06/01/1992The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, June 1, 1992 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman. Vernon E. Swanson and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney Sheila Beary-.- Village Manager Robert Franz noted that the minutes of the previous meeting omitted the nano of Michael Swartz as being present during ro.l.l call. Trustee Seidman moved, seconded by Trustee Marovitz, that the minutes of the previous meeting, as amended, be approved. Motion carried unanimously. SIDEYARD VARIATION - STENCEL /1019 GREENWOOD The Board of Zonin g approval be granted variation to permit detached one car garage in the rear yard to side property line in lieu of the required 5 Appeals recommended for requested construction of a within 2 feet of the feet. Trustee Marovitz moved, seconded by Trustee Rosenthal, that the recommendation of the Board of Zoning Appeals re sideyard variation, Susan Stencel, 1019 Greenwood Avenue be accepted and the Attorney directed to prepare the necessary ordinance. Motion carried unanimously. SPECIAL USE AMENDMENT/ The Plan Commission recommends approval TEXT AMENDMENT /ZENGELER of petitioner's request for a text CLEANERS, 1452 WAUKEGAN amendment for Special Use and a Special Use to permit a Drive -Up service window .at 1452 Waukegan Road with the following stipulations: two. unmarked parking spaces located directly east of the building be indicated as "No Parking "; a speed bump be placed at the southeast corner of the building; a "Do Not Honk" sign be placed on the building at the entry to the drive -up window; lighting be restricted to the soffit of the overhand; a light barrier (shade) be provided for the drive -up window during non - business hours. Tom Zengeler, petitioner, responded to inquiries from the Board regarding snow plowing and wheel stops. Petitioner is willing to comply with the stipulations set by the Plan Commission. Trustee Seidman moved, seconded by Trustee Marovitz, that the recommendation of the Plan Commission regarding request for text amendment to Special Use and a Special Use to permit a Drive -Up Service Window at 1452 Waukegan Road /Zengeler Cleaners, be :ipproveu aril -%'-.he Attorney directed toip epare the necessary ordinances. Motion carried unanimously..' FINAL PLAT OF VACATION Trustee Rosenthal moved, seconded by OF BUILDING LINES -980 Trustee Swanson, that the report and BRAND LANE /JOHNSTONE recommendation of the Plan Commission re request for approval of Final Plat of Vacation of building lines - 980 Brand Lane, Johnstone be removed from table. Motion carried unanimously . This item will reappear on the agenda once the petitioner is ready for final action. R -92 -05 RESOLUTION Resolution re street closings (Deerfield STREET CLOSING - 4TH and Waukegan Roads) for 41-.he Fourth of OF JULY PARADE July parade. Trustee Seidman moved, seconded by.Trustee Ehlers, that the Resolution re the Fourth of July parade be passed. Motion carried unanimously. AWARD OF BID One bid was received for a new trailer MELTER /APPLICATOR mounted Melter /Applicator Tar Machine. TAR MACHINE This machine is part of the Village's regularly scheduled equipment replacement program. Trustee Rosenthal moved, seconded by Trustee Ehlers, that a contract be awarded to Sherwin Industries for a Melter /Applicator Tar Machine at a cost not to exceed $20,918.00. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5) NAYS: None (0) AWARD OF BID - 1992 STREET REHABILITATION PROGRAM to Peter Baker and Son It was the recommendation of the Director of Public Works and our consultant that a contract for the 1992 Street Rehabilitation Program be awarded (low bidder). Trustee Seidman moved,'seconded by Trustee Swanson, that a contract for the 1992 Street Rehabilitation Program be awarded to Peter Baker and Son at a cost not to exceed $285,211.00._ Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5) NAYS: None (0) WILMOT ROAD OAR A change order request for $24,978.60 TREES was entered for costs involved in rerouting sewers around two oak trees on Wilmot Road. This change will be in the general contract with Eric Bolander Constuction. Trustee Rosenthal moved, seconded by Trustee Ehlers, that author- ization be given for a change order request in the amount of $24,978.60 in order to save the burr oak trees on Wilmot Road..
