The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor'in the Council Chamber
of the Village Hall on Monday, May.18, 1992 at 8:00 P..M. The Clerk
called the roll and announced that the following were:
Present: Bernard Forrest, Mayor
Marvin Ehlers
James I. Marovitz
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
Michael Swartz
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Rosenthal requested that the minutes of the previous
meeting regarding the Discussion of the two oak trees on Wilmot
Road be amended by deleting the name "Carol Hill" and replacing it
with "Carolyn Hild."
Trustee Marovitz requested that the minutes of the previous meeting
regarding the Comprehensive Plan - Sara Lee Property be amended by
deleting the words "acting on" and replacing them with
"considering."
Trustee Seidman moved, seconded by Trustee Ehlers, that the minutes
of the previous meeting, as amended; be approved. Motion carried
unanimously.
BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee
Swartz, that the Bills and Payroll be
approved. Motion carried by the following vote:
AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, Swartz (6)

WILMOT ROAD OAK TREES Charles Stewart, President of Urban Forest
Management, summarized his report
regarding the two oak trees to be removed as part of the Wilmot
Road utility and street improvement project. The limitations
associated with auguring under the trees for the new lines and
relocating the sewers under the street were presented. If the
trees are to remain, Mr. Stewart recommended relocating the storm
and sanitary sewers under the street to minimize damage to the
trees. Charles McBride, project manager for McClure Engineering,
estimated the cost-of relocating the sewers and using a stronger
pipe under the street at $25,000, plus an. unknown amount to
reconnect the individual service lines. The cost of auguring under
the trees was estimated at $60,000.
James Soyka, Director of Public Works and Engineering indicated
that the relocation of the sewers would have a minimal effect on
the flow or capacity of the Village sewer lines. The impact on the
service. line flow wouldn't be known until the pitch of the extended
lines could be--determined.
Gary Weiner, 1525 Woodland Drive, asked that the trees be saved and
the Village consider the methods used by other communities to
retain trees. Richard Bowden, 1045 Wilmot, and Linda Cummens, 1316
Oxford, also asked that the trees be preserved. Henry Hakewill,
1355 Wilmot, and Alex Largo, 1525 Oakwood, questioned the location
of storm sewer service lines. Mr. Soyka noted that all of the
connections were identified by TV camera inspection.

Trustee Rosenthal moved, seconded by :,T`rustee Ehlers, that the storm
and sanitary sewers be relocated under the street, at an
approximate cost of $2,5,000, w.,ith;a detailed cost estimate to be
prepared for final approval. Motion 'c'arried unanimously.
FINAL PLAT OF VACATION Trustee Seidman moved, seconded by rrustee
OF BUILDING LINES - Swartz that consideration of the final
980 BRAND LANE plat of vacation of building lines for 980
Brand Lane be tabled, as requested by the
petitioner. Motion carried unanimously.
ONE YEAR EXTENSION OF La Salle Partners is requesting a one year
SIGN - PARKWAY NORTH extension for the 9' x 10' V shaped illum-
CENTER nated temporary sign adjacent to the Toll -
way in the Parkway North Center. The
Board of Zoning Appeals recommended approval of the petitioner's
request.
Trustee Rosenthal moved, seconded by Trustee Seidman, that the
recommendation of the Board of Zoning Appeals to approve the
request of the petitioner, La Salle Partners, for a one year
extension for the temporary sign adjacent the Tollway be accepted.
Motion carried unanimously.

Consent Agenda be accepted and the Ordinances be adopted. Motion

CHANGE ORDERS RE: Mr. Soyka reported that the additional
WILMOT STORM SEWER/ cost to install the storm sewer improve -
B'NAI TIKVAH ments attributable to the B'nai Tikvah
development at 1558 Wilmot Road is $20,500
for construction and $3,365 for engineering. B'nai Tikvah has

submitted a letter agreeing to pay these costs. Mayor Forrest
recommended that the Village receive a letter of credit from B'nai
Tikvah_sinc.e the improvements will be made before the temple is
constructed.
Trustee Ehlers moved, seconded by Trustee Seidman, that the change
orders, for a total cost of $23,865, be approved subject to the
receipt of a letter of credit in that amount from B'nai Tikvah.

Six bids were received for the 1992,
35,000 GVWR dump truck. The
Superintendent'of Public Works recommended
the low bidder, Lake County Truck, at a cost
with trade -in.
Trustee Seidman moved, seconded by Trustee Swartz, that the bid for
the 1992, 35,000 GVWR dump truck be awarded to Lake County Truck in
a total amount of $30,987. Motion carried by the following vote:

AWARD OF BID - 12,000 Three bids were received for the 1992,
GVWR DUMP TRUCK 12,000 GVWR dump truck. The equipment
offered by the low bidder, Southside Ford,
does not meet the specifications. The Superintendent of Public
Works recommended the bid be awarded to the second low bidder, Lake
County Truck, at a cost not to exceed $16,771 with trade -in.
Trustee Seidman moved, seconded by Trustee Ehlers, that the bid for
the 1992, 12,000 GVWR dump truck be awarded to Lake County Truck in
a total amount of $16,771. Motion carried by the following vote:

AWARD OF BID - ONE TON Three bids were received for the 1992,
4 x 4 PICK -UP TRUCK one ton, 4 x 4 pick -up truck. The
Superintendent of Public Works recommended
the bid be awarded to the low bidder, Southside Ford, at a cost not
to exceed $12,095.20 with trade -in.
Trustee Rosenthal moved, seconded by Trustee Marovitz, that the bid
for the 1992, one ton, 4 x 4 pick -up truck be awarded to Southside
Ford in a total amount. of $12,095.20. Motion carried by the
following vote:

SLUDGE DISPOSAL Mr. Soyka reported that the contractor
CONTRACT EXTENSION awarded the sludge disposal bid last year,
Enviro -Gro Technologies, was not able to
remove the dried sludge due to wet field conditions. Enviro -Gro
has offered to extend the previous contract and complete 1992
sludge removal at the 1991 contract unit price of $12.50 /per cubic
yard. Mr. Soyka concurs with the recommendation of the Assistant
Village Engineer and WRF Foreman that the contract be extended at
the 1991 unit price, for a total amount not to exceed $50,000.
Trustee Seidman moved, seconded by Trustee Ehlers, that the 1991
contract for sludge disposal be extended with Enviro -Gro
Technologies at a unit price of $12.50 per cubic yard for a total
amount not to exceed $50,000. Motion carried by the following
vote:

DISCUSSION Trustee Rosenthal asked for a report on
the activities of Clean -up /Fix -up day held
May 16th. Mr. Franz reported that 18 students, the principal and a
teacher from Caruso Junior High, along with Village crews helped to
collect trash in the Village Center. Mayor Forrest will be sending
letters to each of the participants thanking them for their
contribution to Clean -up /Fix -up Day 1992.
ADJOURNMENT There being no further business, upon a
motion of Trustee Rosenthal, seconded by
Trustee Swartz, the meeting adjourned at 9:25 P.M-
