05/17/1993May 17, 1993 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, May 17, 1993 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers John H. Heuberger Harriet E. Rosenthal Edwin B. Seidman Vernon E.-Swanson Michael Swartz and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Seidman moved,.seconded by Trustee Swartz, that the minutes of the previous meeting be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee Swartz, that the Bills and Payroll be approved. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) Mayor Forrest presented Finance Director George Valentine with a Certificate of Achievement for Excellence in Financial Reporting. This is the ninth consecutive certificate awarded to the Finance Department. STOP SIGNS - CRANSHIRE Ordinance re Stop Signs on Cranshire COURT /CASTLEWOOD LANE_ Court at Castlewood Lane. First reading. 0 -93 -29 ORDINANCE SIDE AND REAR YARD VARIATIONS - 901 NORTHWOODS Ordinance Granting Side and Rear Yard Variation - Robert and Jill Moss, 901 Northwoods. Trustee Seidman moved, seconded by Trustee Swartz, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Swartz, that the Ordinance granting side and year yard variation - Robert and Jill Moss, 901 Northwoods, be adopted. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) LAKE COUNTY WATERSHED DEVELOPMENT Ordinance amending Ordinance Adopting Lake County Watershed Development (0- 92 -38). First reading. ENGINEERING CONSULTANT Authorization to retain an engineering OSTERMAN AVENUE consultant for reconstruction of Osterman DEVELOPMENT Avenue between Waukegan Road and Jonquil Terrace was requested by the Engineering Department. A Selection Committee recommended that Baxter and Woodman Consulting Engineers be authorized to provide design services for the Osterman Avenue project for an" amount not to exceed $78,000. Trustee Rosenthal moved, seconded by Trustee Ehlers, that Baxter and Woodman Consulting Engineers be authorized to provide design services for the Osterman Avenue project for an amount not to exceed $78,000.00. AWARD OF BID TWO 1993 -94 35,000 GVWR DUMP TRUCKS with a trade in. James Soyka, Director of Public Works and Engineering recommended that two trucks be purchased from Southside Ford, the low bidder, at a cost not to exceed $71,129.00 Trustee Seidman moved, seconded by Trustee Heuberger, that two 1993 -94 359000 GVWR dump trucks be purchased from Southside Ford at a cost not to exceed $71,129.00 with a trade in. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) AWARD OF BID A recommendation was made by the Director 1993 -94 12,000 GVWR of Public Works and Engineering that a DUMP TRUCK 1993 -94 12,000 GVWR dump truck be pur- chased from Hoskins Chevrolet, lowest bidder meeting all specifications, at a cost not to exceed $17,081.73 with trade in. Trustee Rosenthal moved, seconded by Trustee Swartz, that a 1993- 94 12,000 GVWR dump truck be purchased from Hoskins Chevrolet at a cost not to exceed $17,081.73 with trade in. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) EXTENDED CONTRACT Staff negotiated a contract extension with 50 -50 SIDEWALK PROGRAM Schroeder & Schroeder to perform work for the 50 -50 Sidewalk Program at the same unit price as in 1991 and 1992• Trustee Rosenthal moved, seconded by Trustee Swartz, that a contract for the 50 -50 Sidewalk, Curb Removal and Replacement Program with Schroeder & Schroeder be extended for an additional year at the 1991 unit prices of $2.65 /square foot for sidewalk and $11.95 /lineal foot for curb. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) SEWAGE LIFT PUMP FOR TREATMENT PLANT Wilson & Associates, -:veg&1arly scheduled <Reclamation Facility Authorization was requested by the Engineering Department to purchase and install a new raw sewage lift pump from a distributor in Indiana, as part of the equipment replacement at the Wastewater at a cost of $13,143. -2- Trustee Seidman moved, seconded by Trustee Swartz, that author- ization be given to purchase and install a new raw sewage lift pump from Wilson & Associates at a cost not to exceed $13,143. Motion carried by. the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) MAYS: None (0) UNIFORM STANDARDS OF Police Chief Richard Brandt recommended CONDUCT - DEERFIELD replacing the outdated 1977 Rules and POLICE DEPARTMENT Regulations of the Police Department with a Uniform Standards of Conduct which include a Mission Statement for the Department, a Code of Ethics, and a reaffirmation for all members to their Oaths of Office. Trustee Seidman moved, seconded by Trustee Ehlers, that the Uniform Standards of Conduct for Member Performance be approved. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) ILLINOIS BELL FRANCHISE Ordinance extending Franchise Agreement AGREEMENT EXTENSION with Illinois Bell. First reading. Mayor Forrest expressed concern by the absence of a "most favored nation clause" in the extension agreement. Village Manager Franz advised that Illinois Bell stated there would be only one agreement and they would not consider any changes to it. DISCUSSION Trustee Swartz mentioned he had received a complaint from a resident who lives behind Cadwell Corners concerning the use of refrigerated storage outside the building, particularly at Amlings during their busy season. The noise of a refrigerated truck running all night is disturbing to the residents in the area. Trustee Swartz suggested the Village consider drafting an Ordinance to resolve this problem. Staff will review this matter and present their recommendations to the Board. Trustee Rosenthal inquired when the fountains would be operating in the Village Plaza. James Soyka advised that epoxy work on the fountains has begun. They will be operating before Memorial Day. Village Manager Franz gave a report on the Clean -up Fix -up Day. There were 37 volunteers who picked up a truckload of debris. Domino's Pizza and Baskin & Robbins donated food for the participants. Trustee Ehlers asked about the status of the library parking lot. Village Manager Franz noted that the library is responsible for their parking lot.
