information to back up the statement. Trustee Seidman moved, seconded by Trustee Swartz, that the Plan Commission recommendation finding substantial conformance to the previously approved Final Development Plan, Teradyne, 1405 Lake Cook Road be accepted. Motion carried unanimously. 0 -93 -34 ORDINANCE Ordinance re Regulations on Refrigerated REFRIGERATED STORAGE Storage Vehicles. VEHICLES Further study by Village Staff resulted in their recommendation of passage of the Ordinance as originally drafted. Trustee Swartz moved, seconded by Trustee Ehlers, that the Ordinance re Regulations on Refrigerated Storage Vehicles be adopted. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) 0 -93 -35 ORDINANCE Ordinance approving Special Use to Permit SPECIAL USE /SECRETARIAL a Secretarial Business Office - 763 OFFICE - 763 DEERFIELD Deerfield Road /Alonzi. Trustee Rosenthal moved, seconded by Trustee Swanson, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Rosenthal moved, seconded by Trustee Seidman, that the Ordinance approving Special Use to permit a secretarial business office, 763 Deerfield Road /Alonzi be adopted. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) 0 -93 -36 ORDINANCE Ordinance Amending the Municipal Code re POLICE CHIEF REPORTING Police Chief Reporting to the Village TO VILLAGE MANAGER Manager. Trustee Seidman moved, seconded by Trustee Swartz, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Swartz, that the Ordinance Amending the Municipal Code re Police Chief Reporting to the Village Manager be adopted. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) R -93 -7 RESOLUTION Resolution Relating to the Widening of LAKE COOK ROAD WIDENING Lake Cook Road Between the Tri -State BETWEEN I -294 AND EDENS Tollway (I -294) and the Edens Expressway. The Board discussed Section One of the Resolution and agreed to replace the first sentence in that Section with the following: DOM "The Village of Deerfield opposes the widening of Lake Cook Road within its corporate limits but reserves the right to reconsider its position upon: a...." Trustee Swartz moved, seconded by the Trustee Seidman, that the Resolution Relating to the Widening of Lake Cook Road Between the Tri -State Tollway (I -294) and the Edens Expressway, as amended, be passed. Motion carried unanimously. DISCUSSION Trustee Seidman noted that his comment at the previous meeting for the Bulls logo to be put on the Deerfield vehicle sticker was not meant to remove the deer logo but to insert a small Bulls logo under the date. Gerald Smith, Administrative Assistant, discussed the status of the Streetscape program on the west side of Waukegan Road. Easements from Marshall Mall, Schwinn Bicycle and the Masonic Lodge are still pending. Trustee Rosenthal suggested further dialogue with the parties to ensure their understanding and participation.- Another suggestion was to prepare a press release on what the Village is doing in the downtown area and what the Streetscape program hopes to accomplish. Trustee Swartz inquired how the Village weathered the storms during the past weekend. He was advised there was no flooding.
