05/03/1993May 3, 1993 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, May 3, 1993 at 8:30 PM. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers John H. Heuberger Harriet E. Rosenthal Edwin B. Seidman Michael Swartz Absent: Vernon E. Swanson and that a quorum was present and in attendance. Also present were Village Manager Robert Franz and Attorney James Stucko. Trustee Seidman moved, seconded by Trustee Swartz, that the minutes of the previous meeting be approved. Motion carried unanimously. SIDE AND REAR YARD The Board of Zoning Appeals_,recommended VARIATIONS granting pet- itioners, Robert and Jill 901 NORTHWOODS Moss, 901 Northwoods Drive, a variation to permit construction of an addition to connect the existing residence to the existing detached garage, producing a rear yard of 29 feet in lieu of the required rear yard of 50 feet and a side yard of 9.42 feet in lieu of the minimum required side yard of 10 feet. Trustee Seidman moved, seconded by Trustee Swartz, that the recommendation of the Board of Zoning Appeals be approved and the Attorney directed to prepare the necessary Ordinance. Motion carried unanimously. STOP SIGNS - CRANSHIRE Several residents from the neighborhood COURT /CASTLEWOOD LANE of Cranshire and Castlewood attended a Safety Council meeting to express concern regarding the safe movement of traffic at the intersection. The presence of a water dam has caused drivers to use it as a ramp to launch their cars in the vicinity of the intersection. Police officers have ticketed violators for driving too fast for conditions and launching their vehicles in this manner. The Safety Council recommended stop signs for both westbound and eastbound Cranshire traffic. Trustee Rosenthal commented that stop signs without enforcement are not effective and suggested the residents notify the police when violations occur. Kevin Caraher, 1150 Castlewood, advised the Board that police have been called when violations occurred and he and his neighbors will continue to do so. Trustee Seidman moved, seconded by Trustee Swartz, that the Safety Council's recommendation be accepted and the Attorney directed to prepare the necessary Ordinance. Trustee Ehlers moved, seconded by Trustee Rosenthal, that the rules be waived to permit passage of the Ordinances re 1428, 1418, 1410 Rosewood and 304 Birchwood on first reading. Motion carried unanimously. Trustee Rosenthal moved, seconded by Trustee Ehlers, that the Ordinances be adopted. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swartz (5) NAYS: None ( 0 ) AWARD OF BID - 1993 James Soyka, Director of Public Works and 50 -50 PARKWAY TREES Engineering, recommended the bid for 1993 50 -50 Parkway Trees be awarded to St. Aubin Nurseries, the low bidder, at the unit prices bid for each species. Trustee Seidman moved, seconded by Trustee Swartz, that 1993 50 -50 Parkway Tree contract be awarded to St. Aubin Nurseries at the unit prices bid for each species. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swartz (5) NAYS: None ( 0 ) AWARD OF BID The bid of Alliance Contractors for PHASE III STREETSCAPE construction of Streetscap.e Phase III in the amount of $835,967'was recommended for approval by the Director of Public Works and Engineering, the Assistant Village Engineer and RJN Environmental Associates. Trustee Rosenthal moved, seconded by Trustee Heuberger, that a construction contract for Phase III Streetscape be awarded to Alliance Contractors at a cost not to exceed $835,967. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swartz (5) NAYS: None ( 0 ) -2- ENGINEERING SERVICES PHASE III STREETSCAPE Associates Inc. to pro management services for not to exceed $89,355. The Director of Public Works and Engineering and the Assistant Village Engineer recommended RJN Environmental vide professional engineering and project the Phase III Streetscape Project at a cost Trustee Seidman moved, seconded by Trustee Swartz, that RJN Environmental Associates, Inc. be retained to provide professional engineering and project management services for the Phase III Streetscape Project at a cost not to exceed $89,355. Motion carried by the following vote: AYES: Ehlers, Heuberger, Rosenthal, Seidman, Swartz (5) NAYS: None (0) DISCUSSION Trustee Rosenthal inquired when advertising for the 50 -50 Sidewalk Program starts. She was advised it began May 3. The average unit price remains the same as last year and will be published in the next D- Tales. Mayor Forrest encouraged everyone to participate and send their requests in as soon as possible. Trustee Ehlers mentioned he read an article in the daily newspaper that the Edens Spur is in line for resurfacing in the next year. Mr. Soyka advised that he had not received any notification from the Illinois Tollway System about this resurfacing. Trustee Seidman commented on a possible hookup of the Edens Spur at Wilmot Road. Village Manager Franz indicated there are four options regarding a hookup that will be discussed at a Public Hearing on June 17. Village Manager Franz requested the press to advertise two upcoming events: Household Hazardous Waste Disposal Day - Saturday, May 8 and Spring Clean -up Fix -up Day - Saturday, May 15. Information on specific dates for Plaza Pleasures for Thursdays and Saturdays from Memorial Day through Labor Day will be available soon. Village Manager Franz advised that 100 applications from 28 states have been received for the Police Chief position. A screening committee will review the applications and narrow the list to 10 or 12 to give to the interviewing committee. Work on this process will begin in 3 weeks. Village Manager Franz introduced the new Administrative Intern, Kelly Cramer.
