The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, November 2, 1992 at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Bernard Forrest, Mayor
Marvin Ehlers
James Marovitz
Harriet Rosenthal
Edwin Seidman
Vernon Swanson
Absent: Michael Swartz
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz.
Trustee Seidman requested the minutes of the previous meeting
regarding rezoning property at the southeast corner of Lake Cook
and Waukegan Roads, last paragraph, include the phrase "along the
entire eastern border of the property" following the words
"include a screening .fence."
Trustee Marovitz requested the minutes of the previous meeting
regarding stop signs at Walden- Warwick include the fact that
Police Chief Brandt was asked to attend the next Board meeting to
discuss the safety aspects involved in this matter.
Trustee Seidman moved, seconded by Trustee Rosenthal, that the
minutes of the previous meeting, as amended, be approved. Motion
carried unanimously.
PROCLAMATION Mayor Forrest proclaimed November 15
through November 21, 1992 to be American
Education Week in Deerfield. Trustee Rosenthal moved, seconded by
Trustee Swanson, that the Proclamation be adopted. Motion carried
unanimously.
STOP SIGNS AT Trustee Rosenthal moved, seconded by
WALDEN /WARWICK Trustee Swanson, that the recommendation
of the Safety Council re stop signs at
Walden /Warwick be removed from table. Motion carried unanimously.
Police Chief Richard Brandt reviewed the Traffic Pedestrian Survey
at Walden /Warwick conducted on October 28. The results were
approximately the same as those reported four years ago. He noted
there were no traffic accidents recorded at that intersection. It
was his recommendation that a stop sign not be installed at
Walden /Warwick.
Residents of the Walden School area who appeared before the Board
reaffirmed their support for a four way stop sign. Among those
who spoke were Louis Stevens, Rob Klein, Jeff Bernfield, Rick
Wallace, Debbie Gruber, Laurie Buley and David Lundy.
Trustee Seidman was concerned that a 30 second gap was not
adequate time for a child to cross the street and was strongly in
favor of a stop sign. Trustee Rosenthal suggested a possible
alternative to a rolling stop sign would be a uniform type of
permanent flashing sign at all school crossings.
Trustee Seidman moved, seconded by Trustee Rosenthal, that the
recommendation of the Safety Council for a four -way stop sign at
Walden and Warwick be approved and the Attorney directed to
prepare the necessary ordinance. Motion carried unanimously.

The staff was directed to study whether the existing middle of
the street sign should remain in light of the four way stop sign.
Their recommendation will be presented at the next meeting.
Sheila Stanger offered the services of the Safety Council to
research a uniform code for traffic control at all the schools
and welcomed any suggestions the Board may have.

Trustee Rosenthal moved, seconded by Trustee Ehlers, that the
appointments of the Manpower Commission be accepted. Motion
carried unanimously.

SPECIAL USE /DAWN Class A Special Use - Dawn Michele's

Trustee Seidman moved, seconded by Trustee
Marovitz, that the Ordinance approving expansion of existing Class
A Special Use - Dawn Michele's Family Hair Shop - Deerfield
Commons be adopted. Motion carried by the following vote:
AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5)
NAYS: None (0)
REZONING PROPERTY FROM Rezoning portion of property from R -2,
R -2 TO C -2 - SE CORNER Single Family to C -2, Outlying Commercial
WAUKEGAN & LAKE COOK SE corner of Waukegan and Lake Cook,
Giddan. First reading.
The Board agreed that fencing and landscaping should be installed
along the entire eastern boundary of the site, with the finished
side of the fence facing the east and landscaping facing the .west.
SPECIAL USE - CADWELL Ordinance approving amendment to Special
SCHOOL Use to permit multi -use - Cadwell School,
445 Pine Street. First reading.
TRAFFIC SIGNAL The Illinois Department of Transportation
MODIFICATION ON will be improving the traffic signals on
DEERFIELD ROAD Waukegan Road between Greenwood and
Osterman in the next 30 days. The Village
planned to interconnect and coordinate the signals at Chestnut and
Robert York Avenue to the Waukegan Road system.
James Soyka, Director of Public Works &
Engineering, recommends the Village take immediate action and
connect the two intersections at the same time. Aldridge
Electric, the contractor awarded the State contract, has submitted
a quote of approximately $27,000 to perform the job of connecting
the two intersections. (as amended 11/16/92)
Trustee Marovitz moved, seconded by Trustee Ehlers, that Aldridge
Electric be awarded a contract to interconnect and coordinate the
traffic signals at Chestnut and Robert York Avenue to the new
Waukegan Road systems at a cost not to exceed $27,000. Motion
carried by the following vote:
